RE: FY2015 Budget Status Update
At the Reading School Committee meeting on May 11t, we will provide the Committee with an
update on the status of the Fiscal Year 2015 budget. Attached,please find a report showing the
budget status as of April 30, 2015.
The attached report shows that we currently have an unencumbered balance of$236,868 in the
School Committee budget, representing .59 of the total appropriation. The unencumbered balance
in the Town Building Maintenance budget is currently forecasted at$1,463.
The most significant unencumbered balance is in the special education cost center, $297,632. This
balance is partially attributable to the district's pre-payment of approximately $300,000 in special
education tuitions in fiscal year 2014 which is allowable under M.G.L Chapter 71, §71D. In
addition, some placement decisions have resulted in savings to the district while some placements
have not yet been settled but are expected to be settled in the current fiscal year.
As the report indicates, we are currently projecting a deficit of$169,463 in the Technology Cost
Center. This is the result of an infrastructure upgrade for the Coolidge, Parker and High Schools.
Therefore,we are requesting that the School Committee vote to authorize the transfer of
$170,000 from the Special Education Cost Center to the Technology Cost Center to cover this
and other incidental expenses. We will address all other cost center deficits at the June 15th
meeting.
The Town Building Maintenance budget is currently projected to finish the year with a small
surplus. The request for an additional $50,000 was approved at the April Town Meeting which
allowed for the favorable projection.
We will be prepared to discuss this report in greater detail at Monday's meeting and to answer any
additional questions you may have. Please feel free to contact me if you have specific questions
you would like addressed or need additional information.

Family Day (RFFD). RFFD is a celebration of Reading and offers the community an

Please find attached the notice of the Public Hearing and School Committee Policy on School Choice in
reference to our obligation to make a decision by June 1st on whether or not Reading will participate in
School Choice. It will be my recommendation that Reading not participate in School Choice because of
district enrollment reasons.

SCHOOL CHOICE
It is the policy of this School District to admit non-resident students under the terms and
conditions of the lnterdistrict School Choice Law (M.G.L. 76:12) and under the following local
conditions:
1. That by May 1 of every school year,the administration will determine the number
of spaces in each school available to choice students.
2. That by June 1 of every school year, if consideration is being given to withdraw
from the provisions of the choice law, a public meeting will be held to review this
decision.
3. That resident students be given priority placement in any classes or programs
within the District.
4. That the selection of non-resident students for admission be in the form of a
random drawing when the number of requests exceeds the number of available
spaces. There will be two drawings for this purpose. The first will take place
during the last week of the current school year but no later than July 1st. The
second will be conducted during the week immediately preceding the opening of
the next school year and will be based on the possibility of unexpected additional
openings.
S. Any student who is accepted for admission under the provisions of this policy is
entitled to remain in the District until graduation from high school except if there
is a lack of funding of the program.
6. The School Committee affirms its position that it shall not discriminate in the
admission of any child on the basis of race, color, religion, national origin, sex,
gender identity, age, sexual orientation, ancestry, athletic performance, physical
handicap, special need, academic performance or proficiency in the English
language.

TOPIC: RISE Presentation
At our meeting on Monday evening,RISE preschool Director Debbie Butts and teacher Erica Boran will
be at our meeting to share information on the RISE Preschool Program. They will outline who they are,
what classes are offered and the staffing. In addition,they will discuss the implementation of the Multi-
Tiered System of Support from a preschool perspective; a DESE initiative "Positive Behavioral
Intervention Support and an update on the goals for RISE.

RE: Recommendation for Award of Contract—Eaton Roof Replacement and Associated Work
For the last several years, we have included as part of our capital plan the replacement of the roof at the
Joshua Eaton Elementary School. The project requires full replacement of all low slope membrane
roofing, flashing and associated work. In addition, we have combined work to be done at the Parker
Middle School in this bid request. This will allow for cost savings for design/oversight and actual work.
As part of the project, the School Committee awarded the contract for design services for the replacement

Gale Associates produced bid documents and oversaw the bidding process.
In accordance with Massachusetts procurement law,we recently issued Invitation to Bid for this project.
We received ten qualified bids for the project. Please find attached information from Gale Associates
regarding the results of this bid. It is the recommendation that Reliable Roofing& Sheet Metal be
awarded this contract to provide Roof Replacement&Associated Work at the Joshua Eaton and Parker
Middle Schools.
Due to the scope and class of work we were also required by MGL to issue an Invitation for Bids for
subcontractors for the masonry work associated with the project. We received six qualified bids for the
project and Reliable Roofing& Sheet Metal is going to carry D & S Commercial Masonry, Inc. as the
masonry subcontractor for the project.

referenced project. The apparent, responsible low bidder for the Base Bid plus the
Alternate scope of work is Reliable Roofing & Sheet Metal, LLC. (Reliable) at a base bid
amount of $654,000.00 and an alternate price of $44,200.00 for a total bid amount of
$698,200.00. Should Reading Public Schools (Reading) choose to consider award of the
Base Bid scope of work only, the apparent low bidder remains as Reliable at a base bid
amount of$654,000.00.

Following the bid opening, Gale contacted Mr.James O'Donovan of Reliable,who indicated
that they are comfortable with their bid price, understand the scope of work required on
the project and have the manpower required to meet the anticipated substantial
completion date. Note that Reliable has included the Sub-bidder(Masonry)D&S Masonry
in the amount of$48,600.00 within their general bid price.
From the information provided in the Department of Capital Asset Management and
Maintenance (DCAMM) Updated Qualifications Statement and applicable reference
material, Gale was able to perform reference checks on Reliable and D&S Masonry. In
general, Reliable and D&S Masonry's reference checks were favorable and the references
contacted by Gale were satisfied with the work performed. One reference noted that D&S
Masonry's paperwork and timeliness of submitting documentation including schedules
and general correspondence was not satisfactory. Gale has worked previously with
Reliable on similar roof replacement projects at various schools in Massachusetts and
achieved satisfactory results. Gale has also worked with D&S Masonry on a recent project
with satisfactory results, although this is no indication or guarantee that they will perform
acceptably on this project.
Based on our review of the bid results and the responses to our reference checks, we can
find no objection to Reading considering award of the Roof Replacement and Associated
Work at the Joshua Eaton Elementary School to Reliable for the Base Bid and Alternate
amount of$698,200.00. Although some unit prices have been carried, Gale recommends
that Reading budget an additional ten percent (10%) to fifteen percent (15%) contingency
in the event that unforeseen conditions are encountered. Therefore, the recommended
construction budget for the Base Bid and Alternate is valued at approximately
$768,020.00 to $802,930.00, not including Gale's fee for Construction Period Engineering
Services.

Vice - Chair Robinson called the School Committee to order at 7:06 p.m.
Vice- Chair Robinson welcomed guests and reviewed the agenda. He welcomed
Julie Joyce to the School Committee.
II. Recommended Procedure
A. Public Input(I)
Vice - Chair Robinson called for public input.
Nancy Docktor,resident asked why the school department does not vendor out
behavioral health services. She also requested the number of employees that
leave the district each year and requested a copy of the teacher survey results.

Superintendent Doherty said that the teacher survey results are not available to the
public at this time. He will be meeting with the District Leadership Team to
discuss the results.
Ms. Docktor congratulated new School Committee member Julie Joyce.
B. New Business (out of order)
Killam Presentation
Principal Cathy Giles introduced her Library Media Specialist Kim Adamo who
will be sharing some of the tech projects our students(K-5)have created all which
incorporate 21st teaching and learning such as:
• Creativity and Innovation
• Critical Thinking and Problem Solving
• Communication and Collaboration
These projects are directly aligned with each grade levels technology and content
specific standards and are exemplars of our "blended classroom" approach to
instruction and demonstrate the high level of teacher collaboration at Killam.
Mrs. Giles said there are amazing things happening in technology at the Killam
School.
Ms. Adamo began her presentation by sharing a broadcast of the Killam News.
The Killam News is hosted by students and broadcast daily. Two students are
chosen for each week to do the Killam News. Ms. Adamo shared that as the week
progresses the students become more confident and comfortable on camera. This
is a great way to support the speaking and listening standard of the common core.
She chooses a technology standard that will be the focus of the lesson for the
classes. Tonight she will share the technology projects created by students at each
grade level.
The grade 5 students created trailers for books they had read using the Imovie
app. Their videos were shared at an Oscar themed book celebration called
"Boscars". The students also created Animoto videos on biomes using the
Britannica database.
Grade 4 students created digital super heroes during the digital citizenship unit.
The students were asked to solve a"problem"on the internet and create their
super hero using a program called Heroize. The students imported text and
graphics, formatted and sized their super hero. Using Chatterpics they were able
import their voice describing the super heroes power and uploaded it to Imovies.
Ms. Adamo pointed out that many of the apps she is using are free.
As part of the ELA standard the grade 3 students used free templates available
through the website "read,write and think"to create poems as part of the poetry
unit. Students used the wordmover app to edit, format and change the
backgrounds of their poems. The students created acrostic, diamante, haiku and
free poetry during this unit.

The grade 2 students worked on a heritage research project during their Social
Studies unit. They depicted an event in their life and created a travel poster using
the Encyclopedia Britannica database, Time for Kids and National Geographic to
do the research. Once again students used a free app called Piccollage to upload
photos, format and size them and create the final poster.
As part of the weather unit,Ms. Adamo had the grade 1 students create a weather
forecast using the book"Cloudy with a Chance of Meatball" as the theme. The
students read the book and were asked to connect the fiction story with non-
fiction research on weather. They learned how weather reports are created. The
students created their forecast by drawing and coloring their picture. The then
photographed it and uploaded it to green screen. The students added their voice
to the forecast which was filmed in front of green screen. Ms.Adamo pointed out
that this age has not had a lot of experience with public speaking and this activity
is a great way to introduce it to them.
Kindergarten students had completed the Gingerbread study and were asked to
create a gingerbread man. The students photographed their picture of the
Gingerbread Man and uploaded it into Chatterpics and added their voice to tell
their story.
The School Committee asked clarifying questions and commended Ms.Adamo
and the Killam community for using technology to meet the mission and vision of
the district.
Dr. Snow Dockser asked what the next steps were and is Killam looking to
expand this initiative.
Mrs. Giles shared that they are looking at the possibility of partnering with high
school students to become mentors as part of the Field Seminar program,
partnering with Endicott College and having parents play a role.
Mr. Robinson thanked Ms. Adamo and Mrs. Giles for sharing tonight.
Reorganization
Vice-Chair Robinson turned the gavel over to Superintendent Doherty. Dr.
Doherty then reviewed the procedure and policy and asked for nominations for
Chair.
Mr. Nihau nominated Mr. Robinson for Chair. Dr. Snow Dockser seconded
the nomination.
On a roll call vote the nomination passed 6-0. Mr. Robinson,Dr. Snow
Dockser,Mrs. Borawski,Mrs. Webb,Mrs. Joyce and Mr.Nihan.
Superintendent Doherty handed the gavel to new Chair Chuck Robinson.
Chair Robinson asked for nominations for Vice Chair.

C. Reports
Students
Mr. Gillies reported that the Junior Prom was held just before vacation and
everyone had a great time. There is a current fundraiser to support the
Leukemia/Lymphoma Foundation and it is National Poetry Month. High school
students are attending readings and presentations in the Library Media Center
during English classes.
Ms.Nastri reported that the senior countdown has started and the students are
excited for the upcoming senior activities. RMHS Drama is presenting The
Legend of Sleepy Hollow this weekend. The script was written by students who
took several renditions and created their own version.
Liaisons
Dr. Snow Dockser reported that the HRAC is meeting on Thursday at 7 p.m.
where they will be discussing a project they will be working with on with the
Library and discussing the status of the Committee. She also reminded the
community that the HRAC is looking for new members and encouraged interested
parties to come to the meeting or contact members.
Mr.Nihan commended the Superintendent on his presentation at the Blue Ribbon
Conference. He has heard great feedback regarding the Conference.
Mr. Robinson reported that Town Meeting went well.
Director of Student Services
Mrs. Wilson reported that there will be a SEPAC meeting on May 6th at the
Coolidge Middle School.
Superintendent
Dr. Doherty updated the School Committee on the two administrative searches.
The RMHS Assistant Principal announcement will be forthcoming.
The Joshua Eaton Principal search is moving to the next phase. An email will be
sent to Joshua Eaton families announcing the finalists. On Wednesday May 6 the
candidates will participate in a site visit, spending the day at the school, meeting
with students, staff, administrators and the community.
He then reported on several events that occurred prior to vacation. The annual
Artsfest was held along Main Street and in the Performing Arts Center. There
were student work exhibits of all levels as well as student performances.
The Annual Blue Ribbon Institute was held at the high school. This event had a
great variety of offerings for the district staff and out of town participants. He

went onto thank Assistant Superintendent Martin for coordinating the program
and his Administrative Assistant Lori Miller for doing a great job with the
logistics of this event. The event ran incredibly smoothly.
The Superintendent announced that there will be a series of Community Forums
during the month of May and information will be sent out to the community in the
next day or so.

budget will be presented on Monday night.
Mrs. Webb mentioned the Understanding Disabilities 30th Anniversary
Celebration that will occur later in May.
