LeLacheur,Jr. CFA Date: May 28,2015 RE: June 2nd Agenda Thanks to those members that were able to attend the Secretary Ash site walk on Tuesday. I have included material handed out for those that could not attend. With the rearranged summer Board meeting schedule, the full Board plans to attend June 23`d and August 11th; four members plan to attend on June 2nd, July 21St, and September 1st. If you need to add a meeting, the best options look to be July 28th and August 4th where four members are available. We have not set a Saturday morning meeting date-please be prepared to do so next Tuesday night. First on the agenda is the "annual" appointment of Town Counsel (TC). As TC serves at the will of the Board, I suggest the Board vote to appoint effective July 1, 2015 without an end date. In case you need my view, Miyares & Harrington are the perfect legal fit for the town. Very significant legal progress has been made under their watchful eye over the past year, and we are better positioned for the future. Next Town Accountant Sharon Angstrom will present the results of the annual Audit, including updates on past and current management letter comments. Attached in your packet is a copy of the full audit. Sharon will also do a quarterly update and respond to any concerns of the board. The Board will review a second driveway request for 137-139 Salem Street. The request is to make a change from two driveways, including a shared driveway, servicing a two-family home to be three driveways (two stand-alone driveways servicing the two-family home and a smaller shared driveway left for an abutter). You will have staff comments in advance of your meeting next week. The bulk of the meeting will be spent discussing the Birch Meadow project. The Recreation Committee will be posted and plans to join you.The most obvious possible neighborhood impact of the field lighting portion of this plan involves Morton Field. We notified and invited over one hundred neighbors that could be affected by this part of the project to attend. Staff has met to discuss some preliminary mitigation measures for the neighborhood. One issue which I have heard previously from the Schools is that visiting teams for sports and after school activities take different routes to get to RMHS — some through neighborhoods. One staff proposal is for some very attractive 'wayfinding' signs to be placed at a few key neighborhood locations. For Morton Field activities, we suggest directing all traffic and parking to the RMHS; we further suggest reserving parking at the tennis courts for that purpose alone; and that in front of the homes on Bancroft there be no parking expect for those homeowners and their guests. There is one possible exception — we should consider adding additional handicap parking in an unused section between the tennis courts and Morton Field. Last,the Board will meet in a brief Executive Session for the purposes of Collective Bargaining. LeLacheur, Jr. CFA Date: May 27,2015 RE: Boards of Selectmen invitation CC: Board of Selectmen On behalf of the Board of Selectmen, please allow me to invite you to attend their meeting next week on June 2nd to discuss initial plans and thoughts about the upcoming changes to the Birch Meadow recreational area, beginning with field lighting. An agenda item for this discussion is scheduled for 8:15pm. While this is not a formal Hearing, the Board also welcomes your thoughts in writing, either in advance or any time afterwards. Please feel free to correspond with me at the address listed above or send your comments to selectmen @ci.reading.ma.us . This meeting next week is expected to be followed by an additional two or three meetings held in conjunction with the Recreation Committee over the upcoming months. Specifically, the Recreation Committee will soon be surveying the community as to proposed uses of our town fields. Next week, the Selectmen will discuss the five Birch Meadow fields scheduled to have field lights. They will review the current users and their pattern of usage; they will also discuss parking, noise, signage, current light spillage and hours of operation. Staff has developed some initial thoughts towards mitigation of expected increased field usage to share with the Board and the neighbors.
