Reading Rifle and Revolver Club - work signoff Mr. Tirone stated Reading Rifle & Revolver Club would like a close out letter for the Enforcement Order and RDA. He showed the Commission pictures of the property taken at the site visit. The Commission discussed the property. Motion made by Mr. Sullfvan to close out the RDA for the Reading Rifle and Revolver Club. Mr. Selle seconded. Vote was 5-0 -0. Motion made by Mr. Sullivan to close out the Enforcement Order. Ms. Stager seconded. Vote was 5-0-0. NOI 270 -0633: 118 Willow Street, Map 20, Lot 224, SeIIOo Ms. Scanlon opened the public hearing. Mr. Hughes represented the homeowners and the builder, Contemporary Builders. The owners are proposing to construct an addiflon to their existing single family home. The addition is within the 100' buffer zone to Bordering Vegetated Wetlands (BVW). The addition will consist of additional living space and an attached garage with a deck on top. The entire addition will be located within an existing developed portion of the site and will mostly be located within an area covered by a deck. The addiflon will be located approximately 57' from BVW within an area of existing patio, lawn and driveway. A rear shed and walkway going to the shed will be removed. The home is in the Aquifer Protection District and by removing these will net decrease in impervious by 20 to 30 square feet. Mr. Hughes stated after meeting with Mr. Tirone, adjustments were made to the garage area as shown on the plans presented. The following comments were stated by the Commission: Page I 1 Town of Reading - Meeting Minutes • Mr. Tirone asked that no straw walls be used for erosion control. They are light and need to be anchored down; and are hard to put in property. • It was asked to keep the silt fence out of the 35' area. • The bounds were discussed and agreed they can be put at the property line. They should be submerged with the soil level or slightly raised. Mr. Hughes commented he'll sister it with a rebound pin. • Ms. Scanlon questioned where the rain water will go on the proposed porch. It was stated the porch will also have gutters. The rain water should go into the lawn not the driveway. • The stockpile will be used for backfilling and the rest will be taken off site. The contractor will keep any stockpile inside the erosion control. Motion made by Mr. Sullivan to close the public hearing and issue an Order of Conditions for NO] 270-0633. Mr. Finch seconded. Vote was 5 -0 -0. RDA 7415: 196 Salem Street, Map 23, Lot 88, Ferrara Mr. Ferrara asked permission from the Commission to: • Install a 131'x11' asphalt driveway on the left side of the property. The length is from the sidewalk to the garage. • Trim trees out front that are overgrown. The trees are touching the house or hanging over the house. • Install stone pavers to create a 3'x7' stone patio on the left side of the house at the rear door • Install stone pavers to create a 23x7 stone patio by the dining room door After a discussion, Mr. Sullivan made a motion to issue a negative determination for RDA 14-15. Mr. Salle seconded. Vote was 5.0.0. Mr. Zambouras, Town Engineer, let Mr. Ferrara know if any curbing is to be removed, the applicant would have to get a permit from the Engineering Department. Also, the Town Tree Warden would need to be contacted if the mentioned mess are public shade trees. RDA 14.16: Roadway Maintenance, Map various, Lot various, Town of Reading, Engineering DepVDPW Mr. Cole, Engineering Department, let the Commission know the Town would like to resurface 26 roads in FYI 5. Out of the 26 roads, 14 are within the Conservation Commission's jurisdiction. Pasture Road is an overlay. Thirteen other roads are pavement reclamation. Best management practices will be used. The catch basins will have fitter fabric; and if 200' of the wetlands silt sacks will be installed. Looming will be done two weeks after final paving is done on the road. The Commission discussed the project. The roads that have curb missing, a "spill" berm will be installed. It was noted that some roadways are in the Natural Heritage areas. Mr. Tirane will accommodate these areas in the Order of Conditions. Mr. Tirone commented that drop inlets and curb inlets need to be protected. Ms. LeFavour questioned when the Town will be doing Libby Avenue; and what streets are included off of Libby Avenue. Mr. Zambouras said no private roads will be done. Motion made by Mr. Sullivan to issue a negative determination for RDA 14.16. Mr. Finch seconded. Vote was 5-0-0. NO1270 -0634: Sturges Park — Pine Ridge Road, Map 4, Lot 88, Town of Reading, Engineering Dept./DPW Mr. Zambouras discussed the two part project located at Sturges Park. One part is the skating pond does not hold water. He would like permission to do exploratory now before they flood for seasonal skating. He stated the problem could be poor soils or a drainage pipe that is not active. If it is the pipe, they will try to figure out where it goes and put a plug at the end of the pipe. The other part would happen in the spring, it would consist of restoring the Over bank due to erosion and disturbance. The bank will be reshaped and put back into its natural condition. To do this, he would like to install riprap. All vegetation will be restored in the spring. The Commission discussed the first project. If after exploratory is done and the problem is other than what was discussed, Engineering would need to come back to the Commission for approval. The Commission discussed the 2^ project. There was concern about the riprap Mr. Tirone suggested using coconut logs instead. Ms. Scanlon asked if the sediment could be cleaned up. Page 1 2 Town of Reading - Meeting Minutes After a discussion, the Commission agreed that an emergency permit would be issued for the exploratory part of the project. The N01 will be continued until Engineering can investigate the pros and cons of using the coconut fiber that was suggested. Ms. Sachetta asked if the Town will be fixing spots along the bank that has big cement blocks that are eroded. Mr. Zambouras stated that fix would be another project. Ms. Sachetta also asked if the stream would bet cleaned up. The water is stagnant and breeds mosquitos. Mr. Zambouras stated he will look into and file if needed. Motion made by Mr. Selle to continue the public hearing for the N0 /. Mr. Finch seconded. Vote was 5-0-0 Old /New Business Move site visits to Sunday — 6:30 a.m. —11:00 a.m. The Commission will change the time of site visits to Sunday at 9:00 a.m. starting 10 -19 -2014. Rebeca Longley Ms. Scanlon let the Commission know Ms. Longley will be joining the Commission. She has been on the Commission before. She will not be able to do Sunday site visits due to a commitment. Hopefully the Commission will hear something for next meeting. Administrators Hours Ms. Scanlon let the Commission know she has talked to Ms. Delos about increasing Mr. Tirone's hours. There is an additional 6 hours available from Reading Recreation. These hours are for the management of Matters Cabin. This is still being worked out. The Commission may have to vote on the additional hours. Administrators Report: Town DPW Dept, Town wide permit update Mr. Tirone stated Mr. Zambouras has 4 Town wide permits to do before year end. Mr. Zambouras would like more freedom to do projects. Mr. Tirone would like emails informing the Commission of Engineering projects rather than no notifications as suggested by Mr. Zambouras. Mr. Tirone suggested making the process easier, the Town not having to record at the Registry of Deeds. 34 Oak Street update Mr. Tirone let the Commission know about a meeting he had with Mr. LeLacheur, Ms. Delios and Ms. Wilson regarding the cut through to Joshua Eaton. At the meeting, they discussed making a real trail or boardwalk rather than shutting down the cut through. There is a "Complete Street Fund' that the Town can use to make easements. Another area discussed for a trail was behind REI. The Commission discussed and commented how this would encourage the area for more use. Mr. Finch talked about the Trails Committee repair of 10 boards on the trail in the Birch Meadow Drive area. Mr. Tirone let the Commission know there will be a project at the next meeting presented by a Boy Soout. The project is in the back of Madera Cabin. Mr. Finch talked about the Pinevale Trail boardwalk project. Mr. Gardner was out there and it looks good. Bills approved: Water and Sewer bill - $16.51, Pearl Street Ms. Scanlon said she spoke the Town billing department to see if this fee could be waived. The Town is going to look into and get back to Mr. Tirone. After a discussion, the Commission agreed to pay this bill. Motion made by Mr. Sullivan to pay the water and sewer bill for $16.51. Mr. Finch seconded. Vote was S-N. Minutes for approval: September 10, 2014 Motion made by Mr. Sullivan to accept the minutes of September 10, 2014 as amended. Mr. Selle seconded. Vote was 5.0-0. Conservation elections - Chair and Vice Chair This was not discussed — not a full quorum. Page 1 3 Town of Reading - Meetlng Minutes Ms. Scanlon let the Commission know both her and Mr. Tirone will be doing a PowerPoint presentation down the DPW garage. They hope to inform the employees the warning signs to look for and when to call Conservation for approval. Mr. lager has been talked with and agreed to the presentation. Ms. Scanlon let the Commission know this is the last night for Kim Saunders as Recording Secretary. Mr. Finch stated this is his last night on the Commission. Ms. Scanlon thanked him for his service. Ms. Stager let the Commission know about her new job. Mr. Selle stated he is giving a 6 month notice. He is moving out of Town. He will let the Commission know exactly when. Mr. Selle said he went to the Tennessee pipeline meeting. The Town will need to identify Vernal Pools; once there is a plan you will not be able to change it. The Commission discussed further. Motion made by Mr. Sullivan to adjourn at 9:15 p.m. Ms. Stager seconded. Vote was 5.9-0. Page 14
