Board - Committee - Commission - Council: Zoning Board of Appeals Date: 2014 -09 -04 Building: Reading Town Hall Address: 16 Lowell Street Purpose: General Business Attendees: Members - Present: 1014 OCT 20 P 2. 59 Time: 7:00 PM Location: Selectmen Meeting Room Chairman Robert Redfern, David Traniello, John Jarema, Damase Caouette, Kathleen Hackett Members - Not Present: Erik Hagstrom, Glen Redmond Others Present: Minutes Respectfully Submitted By: Maureen Knight on behalf of Damase Caouette Topics of Discussion: ZBA Case # 14 -17 A Public Hearing in the Selectmen's Meeting Room on the petition of William Betcher who seeks a Special Permit under Section 6.3.6 of the zoning bylaws in order to add an addition 16' x 21' located 10.3' from the side yard setback rather than the required 15' on the property located at 15 Oak Street in Reading, Massachusetts. William Betcher presented his proposal to the Board. The house is presently a non - conforming dwelling and this addition will add more space to the kitchen, a mudroom, a laundry area, and there will also be a three- season porch. Mr. Betcher presented a letter from an abutter stating he was in favor of the proposal. The Chairman read the memo from the Building Inspector stating that he would support a Special Permit being granted by the Board. Mr. Jarema asked if the proposal was a one story addition and a full basement. Mr. Betcher said there are no plans to finish off the basement. Mr. Jarema asked about the three- season room and Mr. Betcher said it will not be insulated and is presently planned to be built on piers. Mr. Jarema asked about the 3 entryways and Mr. Betcher said there really were only two. The other doorway is an access from the basement and is not connected to the new area. Mr. Jarema also asked if there was going to be any additional plumbing along the wall and Mr. Betcher said just for the laundry area. He also asked if there were any plans to add an accessory Page 1 1 apartment and Mr. Betcher said no. Mr. Jarema thought the addition might be required to have a foundation. Mr. Bethcher's architect, his father -in -law, explained about the plans and the three doors on his drawings. Mr. Betcher said the entrance way near the driveway would be their primary entrance. Mr. Caouette said he was only concerned about the impact on the property regarding the side setbacks. The Chairman said there was no new non - conformity and he did not think it was more detrimental to the neighborhood. Mr..Traniello discussed the location of the egress and asked some questions about the elevations and the entrances. The Chairman opened the public comment part of the meeting by reading a letter submitted from an abutter who was in favor of the proposal. Sean Burke of 12 Ellis Avenue, who sees the dwelling from the back, had a few questions about the plans and stated he was in favor of the proposal. On a motion by Kathleen Hackett, seconded by David Traniello, the Zoning Board of Appeals moved to grant the applicant a Special Permit under Section 6.3.6 of the zoning bylaws in order to add a 16' x 21' addition to the existing non - conforming structure on the property as shown on the referenced Plot Plan of Land. The Special Permit is conditioned upon the following: 1. The Petitioner shall submit to the Building Inspector a Certified Plot Plan of the proposed construction and proposed foundation plans, prior to the issuance of a foundation permit for the work. 2. The Petitioner's final construction plans for the new structure shall be submitted to the Building Inspector, along with the as -built foundation plan(s), prior to the issuance of a Building Permit. 3. As -built plans showing the completed construction shall be submitted to the Building Inspector immediately after the work is completed and prior to the issuance of an Occupancy Permit. The vote was 5 -0 -0 (Hackett, Traniello, Jarema, Redfern, Caouette). Other Business: ZAC Report David Traniello gave the Board an update on the Zoning Advisory Committee. The meeting last night was centered on sign reform and Town Counsel, some members of the EDC, and some members of the public. They are submitting some parts of the bylaw changes at the Special Town Meeting on September 29, 2014. The committee still has a lot of work left, they are getting to the final format, and they have scheduled many more meetings.
