He stated the public hearing will be on March 23, 2015 at the Senior Center. Ms. Adams passed out the Summer Avenue property list that is in the Historic District. She is in the process of making a notebook on the properties. Mr. Blodgett stated an educational pamphlet is still needed for both Districts. He said Jessie Wilson is working on anew sign for the District. She has contacted the designer, who created the West Street Historic District sign, to create the new Summer Avenue District sign. Mr. Blodgett said the Commission is officially called the Historic District Commission. He stated the Town Bylaw does not need to be changed per Town Counsel. Ms. Adams said that the Rules and Regulations should reflect name change. Mr. Margolin, representing Criterion Child Enrichment, Inc., opened the presentation. He stated the primary reason for this meeting is to exchange information to prepare for the public hearing. Mr. Maxwell, Architect, forwarded a document from the owner of the property giving Mr. Littleton permission to serve as her agent. He did a brief overview of the project. He presented Page 1 1 existing plans and proposed plans of the project. He stated the original house will be offices and the new addition will be the Early Intervention Program. The barn will be stabilized for future use. He stated CPDC has already issued a Decision. Mr. Blodgett asked that the CPDC Decision be forwarded to this Commission. He commented the Commission's responsibility is to review what is visible from the public way. He stated the Commission will take into consideration the Historical Commission's suggestions to preserve the house. The Commission and applicant(s) discussed the following: • The material of the connector and how it will be vented. The roof of the connector is below the house roof line. • The demolition of the breezeway and how to protect the foundation of the historic building. • A commitment to stabilize the house if the shed or connector is demolished. Mr. Margolin agreed to present a structural plan at the public hearing. • The procedure on removing the lead paint • Sign advertising the Early Intervention Program and the light that will shine on it. Mr. Margolin said there will be no light if the business is not open. • Active record of the building, what will be changing /adding during construction. Mr. Littleton stated video documentation will be maintained at Criterion's expense. • The dormer has been eliminated • Material on the addition is a concern. • PVC window and restoration of the windows in the house • Barn will have architectural shingles • Visual impact of the addition. Mr. Margolin said at the public hearing the addition size will be addressed. • A model of the proposed building was presented • Fence location was discussed • The location of the exterior louvres. Mr. Margolin said he will work in putting them in hidden spaces. • Compressors location • Other safety signs that will be installed at property • Vertical granite curbing, concrete sidewalks. Suggestions made by Ms. Adams: • Change the roof to be flat on the addition • Relocate stairs to the connector on the left hand side • Shorten whole structure 4' • Change awning material to have light shine through • PVC pipes and mechanical on the back side of building Mr. Maxwell commented conditions can be added to the Decision the Commission issues. The public hearing date was discussed and March 23, 2015 was confirmed. The representative's for Criterion Child Enrichment left the meeting. Page 1 2 The Commission agreed the public hearing notice should go to everyone in the District. The Commission approved to meet on March 30th' Motion made by Ms. Poehler to adjourn at 9:37PM.
