Leasure, 43 James Road Joseph &Andrew White, 65 Prescott Road Ryan Lamontaigne, 24 Gavin Circle Chuck Losinger, 17 Gavin Circle Rich O'Connell Joseph and Alana Fustto, 29 Galvin Circle John Rockwood, EchoTech Minutes Respectfully Submitted By: Kim Saunders Topics of Discussion: APPROVED 07/0912014 CALL TO ORDER, OLDINEW BUSINESS - 7:00 • CDC 270 -0301, RGB 1990 -12, Harold Avenue, Mahoney Mr. Latham represented the applicant. He stated the applicant has submitted an as -built plan and has met all criteria's. Motion made to Issue the Certificate of Compliance for Harold Avenue. Mr. Selle seconded. Vote was 4 -0-0. • 10 John Carver Road, report of companies pumping out water from Aberjona River Ms. Scanlon talked about a resident reporting a local landscape company is pumping water out of the Aberjona River and into their commercial trucks. The Commission discussed if they have jurisdiction; and if they do how it should be handled. Ms. Scanlon spoke about her conversation with the DEP. DEP advised her it would become a legal issue if there Was an alteration and/or 100k gallons were being removed. The Commission talked about sending a draft letter to the company and asking them to attend a meeting. Page 17 Town of Reading - Meeting Minutes Mr. Selle questioned the comment made by the resident regarding mooring the wheat held by the Castine Field. The Commission agreed more details are needed. They believe it was replication for the High School project. • MassDOT 1 -94 RGB 2010 -18, Lighting plan change The Commission discussed MassDot's request of a plan change of their phase 2 project. Motion made by Mr. Finch to accept a minor plan change to the RDA. Mr. Sullivan seconded. Vote was 4 -0-0. • DOC 270-568: Under the Town Forest bail work permit, New benches, White Mr. White, Eagle Scout, presented to the Commission his plan to install 2 benches in the Town Forest on Overlook Trail. Mr. White stated he worked with Engineering and they approved the benches. The benches are 10' with 2 extra legs. The Commission discussed the location and footings of the benches. They agreed they would need more information on how the benches will be anchored Motion made by Mr. Finch to approve the bench project for Mr. White that will fall under the trail work permit 270 -0568, with additional Information provided. Ms. Scanlon seconded. Vote was 4 -0-0. • Continued NO1270 -0629: 37 James Road, Map 6, Lot 38, Fucarile Ms. Scanlon reopened the public hearing. Mr. O'Connell let the Commission know the applicant and the abutter at 46 South Street have come to an agreement regarding the privacy issues. The applicant is willing to do additional planting and proposed a different grading. Mr. O'Connell presented 2 alternative plans. He said alternative one is submitted, but not an option. He discussed alternative 2. Ms. Scanlon questioned how the applicant is addressing the violation of the Initial tree cutting. Mr. O'Connell reiterated the applicant thought he was given approval from the Town. The rock berm was discussed, and why it should be considered a structure. The Commission asked that the berm be moved farther away from the wegand area. The Commission asked for an inventory of the tree cutting and talked about planting. Planting of bushes were suggested over planting of trees. Mr. O'Connell agreed he will be submitting another grading plan and moving the berm to the 35'. The residents at 43 James questioned the violation and if the new plan would change the wetlands. The resident at 29 Galvin Circle talked about his concern that the Town gave approval for another project that they shouldn't have without checking for wetlands. Motion made by Mr. Finch to continue the public hearing to July 9'". Ms. Scanlon seconded. Vote was 4 -0-0. • 29 Gavin Circle 12 -12 -2013, Restoration Plan Discussion The resident presented a restoration plan from Echo -Tech. Mr. Rockwood said he went back out to 29 Gavin Circle in May to reevaluate the soils and re-delineated the wetlands. He stated the wetland is the same size, but it has shifted. The Commission discussed the plan and agreed the planting should be done by the end of September. The Commission suggested rather than using boulders, granite bounds or concrete poured posts can be installed. It was agreed that a new enforcement order will be issued referencing the plan and the conditions that were discussed. The retaining wall that is in need of repair will not be in the enforcement order. • Continued NOI 270 -0620: 364 Lowell Street, Map 26, Lot 157, Jamieson Properties LLC Ms. Scanlon announced the applicant has requested a continuation to July 9, 2014. • Reading Friends and Family Day Debrief The Commission discussed the Town event • CDC 270 -0585 19 Arcadia Ave, Haroutunian Motion made by Mr. Finch to issue a Certificate of Compliance for 19 Arcadia Ave. Mr. Salle seconded. Vote was 4 -0-0. • Minor Project: 287 Haverhill Street Mr. Tirone described to the Commission where the resident wanted to install her fence. Motion made by Ms. Scanlon to approve the Minor Project. Mr. Finch seconded. Vote was 4.0-0 • Administrators Report: Mr. Tirone discussed recent Town violations with the Commission. It was suggested Ms. Scanlon inform the Selectmen regarding the John Carver Road incident. The Commission questioned if clarification is needed in regards to the Town Regulations. Mr. Tirone added he would like to add to the minor permit list. • Bills approved — none at this time Page 1 2 Town of Reading - Meeting Minutes • Minutes for approval: June 11, 2014 Motion made by Mr. Finch to approve June 11, 2014 minutes. Ms. Scanlon seconded. Vote was 4 -0-0. Ms. Scanlon will do a site visit at Sanbom Place regarding the trees they would like to remove. The Commission discussed the July a agenda. Mr. Tirone stated he has ordered a stamp letting the applicant's know that verification of wetland is still needed even though he approved a project. This was suggested so the applicant isn't going away from a discussion with him thinking they got full approval to do anything. The discrepancy on the maps and the wetlands areas were discussed. The Commission talked about ideas on how to let residents, realtom and contractors know there are wetlands. Motion made by Mr. Finch to adjourn at 10:00 p.m. Mr. Sullivan seconded.
