Board - committee - commission - council: 1014 SEP I l A b 31 West Street Historic District Date: 2014 -09 -04 Time: 07:00 PM Building: Reading Town Hall Location: Town Hall Conference Room Address: 16 Lowell Street Purpose: Meeting Attendees: Members - Present: Everett Blodgett, Chairman; Priscilla Poehler, Virginia Adams, Ilene Bornstein Members - Not Present: Alyssa Srarparotti Others Present: Minutes Respectfully Submitted By: Kim Saunders Topics of Discussion: Meeting called to order at 7:02PM Topics of Discussion: Mr. Blodgett talked about the packets that were received from the Town Clerk. They contained the Open Meeting Law Guide and Conflict of Interest. He stated the course can be done on -line or there are classes being offered at the Town Hall. The Commission discussed the email from the Town Manager regarding 01867 Preservation Group disclosure. Mr. Blodgett stated if any one has any questions they should speak directly to Mr. LeLacheur. Mr. Blodgett stated there is an amendment place for an article on the Warrant for Town Meeting in November. The Town will be writing the article for the Commission. Motion made by Ms. Adams to move the WSHDC to submit an article subsequent to Town Meeting held in November to establish a local historic district on part of Summer Avenue. Ms. Poehler seconded. The Commission discussed what night the article might be discussed at Subsequent Town Meeting. Ms. Adams stated the Town needs to be educated further regarding this subject. Vote was 4.0-0 The upcoming meetings and deadlines to establish a local historic district on Summer Avenue was noted. Mr. Blodgett will find out who needs to receive the legal notice. The Commission reviewed and edited the Question and Answer flyer they would like to mail to the neighbors on Summer Avenue. Mr. Blodgett talked about his concern regarding the meaning of 'exemptions' and "exclusions' in the bylaw. He wanted to clarify this with the Commission. He had a resident question him if the WSHDC needs to approve mailboxes. Motion made by Ms. Adams to grant the Chairman the authority to issue a Certificate of Non Applicability for 240 West Street. Ms. Poehler seconded. Vote was 4-0.0. Page 1 1 Motion made by Ms. Adams to approve the minutes of August 27, 2014. Ms. Poehlerseconded. Vote was 4-0-0. Ths.Commission worked on the PowerPoint presentation for the September 17'"Question and Answer Session A motion was made by Ms. Adams to adjourn at 9:25PM. Ms. Poehler seconded. Vote was 4 -0-0.
