He stated the applicant originally wanted an above ground pool. He was going to issue a minor permit. The owner then requested more projects for his yard. After a discussion, the Commission agreed a site visit is needed. The minor permit list was talked about and if it should be updated with additional items. The applicant will let the Commission know if he wants to move forward with a RDA. •OOC 270568: Under the Town trail work permit, new boardwalk, Lee Mr. Lee discussed his plan to install a 24' long boardwalk around the Pine Ridge Trail. He stated the area is muddy, but no running water. Mr. Maughan questioned why the applicant is not installing the designed trail that the Trails Committee has recommended for past projects. The Commission discussed their cencems and suggested using 6"— 8' pipes. Motion made by Mr. Maughan to approve the trail under the previously approved Trails Committee permit Mr. Sullivan seconded. Vote was 4 - ". Mr. Sells will work with applicant to get approval from the Trails Committee regarding using their materials. The applicant should let the Commission know when starting and finishing the project. 'Continued Not 270 -0630: 152 -156 Walnut Street, Map, 4, Lots, 101 &102, DPW Engineering Division — Ms. Scanlon stated this hearing will be continued to August 13th per applicant's request. The abutters discussed with the Commission their concern with the work being delayed. The work is supposed to be done in the dry season. Minor Project - 72 Glenmere Circle Mr. Geraghty stated there is a dead bee on his property leaning towards his house. It was agreed the tree could be cut and dropped; no roots should be removed. Motion made by Mr. Maughan to authorize Mr. Tirone to Issue an approval letter for the minor permit as discussed. Mr. Sells seconded. Vote was 4- ". Page a m,.e.o, Town of Reading - Meeting Minutes *Continued NO1270 -0629: 37 James Road, Map 6, Lot 38, Fucarile Ms. Scanlon stated Mr. O'Connor could not make it to this meeting. The Commission discussed the letter from Town Counsel regarding ADA compliant. It was noted the public hearing is still open to give time for a draft order of conditions. Ms. Scanlon stated her concems about the habitat and the Town being deforested. Motion made by Mr. Maughan to continue the public hearing for NOI 270 -0629 to the next meeting. Mr. Sullivan seconded. Vote was 4 -0-0. It was asked that the letter from Town Counsel go into this file. 'Enforcement Order, 5 Johnston Circle, Melkoman Mr. Tirane stated he contacted the contractor. The contractor asked due to work commitments he be allowed to attend the August 13'h meeting. The Commission discussed giving a contractor a violation along with the homeowner. Mr. Maughan stated his concems fining the contractor without notifying them of the policy. Mr. Tirone suggested It was asked to the Administrator, if there is a contractors list to be able to send a letter. Old/New Busines 'CDC 270 -371, RGB #202 -14, 26 Harrison Street, Map 87, Lot 33, Malinski Ms. Scanlon stated the applicant is going to refile his NOI; for procedural reasons the Commission needs to close out the previous Order of Conditions. Motion made by Ms. Scanlon to close out the previous Order of Condition's for 26 Harrison Street. Mr. Sullivan seconded. Vote was 4-0-0. 29 Gavin Circle Mr. Tirane updated the Commission. He will be issuing another enforcement order to the homeowner. The enforcement order will mention the plan submitted, dates approved and to remind them a follow up will be needed in the spring. •Adminlstratom Report: 101 Willow Street— Mr. Tirone received an email regarding consistent ponding on the pavement. The school would like permission to remove the pervious pavement. The Commission agreed they would need a letter and plans to be able to approve. 34 Oak Street — Mr. Throne stated work was done on this property. There is a possibility of grading, clearing out shrubs and brush. He has put it on the next site visit. Is this just maintenance or a RDA after the fact? 10 Pasture Road — Mr. Tirone stated the homeowner is going to stick to the original order of conditions. He smelled Mr. Rohnslein letting him know the originally agreed upon cutting times. Mr. Maughan discussed the property and reiterated why the meadow was established. MACC — Eugene Bernstein — Mr. Tirone talked about the possibility, of the expansion of a gas line through Reading. He has signed up for email alerts. He let the Commission know there is a meeting in Ashby. 10 Johnston Circle — Mr. Tirone stated there is a dead tree on the property. The homeowners will let him know if they would like to file for a permit. Hunting in Timbemeck Swamp — Mr. Tirone talked about a call the police received regarding hunting in TimbemeCC Swamp. There is a portion of land that is privately owned surrounded by Town land. The Town Manager asked the Commission to look at the land and maybe put signs up. Hunting can be allowed with bow only during deer season. Conservation Nomination — Ms. Scanlon updated the Commission on Alison Staker. She has been approved by the subcommittee and will be at the Selectmen meeting next week. Violation — Mr. Tirone passed out open violations per an email from the Town Clerk. He let the Commission know the owner of 20 Chequesett Road was issued fines for not following the Order of Conditions. Mr. Tirone checked the file and the Certificate of Compliance were Issued. He asked the Commission to expunge the fines. He stated he talked to the Town Manager regarding fines. The Town Manager does not want fines issued for bartering reasons. It is his belief that fines should not be written If you do not intend to collect. Motion made by Ms. Scanlon to wave the collection of fines for Daniel Cranitch of 20 Chequessett Road. Mr. Sells seconded.
