Topics of Discussion:
Board of Health meeting came to order at 6:30 pm on August 19, 2015 in the Berger Room
of Reading Town Hall.
Mandarin Reading
Friedmann stated the reason for requesting Mandarin Reading's attendance was to address
repeated critical violations or face suspension of their license to operate for a period of time.
Vitale stated that Mandarin needs to implement a plan where the kitchen activity can be
monitored for proper hygienic practices, hot and cold holding temperatures, proper food
storage to prevent cross contamination, testing of sanitizer strength and testing sanitizing
temperatures for the dishwasher. Robert Lee understood and said they take these Issues
very seriously. Following the inspection of July 10, they hired J.S. Consulting Associates as
a food consultant who provided training for 27 members of the kitchen and dining room
staff on July 16, 2015. The three hour program was conducted in Mandarin /Cantonese.
Shang Lu, their sushi chef, has been promoted and will be in charge of the kitchen to closely
monitor dally activities. He is trained as a certified food manager and has allergen training
as well. A master plan has been implemented that indicates what, how, when and who will
be cleaning, holding the staff accountable. Lee stated they would adopt any other
suggestions recommended by the Board. Friedmann recommended having the consultant
return unannounced to evaluate during the busy period. Erickson suggested inspections be
performed in a different time frame. Vitale will return in September for follow up and will
continue every 2 to 3 months to assess if improvements have been made.
Health Agent
Friedmann announced that Steven DILauro has accepted the position of Health Agent and
will start August 31� . Erickson will stay on for a couple weeks during the transition.

Open session for topics not reasonably anticipated 48 hours in advance of the meeting
Erickson presented a letter to be sent to Greater River Valley Medical Reserve Corps
requesting the Town of Reading be realigned with Region 3B of the Greater River Valley
Medical Reserve Corps, as they were prior to the regionalization agreement. This move will
reunite the town with its MRC members. The Board agreed, the letter was signed by
Friedmann and will be given to town manager for his signature.
Erickson advised that equipment/supplies have been purchased with funds from FY15
Emergency Preparedness Grant. The equipment is presently stored at the Police Station. He
suggested purchasing a trailer to store the emergency response equipment which would be
beneficial in the future to allow easy access and quick mobility.
Pierce distributed copies of monthly report for June and July.
Docktor would like the Board to consider the possibility of having a public health intern.
Internships start in January.
