For the past few months the Town of Reading has been trying to resolve a conflict that arose some time
ago regarding train whistles. One resident came to me early on and expressed concern that when some
train engineers saw him sitting on a nearby porch, they blew their whistle because they knew it annoyed
him. We often manage such complaints, and sometimes all parties have a good laugh when we learn all
the real facts.
I respect your time and quite realize the complexity of high -level issues that you deal with. My request,
in contrast, is quite basic. How do we get train certain whistles to stop blowing in Reading?
For a while as we repaved a crossing road, we well understood federal regulations that until we restored
certain roadway safety measures the train whistles would sound as a precaution. After some time of
maneuvering between your organization and the Federal Railroad Administration, we had the "do not
sound horn" order issued to train employees — I believe that happened about a month ago. We had a
welcome few weeks of peace and quiet.
In recent days, however, the train whistles are back — but only some of the time. In particular we note
the 12:30- 1:30pm train coming from Wilmington, and a freight train at 3:30am.
In the past we have been told to contact Justin Manachek, Safety Manager for the MBTA. We have tried
that in recent days to no avail. I am hoping you can point me to a better and more lasting solution, or at
least an explanation, of the current situation. I do appreciate any time you have spent on this issue, on
behalf of the residents of Reading.

On behalf of the Woburn Fire Dcparhncnt I would like to thank you and your department for
your assistance during a second alarm fire that occunTcd on Oetobcr 31, 2014 on Union Street in
Woburn. I would like to recognize your crew, Lt. Mark Dwyer, FF Scott Myette, & FF John
Keough.
Woburn Incident Commander, Captain Michael Koster struck a second alarm for a one story
commercial building in the congested downtown area with heavy fire engulfing the attic and roof
area. Your engine crew, initially sent to cover, was redirected to the fire where they quickly
placed a portable "Blitz" monitor into action helping knock down the lire on the Campbell Street
side of the building.
I also appreciate your personal presence offering another level of safety and expertise to the
operation.
Once again. I thank you for Your departments' response and it is r n reassuring that we ca always
count on your assistance when the need arises.

As you know, the regulations of the Department of Public Utilities ("Department ")
prohibit electric and gas companies from shutting off service from November 15 through March
15 (`Moratorium ") under certain circumstances. 220 C.M.R. § 25.03(1). On October 2, 2014,
representatives of the Commonwealth's investor -owned utilities, the low - income fuel assistance
network, and the National Consumer Law Center jointly requested that the Department extend
the Moratorium in advance this year, to April 1, 2015. In a subsequent conversation with the
Office of the Attorney General they too are in agreement extending the date to April 1, 2015. .
These parties reason that extending the Moratorium in advance assists the coordination of
benefits to those in need. The parties also request that the extension to April 1 be made every
year hereafter. The parties state that this will create certainty for all parties and allow
companies and fuel assistance agencies to engage in better messaging to customers.
I agree that extending the termination date of the Moratorium at this time will enable a
consistent message among utilities and ratepayer advocates, which will assist ratepayers to meet
their financial obligations while protecting them from shut -offs in still cold weather. That
message includes the importance of making payments during the winter months and avoiding
the accumulation of large arrearages. Further, with advance notice of the Moratorium
extension, local fuel assistance agencies will be better able to anticipate the additional intakes
that occur when the Moratorium ends. Therefore, I request that your company refrain from
initiating the termination process until April 1, 2014. More specifically, I request that second
requests for payment pursuant to 220 C.M.R. § 25.02(3)(b) not issue until April 1, 2014.

I find there were no issues with any of the licensees, other than the violations that have already

Summary
The Administrative Services Director serves as the Department Head for Administrative Services, which includes the following
Divisions: Town Manager's Office; Human Resources; Technology; Operations; and Town Clerk /Elections. This position also fills the
role of Ombudsman as defined by the Reading Home Rule Charter.
Essential Functions
Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
1. To act as an Ombudsman to all citizens in their day -to -day contacts and dealings with the Town, its officials, and boards:
a. to direct the citizens to the proper Town Officer, Board or Committee to deal with the issue or concern of the
citizen;
b. to set up appointments for citizens to meet with directors, department heads and Boards as appropriate;
c. to provide citizens with access to public information within the Town and;
d. to otherwise serve the public in connection with their dealings with the Town.
2. Facilitates communication between the citizenry and staff; interfaces with appropriate departments and community
leaders to foster relationships with the public and Town government.
3. Acts as liaison for public information requests, general inquiries, appointment requests and other requests from
residential, commercial and media constituents on behalf of the Town Manager; prepares necessary written or verbal
responses.
4. Communicates official plans, policies and procedures to staff and members of the general public on behalf of the Town
Manager. Provides outreach to community organizations, residents and business owners in a pro- active manner.
5. Conducts strategic evaluation of the use of technology with a focus on Town government's internal Operations and external
Communications.
6. Attends meetings and conferences representing the Town Manager to provide and obtain information; may address public
agency and community groups as the representative for the Town Manager upon request.
7. Develops and maintains professional relationships with local, state, county, state and federal officials.
8. Conducts research and analysis on issues of importance to the Town Manager.
9. Provides advice, input and recommendations on issues affecting the Town Manager, Town departments and constituents.
Peripheral Duties
1. Serves on employee committees as required
2. Attends Board of Selectmen, School Committee, Library Trustee, FINCOM and other meetings as requested by the Town
Manager.
Supervisory Responsibility
1. This position serves as the Department Head for Administrative Services, as shown in the Table of Organization. The
department includes direct supervision of the division heads for Human Resources, Technology, Operations and the Town
Clerk's Office.

Work Environment
This position operates in a professional office environment. This position routinely uses standard office equipment such as
computers, phones, photocopiers, fax machines and utilizes the typical office storage equipment such as file cabinets, shelving,
desks, etc.
Physical Demands
This is largely a sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets and
bend or stand as necessary.
Work Hours
This is a full time position with typical 37.5 hours per week 7:30 AM to 5:30 PM Monday through Thursday (except 7pm on Tuesday)
plus night meetings as required.
Minimum Qualifications
1. Master's Degree in public administration, political science, human resources, business management or closely related field;
2. Five (5) years of related experience;
3. Any equivalent combination of education and progressively responsible experience, with additional work experience
substituting for the required education on a year for year basis.
Additional Knowledge, Skills and Abilities:
1. Working knowledge of the principle practices of public administration, communication, human resources;
2. Ability to establish and maintain professional working relationships with staff, supervisors and deliver a high level of
customer service to members of the general public;
