A Time: 7:00 PM Location: Conference Room Session: General Session Everett Blodgett, Chairman; Virginia Adams, Priscilla Poehler, Ilene Bornstein, Greg Maganzini Members - Not Present: Others Present: Kim & Stephen DeCrescenzo, 188 West Street John & Virginia Giuliotti, 6 Wentworth Rd Minutes Respectfully Submitted By: Kim Saunders Topics of Discussion: Mr. Blodgett opened the meeting at 7:00 p.m. 6 Wentworth Road Mr. Blodgett said the house located at 6 Wentworth Road is under70 years of age. It was built in 1959. The house is located on the corner of Wentworth Road and West Street. Mr. Giuliotti introduced himself and explained why he is proposing a roof over a 15x16 deck. He said a sliding door will be added; with steps leading to the yard. The setbacks don't allow the deck to be located anywhere else on the property. He clarified the plot plan to the Commission. The deck will be located on the left back part of the property. Mr. Maganzini questioned if the property is visible on all sides of the road? Mr. Giulotti said trees are blocking one street view. Mr. Blodgett asked the size of the home? Mr. Giulotti stated he was not sure, but it is an oversize cape. Mr. Blodgett said the view of the deck would be approximately 25 %. Ms. Adams asked questions for clarification. Ms. Adams stated she liked the open deck design; it reduces the bulk. She asked if a stipulation could be added that the property owner would have to come back if he wanted to enclose the porch. Ms. Adams said the deck is not a detriment to the neighborhood. The deck and balusters will be wood and the roofing will be architectural shingles. The Commission reviewed 7.3.9.1 section of the bylaw. Page I 1 Mr. Blodgett let the applicant know the new roof and existing roof might create a valley. Mr. Blodgett questioned the difference of approving under the 70 years of age or over the 25% percent of any fagade visible from a Public Way. Motion made by Ms. Bornstein to grant a Certificate of Non - Applicability based on the year of the house being less than 70 years under the 7.3.9.1 bylaw. Ms. Poehler seconded. Vote was 5 -0 -0 188 West Street Mr. Blodgett reviewed the application for 188 West Street. The application is for steps and a section of the fence. Ms. DeCrescenzo, applicant, said the front step's need to be repaired to insure not a tripping hazard. Mr. Blodgett said they should be considered maintenance. It was agreed if the applicant installs pavers it would not be under the Commission's jurisdiction. The applicant said the side step's need to be renovated for safety reasons. Her contractor would like to install railings and have new steps built on top of the steps that are currently there. A platform will allow the door to be opened without incident. Ms. Adams asked for a plan that explains the railings. She questioned if they would be vinyl. The Commission asked if the applicant would allow the railings be wood or iron? After a discussion, the Commission agreed the decking can be Trex. The Commission discussed the railings being a new architectural feature under the 7.3.8.2 bylaw. Motion made by Ms. Adams for Certificate of Appropriateness. The Certificate is to approve the side steps to be rebuilt and redesigned the side steps. Ms. Poehler seconded. Vote was 5 -0 -0. The Commission agreed Mr. Blodgett can issue a Certificate of Non - Applicability for the front steps. The applicant showed the Commission where she would like to install a fence. The fence is requested for safety of her children and pet. Mr. Blodgett said the abutters will need to be notified. Ms. Bornstein questioned if the fence will go to the property line. The applicant said yes the fence will go to the property line. She asked the fence in the back of the yard be a 6' chain link. The fence from the house to the barn will be 4'. The sides of the house will be 6'. The applicant asked if she could install vinyl? The Commission discussed material of the fence. The Commission questioned gate locations. Motion made by Ms. Adams to provide a Certificate of Appropriateness for 188 West Street for an installation of a fence as proposed on August 10 2015 as presented by applicant to the Commission. Ms. Poehler seconded. Vote was 5 -0 -0 Ms. Adams asked for a drawing of the fence location as discussed for the files. 160 Summer Avenue Mr. Blodgett presented the application for the applicant, Mr. Tigelaar for 160 Summer Avenue. He said the applicant would like to enlarge the existing deck located at the southeast corner of the house. Mr. Blodgett said the deck will be minimally visible once the applicant installs the picket fence that has been previously approved. Since the deck is a change on external features of the house the abutters will be notified. Page 1 2 The Commission agreed if a railing is needed due to the Building Code the applicant will need to come back to the Commission for approval. Motion made by Ms. Poehler to issue a Certificate of Non Applicability for the extension of deck and due to fencing the lack of visibility. Ms. Adams seconded. Vote was 5 -0 -0. 160 Summer Avenue Mr. Blodgett presented the application for the applicant, Mr. Tigelaar for 160 Summer Avenue. He said the applicant would like to replace 13 windows on the 2 d floor. A sample of the Anderson window was shown to the Commission. Mr. Blodgett said the applicant said the first floor windows were protected and should not need to be replaced at this time. The Anderson window will match the first floor windows (2 over 1 in the front and 2 over 2 in the rear). Ms. Adams stated the muntins are on the outside and double paned. Ms. Adams asked if the applicant would look into the windows that were approved for 201 West Street; or would they consider installing interior storms? Motion made by Ms. Bornstein Certificate of Appropriateness for the replacement of windows at 160 Summer Avenue as the proposed model. Ms. Poehler seconded. Vote was 5 -0 -0. Mr. Blodgett stated the abutters will be notified due to a Certificate of Appropriateness being issued. Other: Mr. Blodgett asked the Commission members to update their personal information. Mr. Blodgett passed out the official letter of withdrawal from Criterion for the property located at 186- 190 Summer Avenue. Mr. Blodgett said there will be a Public Hearing for the changes on the Historic District documents. Mr. Maganzani asked if the content will be changed. It was agreed to look at the content for a future meeting. Mr. Blodgett passed out the flow chart. Mr. Blodgett would like changes to reflect all scenarios. Ms. Bornstein left at 9:15 Minutes Motion made by Ms. Adams to accept the minutes for the following meetings, as amended: 03 -02 -2015, 03 -23 -2015, 04 -02 -2015, 04 -29 -2015 and 06 -08 -2015. Ms. Poehler seconded. Vote was 4- 0-0. Mr. Blodgett let the Commission know 201 West Street is still considering changing the street address. He also said the property owner contacted him in regards to submitting 3 applications: Reroofing, front door and window replacement in the sunroom.
