Singer made motion to accept, seconded by Meade. Approved 2:0 Designation of Burial Agent The Massachusetts Registry of Vital Records and Statistics will transition the current paper death certificate process to an electronic death registration system, with the initiating of a new system of electronic burial permits in 2014. Burial permits are presently issued by Health Department staff. Clay met with Town Clerk, Laura Gemme to discuss the possibility of designating town clerk staff as burial agents. They presently use an electronic system for birth certificates. Meade made motion to appoint Laura Gemme, Joan Peterson, Julia Rodger and Heather Tate as burial agents. Motion seconded by Singer. Approved 3:0 Oye's Senior Health Inspector, Jennifer Keough advised the health director of the repeated number of critical violations having occurred at Oye's since having a consultant back in 2012. A letter was sent to Mr. Ye on October 10, 2013 requesting his attendance at the next scheduled Board of Health meeting and fines were subsequently Issued in the amount of $350 for repeated critical and other violations. After discussing the situation regarding the repeated violations with Mr. Ye and staff, Friedmann proposed that additional Inspections be performed, maximum fines be imposed If repeated violations occur with the possibility of non - renewal of their permit to operate. Clay will send follow up letter to Oye's. 336 Pearl Street Jay Kimball, representing Susan Fiorello of 22 Irving Street requested that the property owner of 336 Pearl Street put composting material into a bin in the backyard because it was attracting rodents. Friedmann advised that he had visited the site and noted they were composting but was unable to see evidence of rodent burrowing as it was getting dark. Page 1 1 Clay will visit the site to look for any evidence of burrowing. Friedmann suggested Ms. Fiorello have her property baited by a licensed pest control company to deter any further rodent activity using rodent traps instead of bait (poison) due to the possibility of the poisoned animals dying within walls and giving off foul odors, as well as the possibility of poisoning non - targeted species. Health Directors Report Clay advised that Maureen Buzby, Reading's Tobacco Control Coordinator, recently performed a survey of stores in Reading and none found to be selling drug paraphernalia. She presented a copy of a proposed regulation prohibiting the sale of drug paraphernalia in the Town of Reading as well as blunt wrappers and rosebud glass tubes or other non- traditional smoking apparatus. Friedmann asked if this included Flavored blunt wrappers for medical marijuana use. Clay will Investigate further. After further review, if and when approved, copies of the proposed regulation will be sent to all retail stores.
