The Reading Public Schools Distinguished Service Award Making a Positive Impact on our Students Over the last several years the Reading Public Schools has built a well-earned reputation as one of the strongest systems in the region. Many factors have contributed to this excellence, including a stable and supportive community, positive family values, strong teacher and administrator leadership, financial support from state and local government, and students who take their education seriously. However, most will agree that the single most important factor in the formula for success has been the quality of our classroom teachers, building administrators, and support staff. To that end, the Reading Public Schools has developed the Distinguished Service Award to honor and recognize truly extraordinary, one-of-a-kind Reading educators, administrators, and staff. The criteria for evaluating the award include both exemplary personal and professional qualities, together with demonstrated exceptional student or administrative results above and beyond the norm. A. Nominee prerequisites for consideration The nominee shall: • Be separated from the Reading Public Schools (full or part time employment) for a minimum of 5 years • May be living or deceased. • The employee should have devoted the majority of his/her career (minimum of 15 years) as a staff member (i.e. teacher, building level administrator, support staff, or central office administrator) in the Reading Public Schools B. Application prerequisites for consideration: The application shall: • Be complete and sufficient to evaluate all required aspects without additional inputs of any type • Meet the construction, length and content requirements below If the application or nominee prerequisites for consideration are not met, the application will be returned to the submitter(s). The submitters may elect to revise the application and resubmit at a later date. C. Nomination Packet The person making the nomination and/or the nominee should complete a nomination packet with the following information/evidence as outlined on the nomination form. Nomination Form o Person making nomination and contact information o Name of nominee o Reason for nomination (50 words or less) Nominee Information Sheet o Name, address, phone, email, other social media (if applicable) o Date of Birth o Total Number of Years spent as an educator in the Reading Public Schools (minimum of 15 years required) o Date of Retirement (minimum of five years) o Education (college degrees, certificates, etc.) o Professional experience o Nominations, awards, fellowships, or other distinctions attained o Publications, field research completed o Presentations made at local, regional, state, or national conferences o Professional leadership positions held, both in the school district and outside the school district o Community leadership positions held o Impact on the local, state, national educational community o Innovative educational programs developed o Extracurricular and community involvement o Proof of being a quality educator and a continuous learner during their career as an educator o Significant contributions to student success, both in the classroom and outside the classroom o Involvement outside of the classroom, such as a sponsor of extracurricular activities o Must have distinguished themselves by demonstrating exceptional leadership, character, and achievement during his/her tenure in the Reading Public Schools o Evidence of student achievement (if applicable) Nominee's Personal, Professional Statements (if applicable) • Professional Profile (2 Pages-500 Words) o Present your belief statement on the art of teaching. Describe what led you to the teaching profession. You may include comments on your philosophy of teaching and learning, who you are to your students, or the role that professional development has played in your growth as an educator. • In the Classroom (3 pages-750 Words) o Describe your approach to teaching. Describe your classroom environment, both physically and intellectually. What are your instructional goals'? What innovative, creative strategies have you incorporated into your teaching? Do you involve others in your teaching? What do you try to avoid as you teach? How do you define the most productive relationship between teachers and students? • Outside the Classroom (1 page-250 Words) o Describe any programs that demonstrate you and your students' community involvement. Describe programs in which you have taken a leadership role. Have you contributed to the professional development of other educators? If so in what ways? • Accountability (2 pages-500 Words) o How do you use assessment data to ensure learning for/by all students? How does the success of your students validate what you do in the classroom? • Educational Issues (2 pages-500 Words) o Identify two major issues or problems facing education today. What actions are you taking to solve them? Letters of Support/Recommendation Submit letters of support or recommendations from individuals in three different categories from those listed below. In addition, submit two letters of support or recommendation from any of the categories listed below. The total number of letters shall not exceed five. Each person must be in a position to comment on the nominee's effectiveness as a staff member, both in the role and outside of the role. All letters must be dated, personally signed, addressed to the Screening Committee and included with the nomination packet. • Former supervisor • Superintendent of Schools, District Administrator, or School Board Member • Former Colleague • Former student or the parent of a former student • Community Member (not a parent or student) or Town Official D. Criteria Used by Selection Committee to Determine Award Personal Characteristics: • Application shall contain sufficient detail and summary evidence to demonstrate the nominee's exemplary personal life and personal achievements. • The application must cite multiple examples, achievements, goals and objectives met within the nominee's personal life. These can be taken from Church, personal education, business, Town Government,Recreation, Social Clubs or Committee environment. • The standard to be considered for this section is exceptionalism in personal life; the nominee shall have led an exceptional personal life. The application must provide clarity to the circumstances, facts and details of nominee achievement and growth external to employment within the Reading Public Schools to be considered. II. Professional: • Application must demonstrate the nominee's exemplary professional life and performance within the Reading Public Schools. • Applications must cite multiple examples from a range of alternative sources. Examples can include staff assisted or managed, department awards achieved, improvement progress awards granted, positions or promotions awarded and other notable work- centered achievements, nominations and objectives that distinguish this nominee head and shoulders above the already high level of performance that Reading Schools operate at. III. Civic • There shall be no disqualifying incidents of criminal or civil disobedience • There shall be no incidents of a felony conviction. IV. Educational • Evidence of being a continuous learner. This could include, but is not limited to advanced degrees (i.e. MEd., EdD, PhD), certificates of learning, workshops, published articles) V. Impact on Students • There should be sufficient quantitative and qualitative data to demonstrate the positive impact that the nominee had on students based on the position(s) that he or she held. E. Application Review • In most cases, the Selection Committee may generally have no knowledge of or work experience with the nominee, so that the application must be sufficiently full and complete in all aspects to allow reviewers to render a decision. • The Selection Committee may only consider data, facts and circumstances contained within the application. No external or personal details from a reviewer shall be considered • A Selection Committee may have known the nominee and may participate in the review of the application (no need to recuse) • An application may be reiected after review without detailed comment or explanation. This will generally mean the nominee did not meet minimum standards. The application may be revised and resubmitted at a later date. • An application may returned to the submitter without a decision, such as where the application package is deficient or incomplete. The application may be revised and resubmitted at a later date. • To be compliant, the application shall be made in 3 identical copies and must be bound in 81/2 x 11 binder or similar type folder. • The application binders may not be returned; all materials submitted should be duplicates or have backups. The application shall include as a minimum: • One black &white, or color photograph of 4x6 inches of the nominee ( for publicity; will not be returned) • A completed application data cover page • A completed Nomination Packet (see criteria above) • A complete and comprehensive narrative of supporting text and material which may include: Testimonials Essays Educational achievements Military or Defense Department achievements Professional resume Honors and awards Civic activities Professional achievements Newspaper or professional articles Photographs • All original text shall be double spaced, 12 point Times New Roman font, Microsoft Word format), with minimum half-inch margins. • 3 or more letters of recommendation, which shall be dated and personally signed. These may be from students, parents, fellow educators or administrators who are unrelated from each other and from the nominee, and which support the key elements of the nominee's qualifications wherever possible • An length of 10 pages minimum, and 30 pages maximum F. Selection Committee Representatives • The Selection Committee will consist of no less than 7 and no more than 9 members. The membership will include one School Committee member, one member of the Board of Selectmen, one High School student, one Community Member, one current Reading Public School educator, one current Reading Public School Administrator, and one current Central Office Administrator. The respective Boards will choose their representative members, the School Committee will choose the community members, the High School Principal will select the students, and the Superintendent will select the educators and the Reading Public School Administrators. • The Superintendent of Schools will be the facilitator for the Selection Committee but will not have a vote in the selection process. G. Selection Process • Nomination packages will be reviewed by the Superintendent of Schools and the selected School Committee member before being brought to the full Selection Committee for election • Nomination packages will be marked "Confidential" and sent to: Reading Public Schools Distinguished Educator Hall of Fame Nomination 82 Oakland Road Reading, MA 01867 • The Nomination period will be from November 1st to December 1St. Selections to occur at a meeting no sooner than April 1st each year. • The selection committee will have a ballot period of one week to cast their votes. • A person will be selected by majority vote of the full committee. H. Doherty, Ed.D, Superintendent of Schools Date: 9/5/2014 Re: Technology Infrastructure Capital Request for FY15 The purpose of this memo is to outline the request for$75,000 out of the FY15 Capital Plan budget to fund technology infrastructure needs throughout the district. This is funding that would have been part of the FY16 Capital Plan budget, however, I have requested that the Town Manager move the funding to FY15. The request is due to the results an IT audit that the Reading Public Schools conducted recently on technology infrastructure, staffing, and processes through an outside consultant, Custom Computer Specialists, Inc. This audit was conducted because we were in transition with network managers. The audit showed that due to the increase use of mobile devices in our district and the age of some of our equipment, we need to upgrade and improve our infrastructure. The audit indicated that the following should be replaced to improve efficiency and effectiveness of our network: • Replacing cabling with CAT 6 cable • Improve or add Uniterruptable Power Supplies(UPS) in each server room • Upgrade switches and routers • Replace Sonicwalls and Firewalls • Upgrade and/or replace some servers The majority of the equipment that is being replaced is at the end of its shelf life and vendor support is no longer being offered on those items. No student shall be subjected to harassment, intimidation, bullying,or cyberbullying. POLICIES AND PROCEDURES FOR REPORTING AND RESPONDING TO BULLYING AND RETALIATION The Reading Public Schools has implemented the following procedures to receive and respond to reports of bullying or retaliation.This policy and procedures will ensure that members of the school community—students,parents,and staff—know what will happen when incidents of bullying occur. All reporting forms and procedures will be shared with all school staff members and parents and guardians at the beginning of school each year, included in new student packets throughout the year,and posted on each school's and the district websites.An anonymous reporting procedure will also be available to families.Anyone who files a report will be informed of the next steps in the investigatory process. A. Definition-Bullvinq Prohibited Bullying may take a variety of forms. It is unacceptable in a school or work environment. As a result, no student or employee shall be subjected to harassment, intimidation, bullying,or cyber-bullying in a public educational institute: 1. "Bullying"means the repeated use by one or more students or by a member of school staff including, but not limited to, an educator, administrator,school nurse, cafeteria worker,custodian, bus driver,athletic coach, advisor to an extracurricular activity or paraprofessional of an unwelcome written,verbal or electronic expression or a physical act or gesture or any combination thereof, directed at a target that: (i)causes physical or emotional harm to the target or damage the target's property;student or employee, (ii)places the target in reasonable fear of harm to himself or of damage to his property; (iii)creates a hostile environment at school for the target;(iv)infringes on the rights of the target at school;or(v)materially and substantially disrupts the education process or the orderly operation of a school. For the purposes of this section,bullying shall include cyber-bullying. The behavior must interfere with a student's academic performance or ability to leam, or interfere with a student's ability to participate in or benefit from services, activities,or privileges: a. that are being offered through the school district;or b. During any education program or activity;or c. While in school,on school equipment or property, in school vehicles,on school buses,at designated school bus stops,at school-sponsored activities,at school-sanctioned events;or 2. "Cyber-bullying"means, bullying through the use of technology or any electronic communication,which shall include, but shall not be limited to,any transfer of signs,signals,writing, images,sounds,data or intelligence of any nature transmitted in whole or in part by a wire, radio,electromagnetic, photoelectronic or photo optical system, including but not limited to,electronic mail, internet communications, instant messages or facsimile communication. Cyber-bullying shall also include(i)knowing impersonation of another person as the author of posted content or messages, if the creator or impersonation creates any of the conditions enumerated in clauses(i)to(v), inclusive,of the definition of bullying. Cyber-bullying shall also include the distribution by electronic means of a communication to more than one person or the posting of material on an electronic medium that may be accessed by one or persons. a. Cyber-bullying may occur through the use of data,telephone or computer software that is accessed through a computer,computer system, or computer network or any public education institute. b. As used in this Section, "electronic communication"also means any communication through an electronic device including, but not limited to a telephone,cellular phone,computer or pager. 3. "Aggressor"is a student or member of a school staff including,but not limited to, an educator,administrator,school nurse,cafeteria worker,custodian, bus driver, athletic coach, advisor to an extracurricular activity or paraprofessional who engages in bullying,cyber-bullying, or retaliation. 4. "Target"is a student against whom bullying, cyber-bullying,or retaliation has been perpetrated. Bullying is prohibited: • On school grounds; • On property immediately adjacent to school grounds; • At school-sponsored or school-related activities; • At functions or programs whether on or off school grounds; • At school bus stops; • On school buses or other vehicles owned, leased or used by the school district;or, • Through the use of technology or an electronic device owned, leased or used by the Reading Public Schools. Bullying and cyber-bullying are prohibited at a location,activity,function or program that is not school-related or through the use of technology or an electronic device that is not owned, leased or used by the Reading school district if the act or acts in question: • create a hostile environment at school for the target; • infringe on the rights of the target at school;and/or • materially and substantially disrupts the education process or the orderly operation of a school. The following procedures are based on the requirements of M.G.L. c.71,§370. In addition to the requirements of M.G.L. c. 71, §370,where the alleged conduct is on the basis of race, color, national origin,age,gender,gender identity or expression, sexual orientation,disability or religion,the district should also consider whether the conduct constitutes a hostile environment based on those protected classes,consistent with its Discrimination and Harassment Grievance Procedures. A. Reporting bullying or retaliation. Reports of bullying or retaliation may be made by staff, students, parents or guardians,or others, and may be oral or written. Oral reports made by or to a staff member will be recorded in writing. A school or district staff member is required to report immediately to the principal or designee any instance of bullying or retaliation the staff member becomes aware of or witnesses. Reports made by students, parents or guardians, or other individuals who are not school or district staff members, may be made anonymously. The school or district will make a variety of reporting resources available to the school community including,but not limited to,an Incident Reporting Form,' a dedicated mailing address,and an email address. Use of an Incident Reporting Form is not required as a condition of making a report. The school or district will: 1)include a copy of the Incident Reporting Form in the beginning of the year packets for students and parents or guardians;2)make it available in the school's main office,the counseling office,the school nurse's office,and other locations determined by the principal or designee; and 3)post it on the school's website. The Incident Reporting Form will be made available in the most prevalent language(s)of origin of students and parents or guardians. At the beginning of each school year,the school or district will provide the school community, including administrators,staff,students,and parents or guardians,with written notice of its policies for reporting acts of bullying and retaliation. A description of the reporting procedures and resources, including the name and contact information of the principal or designee,will be incorporated in student and staff handbooks,on the school or district website,and in information about the Plan that is made available to parents or guardians. 1. Reporting by Staff A staff member will report immediately to the principal or designee when he/she witnesses or becomes aware of conduct that may be bullying or retaliation. The requirement to report to the principal or designee does not limit the authority of the staff member to respond to behavioral or disciplinary incidents consistent with school or district policies and procedures for behavior management and discipline. 2. Reporting by Students, Parents or Guardians, and Others The school or district expects students, parents or guardians, and others who witness or become aware of an instance of bullying or retaliation involving a student to report it to the principal or designee. Reports may be made anonymously, but no disciplinary action will be taken against an alleged aggressor solely on the basis of an anonymous report. Students, parents or guardians, and others may request assistance from a staff member to complete a written report. Students will be provided practical, safe, private and age-appropriate ways to report and discuss an incident of bullying with a staff member, or with the principal or designee. See Appendix for Reporting Form. B. Responding to a report of bullying or retaliation. 1. Safety Before fully investigating the allegations of bullying or retaliation,the principal or designee will take steps to assess the need to restore a sense of safety to the alleged target and/or to protect the alleged target from possible further incidents. Responses to promote safety may include,but not be limited to, creating a personal safety plan;pre-determining seating arrangements for the target and/or the aggressor in the classroom,at lunch, or on the bus; identifying a staff member who will act as a"safe person"for the target;and altering the aggressor's schedule and access to the target. The principal or designee will take additional steps to promote safety during the course of and after the investigation, as necessary. In determining the steps necessary to restore a sense of safety to the alleged target and/or to protect the alleged target from possible further incidents,the principal or designee shall consider that certain students may be more vulnerable to becoming a target of bullying or harassment based on actual or perceived differentiating characteristics, including race. color, religion,ancestry, national origin,sex,socioeconomic status, homelessness, academic status,gender identity or expression, physical appearance, pregnant or parenting status,sexual orientation, mental,physical, developmental or sensory disability or by association with a person who has or is perceived to have one or more of these characteristics. The principal or designee will implement appropriate strategies for protecting from bullying or retaliation a student who has reported bullying or retaliation,a student who has witnessed bullying or retaliation, a student who provides information during an investigation,or a student who has reliable information about a reported act of bullying or retaliation 2. Obligations to Notify Others a. Notice to parents or guardians. Upon determining that bullying or retaliation has occurred,the principal or designee will promptly notify the parents or guardians of the target and the aggressor of this,and of the procedures for responding to it. There may be circumstances in which the principal or designee contacts parents or guardians prior to any investigation. Notice will be consistent with state regulations at 603 CMR 49.00. b. Notice to Another School or District. If the reported incident involves students from more than one school district, charter school, non-public school, approved private special education day or residential school, or collaborative school,the principal or designee first informed of the incident will promptly notify by telephone the principal or designee of the other school(s)of the incident so that each school may take appropriate action. All communications will be in accordance with state and federal privacy laws and regulations, and 603 CMR 49.00. c. Notice to Law Enforcement. At any point after receiving a report of bullying or retaliation, including after an investigation, if the principal or designee has a reasonable basis to believe that criminal charges may be pursued against the aggressor,the principal will notify the Reading Police Department. Notice will be consistent with the requirements of 603 CMR 49.00 and locally established agreements with the local law enforcement agency. Also, if an incident occurs on school grounds and involves a former student who is no longer enrolled in school,the principal or designee shall contact the Reading Police Department if he or she has a reasonable basis to believe that criminal charges may be pursued against the aggressor. In making this determination,the principal will, consistent with the Plan and with applicable school or district policies and procedures,consult with the school resource officer, if any, and other individuals the principal or designee deems appropriate. C. Investigation. Upon receipt of a report or complaint that would, if true,constitute bullying, cyber bullying,or retaliation,the principal will promptly commence an investigation. In investigating any such complaint,the principal or designee will interview students, staff, and any witnesses to the alleged conduct.To the extent practicable and consistent with the principal's obligation to act promptly and to thoroughly investigate and address the matter, the principal or designee will maintain confidentiality during the investigative process and shall not disclose unnecessary or confidential information to interview subjects. During any such interviews,the principal will inform the target,aggressor,and all witnesses that retaliatory treatment of any individual for reporting or lack of cooperation with an investigation of bullying will result in disciplinary action may include suspension or expulsion from school. Interviews may be conducted by the principal or designee,other staff members as determined by the principal or designee, and in consultation with the school counselor,as appropriate. To the extent practicable,and given his/her obligation to investigate and address the matter,the principal or designee will maintain confidentiality during the investigative process. Procedures for investigating reports of bullying and retaliation will be consistent with school or district policies and procedures for bullying investigations. If necessary,the principal or designee will consult with legal counsel about the investigation. At any point after receipt of a report of bullying or retaliation, including after an investigation, the principal shall notify the Reading Police Department and School Resource Officer if the principal has a reasonable basis to believe that criminal charges may be pursued against the aggressor. Notice shall be consistent with the requirements of 603 CMR 49.00 and established agreements with the local law enforcement agency.The principal shall document the reasons for his or her decision to notify law enforcement. Nothing in this section shall be interpreted to require reporting to a law enforcement agency in situations in which bullying and retaliation can be handled appropriately within the school district or school. D. Determinations. Within fifteen(15)school days of the principal's receipt of the complaint of bullying, cyber bullying,or retaliation,the principal will make a determination based upon all the facts and circumstances. If, after the investigation,bullying or retaliation is substantiated, the principal will determine what remedial action may be required, if any,and determine what responsive actions and/or disciplinary action is necessary.The principal's findings and determinations shall be documented in writing on the Incident Reporting Form. If the principal or designee determines that a student knowingly made a false allegation of bullying or retaliation,that student may be subject to disciplinary action. Depending upon the circumstances,the principal or designee may choose to consult with the students'teacher(s)and/or school counselor,and the target's or aggressor's parents or guardians,to identify any underlying social or emotional issue(s)that may have contributed to the bullying behavior and to assess the level of need for additional social skills development. E. Notice of Investigative Findings Upon determining that bullying or retaliation has occurred,the principal or designee will promptly notify parents or guardians of the target and aggressor of this,and of the procedures for responding to it.While prior notice of an investigation shall not be required, the principal shall not be precluded from notifying the parents of a target or aggressor prior to completion of the principal's investigation.This communication will be done in the primary language of the home. In notifying the parents of a target or aggressor of an investigation or the principal's findings - Formatted:Left,Indent:Left: 0.25", thereon,the principal shall maintain the privacy and confidentiality of any individual or child widow/Orphan control,Don't adjust space who is not the child of the parents to whom the notice is provided.The principal shall ensure between Latin and Asian text,Don't adjust space between Asian text and numbers that any notice to the parents complies with applicable state regulations including, but not limited to,603 CMR 49.00,and shall not report specific information to the target's parent(s) about the disciplinary action taken against an aggressor unless it involves a"stay away" order or other directive that the target must be aware of in order to report violations. The notice to the parents or guardians of the victim shall include information about the Massachusetts Department of Elementary and Secondary Education's("DESE")problem resolution system and the process for seeking assistance or filing a claim through the problem resolution system.The parents of the victim should be provided the following contact information:Program Quality Assurance Services, Massachusetts Department of {Formatted:Font:(Default)Anal,11 pt Elementary and Secondary Education, 75 Pleasant Street, Malden, MA 02148-4906, Telephone:781-338-3700;TTY: N.E.T. Requests for Reconsideration If either the complaining party or the individual against whom the complaint was made is dissatisfied with the outcome of the investigation,that person may request, in writing,a reopening of the investigation or reconsideration of the investigative findings. The written request shall state the reasons for request and shall be delivered to the Superintendent of the Reading Public Schools within ten(10)school days or the parents'/guardians'receipt of notice of the investigative findings.Within five(5)school days of receipt of any such request, the superintendent shall decide whether or not to reopen the investigation and shall provide written notification of that determination to the appealing party and to the other party involved. The filing of a request for reconsideration or a reopening of the investigation shall not stay the imposition of disciplinary sanctions or the implementation of any safety interventions determined to be appropriate by the principal. G. Responses to Bullying 1. Teaching Appropriate Behavior Through Skills-building Upon the principal or designee determining that bullying,cyber-bullying,or retaliation has occurred,the law requires that the school or district use a range of responses that balance the need for accountability with the need to teach appropriate behavior. M.G.L. c.71,§ 370(d)(vi). Reading Public Schools administrators and staff may consider the following skill- building approaches: • offering individualized skill-building sessions based on the school's/district's anti- bullying curricula; • providing relevant educational activities for individual students or groups of students, in consultation with guidance counselors and other appropriate school personnel; • implementing a range of academic and nonacademic positive behavioral supports to help students understand pro-social ways to achieve their goals; • meeting with parents and guardians to engage parental support and to reinforce the anti-bullying curricula and social skills building activities at home; • adopting behavioral plans to include a focus on developing specific social skills and • including offerings, supports and,where appropriate, individual behavior plans addressing the recognition that.certain students may be more vulnerable to (Formatted:Font:(Default)Arial,11 Pt becoming a target of bullying or harassment based on actual or perceived differentiating characteristics, including race, color, religion,ancestry, national origin, sex,socioeconomic status, homelessness,academic status,gender identity or expression, physical appearance, pregnant or parenting status, sexual orientation, mental, physical,developmental or sensory disability or by association with a person who has or is perceived to have one or more of these characteristics. 2. Taking Disciplinary Action If the principal or designee decides that disciplinary action is appropriate,the disciplinary action will be determined on the basis of facts found by the principal or designee, including the nature of the conduct,the age of the student(s)involved,and the need to balance accountability with the teaching of appropriate behavior. Discipline will be consistent with the Plan and with the school's or district's code of conduct. Possible consequences to serious incidents of bullying include suspension and expulsion from school. Discipline procedures for students with disabilities are governed by the federal Individuals with Disabilities Education Improvement Act(IDEA),which should be read in cooperation with state laws regarding student discipline. If the principal or designee determines that a student knowingly made a false allegation of bullying or retaliation,that student may be subject to disciplinary action. 3. Promoting Safety for the Target and Others The principal or designee will consider what adjustments, if any, are needed in the school environment to enhance the target's sense of safety and that of others as well. One strategy that the principal or designee may use is to increase adult supervision at transition times and in locations where bullying is known to have occurred or is likely to occur. He/she may also implement a safety plan. In developing a safety plan,the principal or designee shall consider that certain students may be more vulnerable to becoming a target of bullying or harassment based on actual or perceived differentiating characteristics, including race, color. religion, ancestry, national origin, sex, socioeconomic status, homelessness, academic status, gender identity or expression, physical appearance, pregnant or parenting status, sexual orientation, mental, physical,developmental or sensory disability or by association with a person who has or is perceived to have one or more of these characteristics. Within a reasonable period of time following the determination and the ordering of remedial and/or disciplinary action,the principal or designee will contact the target to determine whether there has been a recurrence of the prohibited conduct and whether additional supportive measures are needed. If so,the principal or designee will work with appropriate school staff to implement them immediately. VI. COLLABORATION WITH FAMILIES Reading Public Schools is committed to promoting a strong home-school partnership regarding bullying prevention. Each school will provide information to families that will support common language across the district as well as sharing prevention and identification strategies. Communication between home and school will be via school notices,school and district web sites,and parent conferences/presentations on a regular basis. It will also focus on school and district-specific approaches to collaboration which will take into account age, climate,socio-economic factors, linguistic,and cultural make-up of students and the parents. A. Parent education and resources. The school or district will offer education programs for parents and guardians that are focused on the parental components of the anti-bullying curricula and any social competency curricula used by the district or school. The programs will be offered in collaboration with the PTO, School Councils, Special Education Parent Advisory Council, or similar organizations. A. Notification requirements. Each year the school will inform parents or guardians of enrolled students about the bullying prevention curricula that are being used. This notice will include information about how parents and guardians can reinforce the curriculum at home and support the school district or school plan,the dynamics of bullying, including cyber-bullying and online safety. The school or district will send parents written notice each year about the student-related sections of the Plan and the school's or district's Internet safety policy. All notices and information made available to parents or guardians will be in hard copy and electronic formats,and will be available in the language(s)most prevalent among parents or guardians. The school or district will post the Plan and the district Bullying Prevention and Harassment Policy and related information on its website. VII. PROHIBITION AGAINST BULLYING AND RETALIATION The following information will be included in the Bullying Prevention Plan, all student handbooks,staff handbooks, and in the student code of conduct in accordance with M.G.L. c. 71, §370(b). Acts of bullying,which include cyber-bullying,are prohibited: (1) Bullying shall be prohibited on school grounds, property immediately adjacent to school grounds,at a school-sponsored or school-related activity, function or program whether on or off school grounds,at a school bus stop, on a school bus or other vehicle owned, leased or used by a school district or school,or through the use of technology or an electronic device owned, leased or used by a school district or school. Bullying at a location,activity,function or program that is not school-related,or through the use of technology or an electronic device that is not owned,leased or used by a school district or school,shall be prohibited if the bullying:(a)creates a hostile environment at school for the target; (b)infringes on the rights of the target at school;or(c)materially and substantially disrupts the education process or the orderly operation of a school. Retaliation means any form of intimidation, reprisal or harassment directed against a person who reports bullying, provides information during an investigation about bullying,or witnesses or has reliable information about bullying. As stated in M.G.L. c.71, §370, nothing in this Plan requires the district or school to staff any non-school related activities,functions,or programs. IX. RELATIONSHIP TO OTHER LAWS Consistent with state and federal laws,and the policies of the Reading Public Schools,no person shall be discriminated against in admission to a public school in Reading or in obtaining the advantages, privilege and courses of study of such public school on account of race,color, sex, religion, national origin,age,gender identity,disability,or sexual orientation. Nothing in the plan prevents the school or district from taking action to remediate discrimination or harassment based on a person's membership in a legally protected category under local,state,or federal law,or school or district policies including its Discrimination and Harassment Grievance Procedures.- I In addition, nothing in the Plan is designed or intended to limit the authority of the school or • {Formatted:Indent:Left: 0" district to take disciplinary action or other action under M.G.L. c.71,§§37H or 37H%, other applicable laws, or local school or district policies in response to violent,harmful, or disruptive behavior, regardless of whether the Plan covers the behavior. File: ACAB/ACAC Reading Public Schools Discrimination and Harassment Grievance Procedures The Reading Public School system is committed to maintaining a school environment free of harassment based on race,color,religion,national origin,gender,sexual orientation,gender identity,age or disability. Harassment by administrators,certified and support personnel, students,vendors and other individuals at school or at school-sponsored events is unlawful and is strictly prohibited. The Reading Public Schools requires all employees and students to conduct themselves in an appropriate manner with respect to their fellow employees,students and all members of the school community. Definitions For the purposes of this procedure: A. A"Complaint"is defined as an allegation that a student or employee has been discriminated against or harassed on the basis of race,color,national origin,age,sex, sexual orientation,gender identity,disability,or religion. B. "Discrimination"means discrimination or harassment on the basis of race,age,color, national origin,sex,sexual orientation,gender identity,disability or religion that is excluded from participation in,be denied the benefits of,or otherwise be subjected to discrimination under any program or activity of the school. C. "Harassment"means unwelcome conduct on the basis of race,age,color,national origin, sex,sexual orientation,gender identity,disability or religion that is sufficiently severe, persistent or pervasive to create a hostile environment for the individual at school. Harassment may include insults,name-calling,off color jokes,threats,comments, innuendoes,notes,display of pictures or symbols,gestures,or other conduct which rises to the level of a hostile environment. D. "Sexual Harassment"means unwelcome,sexually offensive or gender-based conduct which is sufficiently severe,persistent or pervasive to create a hostile environment for the individual at school. Additionally,under M.G.L.c. 151C,§ 1,the term"sexual harassment"may also include,but is not limited to,sexual advances,requests for sexual favors and other verbal or physical conduct of a sexual nature when:—(i)submission to or rejection of such advances,requests or conduct is made either explicitly or implicitly a term or condition of the provision of the benefits,privileges or placement services or as a basis for the evaluation of academic achievement;or(ii)such advances,requests or conduct have the purpose or effect of unreasonably interfering with an individual's 1 education by creating an intimidating,hostile,humiliating or sexually offensive educational environment. When determining whether an environment is hostile,the school district examines the context,nature,frequency,and location of the sexual or gender-based incidents,as well as the identity,number and relationships of the persons involved.The school district must consider whether the alleged harassment was sufficient to have created such an environment for a reasonable person of the same age,gender,and experience as the alleged victim,and under similar circumstances. Harassment and Retaliation Prohibited Harassment in any form or for any reason is absolutely forbidden. This includes harassment by administrators,certified and support personnel,students,vendors and other individuals in school or at school related events. Retaliation against any individual who has brought harassment or other inappropriate behavior to the attention of school officials or who has cooperated in an investigation of a complaint under this policy is unlawful and will not be tolerated by the Reading Public Schools. Persons who engage in harassment or retaliation may be subject to disciplinary action,including, but not limited to reprimand,suspension,termination/expulsion or other sanctions as determined by the school administration and/or School Committee,subject to applicable procedural requirements. How to make a complaint A. Any student who believes that he/she has been discriminated against or harassed should report their concern promptly to any teacher,guidance counselor,nurse,building administrator,or central office administrator. The school staff member should then report the concern to the school principal or Civil Rights Coordinator. If the school principal receives the report,he or she will notify the Civil Rights Coordinator of the Complaint. Students or employees who are unsure whether discrimination or harassment has occurred are encouraged to discuss the situation with the school principal. B. Any employee or other person who believes that he/she has been discriminated against or harassed should report the incident to the building principal,assistant principal,his/her department chair or his/her supervisor.Additionally,the employee may,if applicable, request union/association representation to assist him/her through the complaint process. Employees may also file complaints directly to the Human Resources Administrator. C. District staff is expected to report possible incidents of discrimination or harassment of students and fellow employees. Parents and other adults are also encouraged to report 2 any concerns about possible discrimination or harassment of students or employees which have allegedly occurred on school grounds,at school related events,or actions which occurred outside of school but possibly create a hostile environment for a student or employee while he/she is at school. Complaint Handling and Investigation A. The school principal shall promptly inform the relevant Civil Rights Coordinator and the person(s)who is the subject of the Complaint that a Complaint has been received. B. When a complaint of discrimination or harassment is alleged,the person making the allegations will be encouraged to write out a description of the allegations and the impact the alleged conduct has had on him or her(See Complaint and Reporting Forms at Appendix A and B). If the complainant or reporter is a student and the student chooses not to fill out a written report,the person accepting the complaint shall listen to the student and complete the complaint or reporter form for the student. C. After notifying the appropriate Civil Rights Coordinator,the school principal or designee may pursue an informal resolution of the Complaint with the agreement of the parties involved. Informal resolution is optional,and the Complainant may elect to proceed according to the formal resolution procedure at any time prior to the completion of the informal resolution. D. Under the formal resolution procedure,the Complaint will be investigated by the school principal or other individual designated by the school principal or the Civil Rights Coordinator. The investigator with gather evidence to determine whether,by a preponderance of the evidence,discrimination against or harassment has occurred. Any Complaint about an employee who holds a supervisory position shall be investigated by a person who is not subject to that supervisor's authority. Any Complaint about the Superintendent should be submitted to the School Committee Chair,who will consult with legal counsel concerning handling the investigation of the Complaint. 1. The Complainant shall have the opportunity to identify witnesses and provide other relevant evidence to the investigator. 2. The person who is the subject of the Complaint will be provided with an opportunity to be heard as part of the investigation including the opportunity to provide relevant information and identify witnesses for the investigator's consideration. 3. The privacy rights of all parties to the Complaint shall be maintained in accordance with applicable state and federal laws. 3 4. The investigator will keep a written record of the investigation process. 5. The investigator may take interim remedial measures to reduce the risk of further discrimination or harassment while the investigation is pending. 6. The investigation and the notification of the outcome to the complainant and the subject of the complaint shall be completed within fifteen(15)school days of the date of the receipt of the Complaint. 7. The investigator may extend the investigation period beyond fifteen(15)school days because of extenuating circumstances,including but not limited to availability and cooperation of witnesses,complexity of the investigation,school vacation periods,and the involvement of law enforcement and other outside agency investigations. If the investigator extends the investigation,he or she will notify the Complainant of the extension. 8. If a complaint or report of discrimination or harassment is received after June 1 of a given school year,the investigator will attempt to complete the investigation by the end of the school year. In the event that the investigation extends beyond the last day of school,the District will make reasonable efforts to complete the investigation within the above-referenced time frame,but may extend the investigation period to account for the availability of witnesses during the summer vacation period. If the investigator extends the investigation,he or she will notify the Complainant of the extension and make reasonable efforts to interview the witnesses during the summer vacation period. 9. Nothing in this procedure will preclude the investigator,in his or her discretion, from completing the investigation sooner than the fifteen(15)school days described above. E. If the investigator determines that discrimination or harassment has occurred.he/she shall take steps to eliminate the discriminatory or harassing environment,which maw include but is not limited to determining what disciplinary action should be taken against the .erson(s)who enga•ed in discrimination or harassment.if an _and deterrnining_w_hat corrective and/or remedial steps are necessarytuprevent recurrence of anv discriminatory behavior including but not limited to harassment and to correct its discriminatory effects if appropriate, Formatted:Indent:Left: 0.75", No bullets or F. The investigator will inform the alleged target of the discrimination and/or numbering harassment and the person(s)who was the subject of the complaint of the results of the investigation(in accordance with applicable state and federal privacy laws)within fifteen(15)school twenty(20)calendar days of receipt of the Complaint,unless the investigation is extended under the provisions described above.This notice of the outcome of the investigation must inform the complainant as to whether or not the investigation determined that the conduct occurred.any individual remedies offered 4 or provided to the complainant or any sanctions imposed on the perpetrator that directly relate to the complainant(e.g.,stay away order or no contact order),and other steps the school has taken to eliminate the hostile environment.if one has been found to exist,and prevent recurrence. The perpetrator should not be notified of the individual remedies offered or provided to the complainant(e.a.,counseling; alternative classes.etc.). G -- 't- • H. If the Complainant or the student's parents/legal guardians are dissatisfied with the results of the investigation,an appeal may be made to the Civil Rights Coordinator within ten(10)school days after receiving notice of the outcome of the investigation. In the appeal,the appellant should identify any specific alleged factual or legal errors and explain why the errors should result in a different conclusion.The Civil Rights Coordinator shall review the investigation and may conduct further investigation if deemed appropriate. Within five(5)school days of receipt of any such appeal,the Civil Rights Coordinator shall decide whether or not to reopen the investigation, uphold the principal or designee's determination,or reverse the principal or designees determination. The Civil Rights Coordinator shall provide written notification of that determination to both the Complainant and the accused. The Civil Rights Coordinator's decision shall be final,subject to further written appeal to the Superintendent within five(5)days of receipt of the decision of the Civil Rights Coordinator. I. Introduction of New Teachers Mr. Caruso welcomed Gary Nihan to the School Committee. Dr. Doherty commended the principals for their efforts in hiring new staff over the summer. He also thanked interim Human Resources Director Gus Martinson and Administrative Assistant Kristyn Cohen for their tireless work processing the new hires. Dr. Doherty provided an overview of the Induction Week activities. Mr. Martin shared that it was a great opportunity for the teachers and him to get to know each other. Mrs. Leonard introduced the new teachers at the Barrows School. Mrs. King introduced the new teachers at the Wood End School. Ms. Feeney introduced the new teachers at the Joshua Eaton School. Mr. Sprung introduced the new teachers at the Birch Meadow School. Mrs. Giles introduced the new teachers at the Killam School. The elementary group left the meeting. Dr. Doherty shared that 8 new teachers have previously been paraeducators or substitutes in the district. Student Representative Gillies arrived. He then welcomed the middle school teachers. Reports Students Page 12 Sub-Committee Dr. Snow Dockser updated the committee on the latest meeting of the Human Relations Advisory Committee. She also shared that the HRAC will have a booth at the upcoming Street Faire. She thanked all those who attended the METCO pool party and barbeque. Superintendent Dr. Doherty reported that it has been a productive and busy summer. He thanked Kelly Colon and her staff for the excellent work to get our buildings ready for the new school year. He also thanked Network Administrator Lou Caputo and his staff for replenishing and replacing technology throughout the district. The Superintendent also shared that there was a great deal of professional development that took place over the summer. The districtwide safety committee and curriculum committees met over the summer. It was a great opportunity for teacher/administrator collaboration. Mr. Martin added that we also held a Writer's Workshop for elementary and middle school teachers. Mr. Caruso asked about the work being done on the concrete columns in the rear of RMHS. The Superintendent said that the masonry repairs being done are cosmetic and are on schedule and will be performed after school hours. Mr. Caruso then asked about the work being done at the Birch Meadow playground. The Superintendent said that the Recreation Department and Town were handling that work but believes it is complete. Mr. Caruso congratulated the Superintendent for the outstanding job he did welcoming back staff this morning. Dr. Doherty updated the School Committee on the current elementary enrollment and RMHS Class of 2014 plans for after graduation. D. Continued Business Superintendent's Evaluation Dr. Snow Dockser felt the evaluation process was a good experience to participate in and it provided her with insight and an understanding of how the teacher evaluation process works. Mrs. Webb described the Superintendent's evaluation process. The Superintendent provided a self-evaluation and feedback from the Administrators. Each member met individually with the Superintendent to discuss their individual Page I 3 evaluations. Mrs. Webb reviewed the four standards and shared comments included in the composite evaluation. Dr. Snow Dockser felt that her meeting individually with the Superintendent allowed for a candid frank discussion. Mrs. Borawski appreciated the 360°feedback and the information provided as she began the evaluation process. Mrs.Borawski moved,seconded by Dr. Snow Dockser,to approve the Superintendent's End-of-Cycle Summative Evaluation Report for the 2013- 14 school year. The motion carried 6-0. Mr. Caruso thanked Mrs. Webb for taking on the task of compiling the information for Superintendent's Evaluation. Dr. Doherty felt the individual meetings were extremely powerful. The feedback provided ways to improve and grow as an educator. Second Reading of Policy JEC—Disciplinary Due Process Dr. Doherty shared the changes made to the policy. He has separated the policy from the regulation and the School Committee would only need to approve the policy. Mrs. Borawski began the second reading of Policy JEC. Discussion continued regarding the policy and the Committee asked clarifying questions. Mrs. Borawski moved,seconded by Mrs. Webb, to approve and accept the second reading of Policy JEC—Disciplinary Due Process. The motion carried 6-0. Second Reading of Policy ADDA - Criminal Background Checks Dr. Doherty provided an overview of the revised policy. Quebec Dr. Snow Dockser feels that students learn a lot on these overnight trips and supervision is taken very seriously. Dr. Snow Dockser pointed out that two of these trips were for eight graders and felt it would possibly be a financial burden on families. Dr. Doherty pointed out the Quebec trip was for eighth grade students taking French only. RTA president Chris Copeland arrived. Eco-Club Dr. Snow Dockser commented on the educational philosophy applied throughout this entire trip. Mrs. Borawski asked about the cost of the trip. Dr. Doherty stated that the Parker Eco-Club is an afterschool club and students join starting in 7th grade. The trip is a culmination of the activities over the course of the year. Mrs. Webb pointed out that this club fundraises and feels this trip is a valuable experience for our students.
