Hand called the meeting to order at 7:21 PM. BIRCH MEADOW MASTER PLAN SURVEY The committee reviewed the minutes from the April 14th meeting. N. Swain made a motion to accept the minutes of the April 14th meeting minutes. J. Borawski seconded the motion. Motion passed in favor of acceptance of the April 14th meeting minutes by a vote of 6 -0 -1. J. Feudo reviewed the committees report on the survey for the Birch Meadow Master Plan. The committee reviewed and discussed each question and made some minor modifications and suggestions. The committee talked extensively about the YMCA, Parking, Traffic and the plan itself. J. Feudo stated he would like to get the final survey product out before the end of May. He proposed adjusting the survey based on the committee's feedback and then bringing it back to the BMMP Sub - committee for final comment before it goes live. The committee agreed that bringing the survey back in June was not needed. Field Light Discussion J. Feudo mentioned that the funding for the field lighting had been approved at Town Meeting. There was still some process to work through. There will be a public hearing for abutters on June 2nd and the committee is welcome to attend. Also, staff is in the process of working on the procurement of the lights and installation. So those two items are going on simultaneously. The other piece will be filling an RDA with Cons. Comm. If all goes smooth the process for the installation should take place sometime in August. Page 1 1 J. Feudo stated it will be important to hear neighborhood concerns so the Town can work to ease concerns. That was a repetitive topic at Town Meeting and the Town Manager was very clear that the abutters will have an opportunity to be heard from before poles are put up. J. Halsey mentioned he thought the bigger issue was parking and if there were signage pointing folks to park in the Field House and RISE parking lot, which could help eliminate some of the potential noise. IMPROBALE PLAYERS R. Hand mentioned the topic of bringing in the °Improbable Players" and would be discussing more at a future meeting as he gathers more info about it. The committee seemed to think the idea was a good one. Field Hockey Goal At Parker J. Feudo mentioned that one of the donated goals at the Parker Middle School had been damaged beyond repair. He was seeking the Recreation Committee guidance on whether the town should pay for the repairs. The committee overwhelmingly believed the net should be replaced and funds should come from the revolving fund. J. Feudo said he would replace the net in June. F. Driscoll made a motion that the damaged field hockey goal be replaced and paid for by the Recreation Revolving fund immediately. J. Borawski seconded the motion. Motion passed in favor of replacing the field hockey goal by a vote of 7 -0 -0. Review of Field Procedure and Fees J. Feudo stated he was interested in going to a subcommittee for field fees and procedure. He felt it would be best to work in a small group and bring back a plan to the full committee. It will be important to give the organization a lot of notice about rate changes so they may incorporate these changes in their own organizational and registration fees. The new fees would most likely be in effect for the Spring of 2016 and the organizations should receive word by September 2015. Dan Foley and Frank Driscoll volunteered to be on this sub - committee along with BOS member John Halsey. Amplified Sound Permits Samantha's Harvest Stadium Field Sunday, June 14th. F. Driscoll made a motion to approve as proposed. K. Kaminer seconded the motion. Motion passed in favor of approval of an amplified sound permit as proposed by a vote of 7- 0 -0. Babe Ruth All -Star Game Morton Field Saturday, May 23rd. N. Swain made a motion to approve as proposed. J. Borawski seconded the motion. Motion passed in favor of approval of an amplified sound permit as proposed by a vote of 7- 0 -0. PMC Kids Ride, Wood End School on Saturday, June 20th. N. Swain made a motion to approve sound permit beginning at 9:OOAM. J. Borawski seconded the motion. Motion passed in favor of approval of an amplified sound permit as proposed by a vote of 7 -0 -0. Girl Scouts 5k /Walk and Run, Imagination Station Parking Lot on June 6th. N. Swain made a motion to approve the sound permit beginning at 9:00 AM. J. Borawski seconded the motion. F. Driscoll asked about the impact on the other events. J. Feudo mentioned that the event has submitted a Civic Function permit. The permits are being requested for simultaneously. Therefore, the group will need to seek clearance from the police department and other departments for the event. The two permitted processes are separately. N. Swain made a motion to approve as proposed. J. Borawski seconded the motion. Motion passed in favor of approval of an amplified sound permit as proposed by a vote of 7- 0 -0. Administrator's Report G. Fiorente gave an overview of programming. She mentioned that camp numbers were much higher at the point this year versus years past. She was not sure if people are just getting better with taking the discount early or if there is a true up -tick in participation. She listed many of the programs happening in the spring such as t -ball, pickleball, tennis, volleyball, boxing and track and field which is sold out. J. Feudo reminded the committee that Town Day is June 13th from 11:00AM - 3:00 PM. J. Feudo mentioned that Washington Park is almost finished. The contractors still needed to pour the walkway and get the lines down on the courts. Then clean up the disturbed areas with loam and seed. The Killam field renovation project is out to bid. The bid opening would be on May 21St. The project should begin once school ends. J. Borawski mentioned the portables will be installed at Killam school by the end of the school year. R. Hand mentioned the Friends of Reading Recreation Poker Tournament on Friday, May29th at 7:00 PM. This is to support the fireworks on Town Day. RCASA UPDATE No update. J.
