Quinn Jr. Topics of Discussion: THIS MEETING WAS HELD IN THE ASSESSORS OFFICE, 2n6 Floor TOWN HALL PLEASE SEE THE ATTACHED. page I 1 R JUNE 17, 2014 CONTINUATION SHEET CALL to ORDER: Chairman Golden called the meeting to order at 7 PM. The Board last met on May 20, 2014. 1. APPOINTMENTS: None. 2 MINUTES OF PREVIOUS MEETING(S): A revised copy of the draft minutes for the Board's December 17, 2013 meeting was circulated on March 25, 2014. No changes v�ere proposed. A motion by Golden seconded by Quinn to accept the minutes as written was approved by a vote of 2-0 -1. Mr. Marshall abstained because he was not then a member of the Board. A copy of the draft minutes for the Board's May 20, 2014 meeting was circulated prior to this meeting. Some minor changes were made. A motion by Golden seconded by Quinn to accept the minutes as amended was approved by a vote of 2 -0 -1. Mr. Marshall abstained because he was unable to attend this meeting. 3. TOWN APPRAISER'S REPORT: Mr. Santaniello reported that he had received a request from the Town Manager for the release of Overlay Funds. All remaining FY 2014 Abatement Applications Board will be presented to the Board this evening. 4. OTHER SIGNINGS: The Board signed routine Motor Vehicle Excise Tax Abatements totaling $9,215.42 ($5,448.17 + $3,570.25 + $197.00). The Board signed two FY 2014 Tax Deferral Certificates totaling $10,350.43 ($5,281.34 + $5,069.09). 5. NEW BUSINESS — EXECUTIVE SESSION: Santaniello provided the board with a schedule showing the composition of the current overlay balance and a draft letter addressed to the Town Manager. He reported that all taxpayer appeals pertaining to FY 2009 and FY 2012 have been resolved. The only cases still pending before the ATB for FY 2010 and 2011 relate to certain public utility property (Verizon). Santaniello then recommended that all remaining overlay funds for FYs 2009 and 2012 and $54,824.69 of overlay funds for FY 2013 be released. A discussion ensued. r._ A motion by Golden to release $350,000 of overlay funds in accordance with the Chief Appraiser's recommendations was seconded by Quinn and approved by a vote of 3 -0 -0. Golden suggested that the roles of the individual Board members be realigned in view of Marshall's recent election to Board. Quinn noted that the Board will be acting on all of the remaining FY 2014 Abatement Applications tonight and that deferring the realignment until the Board's next meeting would result in a better cut -off. The other Board members agreed. A motion by Golden to go into executive session to consider and act on the remaining FY 2014 Tax Abatement Applications was seconded by Quinn and approved on a roll call vote with both members voting in the affirmative; Chairman Golden having previously declared that the purpose of the executive session was to comply with the confidentiality requirements of MGL c. 59, Section 60. The Board will reRiain in executive session for the remainder of this meeting. The Board approved eleven (11) real estate tax abatements having a total tax value of $14,172.51. 6. CHARTER REVIEW: No discussion. 7. CORRESPONDENCE: March 25, 2014 e-mail from Robert J. Quinn to BOA Chairman Francis Golden et al, transmitting the draft minutes for the Board's December 17, 2013 meeting. June 17, 2014 e-mail from Robert J. Quinn to BOA Chairman Francis Golden et al, transmitting the draft minutes for the Board's May 20, 2014 meeting. June 17, 2014 letter from the Board of Assessors to Town Manager Robert LeLacheur, authorizing the release of overlay funds in the amount of $350,000. FY 2014 Property Tax Deferral Certificate re: 74 Sturges Road in the amount of $5,281.34. FY 2014 Property Tax Deferral Certificate re: 51 Tennyson Road in the amount of $5,069.09. 8. NEXT MEETING: The Board's next meeting will likely be held in August, although no specific date was proposed or set. Possible topics include neighborhood coding and charter review. ADJOURNMENT: A motion by Golden seconded by Quinn to adjourn at 8:30 PM was approved by a vote of 3 -0 -0
