West Street Historic District Date: 2014 -10 -06 Building: Reading Town Hall Address: 16 Lowell Street Purpose: Public Hearing Attendees: Members - Present: i014 OCT 21 A 8* 19 Time: 07:00 PM Location: Berger Room Everett Blodgett, Chairman; Priscilla Poehler, Virginia Adams, Ilene Bornstein, Alyssa Scaparotti Members - Not Present: Others Present: Virginia Blodgett Michael & Virginia Cyr, 93 West Street Minutes Respectfully Submitted By: Kim Saunders Topics of Discussion: Mr. Blodgett opened the meeting at 7:00 p.m. 93 West Street The applicant discussed he would like to replace his roof. The current roof was replaced 27 years ago; and has wind damage and minor leaks. He explained the material of the new roof is recycled rubber and plastic, and stated it is energy efficient. The roof will visually look like slate. The Commission discussed the house being less than 70 years old and the facade is less than 25 %. They had concerns about introducing a new material to the district. After a discussion, the Commission agreed a Certificate of Non Applicability can be issued, but it will not be implied as an endorsement or a precedent in the District. Motion made by Ms. Bornstein to grant a Certificate of Non Applicability based on the year of the home. Ms. Scaparotti seconded. Vote was 4 -1 -0. (Ms. Adams stated she is opposed to introducing the material into the district) The Commission questioned if a notice should be sent out to the abutters. After reviewing other Certificate's it was noted a notice will not be necessary. It was asked that the applicant come back to the Commission and let them know how the product holds out. Mr. Blodgett discussed the intent of creating the Summer Avenue Local Historic District. He let the applicant know alternate members are needed. Procedures of WSHDC Mr. Blodgett asked the Commission to look at the 7.3.9 Exclusions under the Town Bylaw. He questioned if the Commission would delegate an individual or a member to review the Page 1 1 applications and make a decision if a Certificate could be issued without having a meeting. This would get the applicant through the process quicker. He asked the Commission to make a list of "exclusions" and will discuss at the next meeting. Minutes Motion made by Ms. Bornstein to approve the September 17, 2014 minutes as amended. Ms. Scaparotti seconded. The vote was 5 -0 -0. Motion made by Ms. Bornstein to approve the September 16, 2014 minutes as amended. Ms. Poehler seconded. Vote was 5 -0 -0. Planning for Public Hearing of proposed Summer Avenue Local Historic District The Commission prepared for the Public Hearing. Ms. Bornstein made a motion to send the Public Hearing Notice to all Town Meeting members either electronically or by mail as needed, with added note that there will be discussion of Article 9 and an opportunity to have questions answered. Ms. Adams seconded. Vote 5 -0 -0. Ms. Bornstein left the meeting at 9:30. Ms. Adams made a motion to adopt the letter dated 101612014 for inclusion in Town Meeting members' packets that will be sent from Town Hall. Ms. Poehler seconded. Vote 3 -1 -0. Ms. Poehler made a motion to adjourn at 10:25. Mr. Blodgett seconded. Voted 4 -0 -0. Page 12
