Mr. Blodgett opened the meeting at 7:00 p.m.
93 West Street
The applicant discussed he would like to replace his roof. The current roof was replaced 27
years ago; and has wind damage and minor leaks. He explained the material of the new roof is
recycled rubber and plastic, and stated it is energy efficient. The roof will visually look like
slate. The Commission discussed the house being less than 70 years old and the facade is less
than 25 %. They had concerns about introducing a new material to the district.
After a discussion, the Commission agreed a Certificate of Non Applicability can be issued, but it
will not be implied as an endorsement or a precedent in the District.
Motion made by Ms. Bornstein to grant a Certificate of Non Applicability based on the year of
the home. Ms. Scaparotti seconded. Vote was 4 -1 -0. (Ms. Adams stated she is opposed to
introducing the material into the district)
The Commission questioned if a notice should be sent out to the abutters. After reviewing
other Certificate's it was noted a notice will not be necessary. It was asked that the applicant
come back to the Commission and let them know how the product holds out.
Mr. Blodgett discussed the intent of creating the Summer Avenue Local Historic District. He let
the applicant know alternate members are needed.
Procedures of WSHDC
Mr. Blodgett asked the Commission to look at the 7.3.9 Exclusions under the Town Bylaw. He
questioned if the Commission would delegate an individual or a member to review the
Page 1 1
applications and make a decision if a Certificate could be issued without having a meeting. This
would get the applicant through the process quicker. He asked the Commission to make a list
of "exclusions" and will discuss at the next meeting.
