Committee members present: David Hutchinson, Chair; Rachel Baumgartner, Vice Chan; Cherrie
Dubois, Secretary; Karen Herrick, Robert Newton, Gregory Stepler, Nancy Twomey. Ruth Urell.
Alan Hume, Joe Huggins, Bob LeLacheur, Kathryn Melesciuc and local resident Francis Burke also
present.
Meeting called to order: 6:30 p.m.
Approval of Minutes: May 7, 2013 (C. Dubois/G. Stepler)
R. Urell asked if all committee members had been sworn in and received the Open Meeting Law Guide.
Three members stated yes they were sworn in but did not receive the Open Meeting Law Guide. B.
LeLacheur will check with the Town Clerk to make sure the committee members receive this important
information.
R. Urell thanked Alan Home, retired OPM for the Cambridge Public Library, for all his expertise as
volunteer for the Working Group in the Owner's Project Manager search. The committee expressed their
appreciation.
Building Project Update - Owner's Project Manager Search:
Gienapp Associates received 13 valid applications for OPM and six proposals were brought to the
Working Group who narrowed down the six to four utilizing a matrix provided by Gienapp awarding
points on 15 — 18 values. The four bidders were interviewed by the Group. Some members of the
Building Committee sat in during the interviews. The firms were asked to present for five minutes and
then a Q & A session was held. Individually and as a group, the members of the Working Croup were
unanimous in selecting the top 1, 2 and 3 companies. All three were competent but the number one choice
was clear to each of the interviewers.
J. Huggins named STV Construction, Inc. as the finalist for the OPM Services. He felt they were right on
the mark, had solid specifications, spent time analyzing the project which is key to cost control, excellent
communication and a good understanding of the conceptual design. R. Urell agreed that STV was the
strong candidate and that their individual strengths and team approach were outstanding. As OPM for the
Lincoln Town Hall, a three year project, STV has proven experience working with community groups and
are currently working on the Foxboro library renovations with sensitivity to the neighbors. The OPM is
LEED and MCPPO certified and will be available through the entirety of the project. The company has
70 employees with 10 OPMs.
D. Hutchinson asked for the reasons used in narrowing down the field of candidates. J. Huggins
responded some of the firms did not meet the criteria set in the RFQ, such as not having certain library
and M.G.L. c. 149 experience and not being located in Massachusetts,. G. Stepler asked if references
were consulted. R. Urell stated she is checking and will continue to check references.
A motion was made by D. Hutchinson to endorse STV Construction, Inc. as Owner's Project Manager
(C. Dubois/N. Twomey) unanimous 8 — 0.
Next Steps:
Town Manager will be asked to pursue contract negotiations. Once a contract is signed the OPM will be
responsible for the RFQ for Design Services and immediately pick up the process of work on the
relocation and move.
