READING'S 350TH ANNIVERSARY
CELEBRATION TRUST GUIDELINES
In 1994, the 3501h Anniversary enhanced our sense of community and contributed to the
awareness of our heritage. To perpetuate both, Reading's 350th Anniversary Celebration Trust
has been established. Its intention is to alleviate funding aspects associated with town-wide
projects planned by and for the people of Reading. It is hoped that through use of this Trust, a
portion of the excitement, ceremony and history generated in 1994 will live on for at least the
next half century.
Establishment of the Trust Funds
At the end of the 3501h Anniversary Celebration, all unexpended money was set aside for future
use by the Town of Reading in commemorating its past. On November 14, 1994, Town Meeting
accepted these funds with certain restrictions placed on their disbursement. In addition,
expenditure of the money was to be placed under the jurisdiction of a new town body known as
the Celebration Committee (350th Trust Fund). The new committee has five members each with
a different appointing authority as listed below with the current appointees.
For the 400th Anniversary Celebration in 2044. Five Thousand Dollars ($5,000) and the interest
earned on it has been set aside. At the end of the century, a Millennium Party has been
allocated Ten Thousand Dollars ($10,000). The remaining money was divided between a
Celebration Fund and a Historic Preservation Fund as described in this document.
Celebration Committee (350th Trust Fund)
A Trust Committee known officially as the Celebration Committee is appointed to determine the
best use of the funds, and to negotiate specific terms with applicants. The Committee is
comprised of the following members, each appointed to a three year term. (The first committee,
however, has staggered terms.)

Part A—Celebrations, Observances, Etc. (Celebration Fund)
Purpose
To fund, lend or provide seed money for general audience projects organized and run by
volunteers representing a cross-section of the community, in celebration, commemoration or
observance of the Town of Reading, the Commonwealth of Massachusetts or the United States.
Income
• All money that remained in the Treasury of Reading's 350th, Inc. when it dissolved
(excluding any money specifically allocated for other purposes).
All interest earned by Part A of this Trust.
• All gifts made to Part A of this Trust.
Disbursement
On the first day of January of each year, 8% of the funds in Part A of this Trust will become
available, and may be spent under the direction of the Committee. The yearly unexpended
funds may accrue for use in subsequent years. The Committee can make specific
arrangements with the applicant giving the money either as a grant or loan, Applications will be
made to the Committee during the month of January, or at any other time specified by the
Committee.
Appropriate Uses
The money is to be used in town-wide celebrations, observances or commemorations.
Examples given by the 350 Anniversary Committee when presenting the money were: First
Nights, Town Days, Special Events, and anniversaries of the Nation, Commonwealth and the
Town.
Part B— History and Preservation (Historical Preservation Fund)
Purpose
To provide funding through grants, loans or seed money to perpetuate the recorded history of
the Town of Reading, Massachusetts.
Income
• All money from the sale of the second and future printings of At Wood End.
• Other money allocated by the 3501h Anniversary Steering Committee.

All interest earned by Part B of this Trust.
All gifts made exclusively to Part B of this Trust.
Disbursement
Under the direction of the Committee, all or part of the interest earned on Part B of this Trust
may be spent.
The principal may be used for a reprint of At Wood End, the production of new historical
documents or reproduction of existing material. Proceeds above the cost of the project will be
returned to Part B of this Trust, at least up to the amount spent on the project by this Trust.
Appropriate Uses
Producing, reproducing or updating histories of Reading, Massachusetts in any media.
Preservation of historical collections under the jurisdiction of the Public Library or the Historical
Commission.
