In addition to these powers, the Finance Committee shall have the power to investigate the books, accounts, records and management of any office, board or committee in Town, and may use agents in carrying out such investigations. The Finance Committee shall report its findings, approval or disapproval on all articles which involve the expenditure of funds in the warrant in writing at least seven (7) days before Town Meeting.
