Board of Health meeting came to order at 5:30 pm on July 21, 2015 in the Berger Room of
Reading Town Hall.
MA General Law Part 1, Chapter 111, Section 30
Erickson explained that under this law, the BOH may appoint an agent to act for them in
cases of emergency or if they cannot conveniently assemble. For example, when a resident
is asking for a variance to keep more than the number of chickens allowed, the agent shall
have the authority to grant a variance without the applicant having to wait until the next
scheduled board meeting. Docktor made a motion to appoint the health agent to act in
their behalf to grant variances to keep more than the allowed number of chickens. Motion
was seconded by Shurland. Motion passed 3:0.
Friedmann advised there are certain requirements that boards of health must meet. The
MAHB (MA Association of Health Boards) has a publication entitled, "MA Board of Health
Guidebook" which summarizes the laws and regulations which can be used as a reference.
The Reading BOH also has regulations; a copy was provided to the new members.
A strategic plan, "A Vision for the Future ", was created this year and can be found on the
Public Health Services home page. Friedmann would like to focus on the community, with
education in healthy living.
