Town Meeting,
JB discussed the recent changes to the Town Charter, one
Charter Review
specifically referencing the RHC and another specifically
addressing Associate Members on boards /committees.
This includes authorization of voting rights for Associate
Members where allowed by Town Charter, Town Bylaw, or
Massachusetts General Laws (MGL). MGL provides such
voting rights for RHC Associate Members, when
designated by the RHC Chair to serve and vote in place of
Full Members who are absent or unable to act on
occasions. However, JB noted the new chapter provision
requires a new bylaw for Spring 2015 Town Meeting,
defining the conduct of the RHC, addressing RHC
Associate Members and providing for all rules and
regulations relating to Associate Membership.
