Mr. Redfern opened the meeting at 7:00 p.m.

The Zoning Board of Appeals held a Public Hearing on the petition of Matthew & Allison Sgro
who seek a Special Permit and a Variance under Sections 7.3.2 & 6.0, 6.3 of the zoning bylaws
in order to construct a first floor addition and a second floor addition to the front of the existing
dwelling on the property located at 19 Boyce Street in Reading, Massachusetts. The proposed
addition does not comply with the required side yard setback of 15'.
Mr. Sgro, owner of the property said there were changes in the description. He said the plot plan
was updated since the description was submitted to the Town. He said the addition would allow
4 bedrooms, 2 '/2 bathrooms, and a front porch. He reviewed the setbacks and said the requested
Variance would not be detrimental to the neighborhood. He submitted a letter from the
immediate abutter in support of the project.
Mr. Redfern said the dwelling is askew on the lot. He stated the asking allowance is minuscule.
Mr. Traniello asked if the petition should be considered a Special Permit or a Variance request.
Mr. Redfern said he thought it should be a Variance request.
Mr. Jarema questioned the dimensions that were on the plot plan. He stated that under the new
regulations this should be considered a Variance request. The 7.3.1 bylaw was read.

Mr. Sgro questioned the 7.3.2 bylaw. Mr. Traniello explained why a Variance would be
necessary.
Mr. Hagstrom agreed a Variance would be needed. If the porch were to be moved it could be a
Special Permit. Mr. Hagstrom asked for a clarification on plan A2.1.
Mr. Sgro read his four criteria for the Variance.
Mr. Traniello asked about the first criteria. Mr. Sgro said he had no idea the dwelling was askew
until the plot plan was done.
Mr. Redfern agreed the dwelling wasn't built parallel to the lot line.
Mr. Jarema commented when the dwelling was built in 1950 it was built askew. The old
addition was just added on to the result. He agrees the structure is the problem and not the
topography. He doesn't have an issue with the criteria.
Mr. Caouette said the petition asks for a Variance and a Special Permit.
Mr. Redfern reiterated that a Variance is needed and not a Special Permit. He concurred it would
not be a detriment to the neighborhood. He said in his opinion Mr. Sgro had met the four
criteria.
Mr. Redfern read a letter from the abutter.
Mr. Traniello asked if the Board would need to vote on the petition for -the Special Permit. The
Board discussed this and agreed it was not needed. They also agreed the Special Permit petition
should be withdrawn by the petitioner.
On a motion by Mr. Caouette, seconded by Mr. Traniello, the Zoning Board of Appeals moved
to grant a Variance from Sections 6.3 and 7.4 of the zoning by laws in order to construct a first
floor and second floor addition located at 19 Boyce Street.
Vote was 5 -0 -0 (Redfern, Caouette, Jarema, Traniello, Hagstrom)
Mr. Sgro withdrew his request for a Special Permit.
On a motion by Mr. Caouette, seconded by Mr. Traniello, the Zoning Board of Appeals moved
to allow the petitioner to withdraw their request for a Special Permit.
Vote was 5 -0 -0 (Redfern, Caouette, Jarema, Traniello, Hagstrom).
Adjournment
On a motion by Mr. Traniello, seconded by Mr. Hagstrom, the Zoning Board of Appeals moved
to adjourn the meeting at 7:45 p.m.
Vote was 5- 0- 0(Redfem, Traniello, Jarema, Caouette, Hagstrom).
