Topics of Discussion:
266 West Street
Mr. Blodgett reviewed the application. The resident would like to replace roof
shingles with asphalt shingles. After a discussion, the Commission agreed it is
ordinary maintenance. Ms. Adams questioned if the barn was included. Mr. Blodgett
will follow up with the applicant to clarify and note it on the Certificate.
Motion made by Ms. Adams to issue a Certificate of Non Applicability for 266
West Street under 7.3.9.3 with reference to roof repair. Ms. Poehler
seconded. Vote was 3 -0 -0.
Time limit of usability of Certificate
Mr. Blodgett questioned if there is an expiration on the Certificates that the
Commission issues. A Certificate was issued for 86 West Street in September 2013.
A building application was filed recently due to the roof being damaged by winds.
The Commission believes the Certificate is good for 1 year. They will review the
Rules and Regulations and discuss at the next meeting.
Approve Minutes
Motion made to accept May 7, 2014 minutes as amended. Vote was 3 -0 -0.
Power of administrative Certificate
The Commission discussed if a person should be delegated to sign off on applications
that are considered routine maintenance - for example, roofs. The Commission will
review the Rules and Regulations and will discuss at the next meeting. Ms. Adams
questioned if the Commission makes any changes to the Rules and Regulations
would the changes need to be posted in the Town newspaper?
Look at tri -fold
The Commission reviewed the brochure they would like to send out to the West
Street District residents. The Commission discussed how to reach new owners of the

District. Mr. Blodgett will follow up the Town how the brochure will be printed and
mailed.
'Update letter to District
The Commission edited the District letter. Mr. Blodgett will make the changes and
mail it out to the members for a final approval.
Other
Mr. Blodgett updated the Commission on the meeting he attended for the West
Street project. At the meeting he voiced his concerns regarding the sidewalk
location. After a site visit to the street, he followed it up in writing.
The house located at 245 West Street was discussed. This property has 2 houses
located on the same lot. The Assessing Department has both houses under one
address. After a discussion, the Commission agreed both houses should be
considered in the District.
Mr. Blodgett updated the Commission on the residents who already received
approval for a Certificate to install their fence. Ms. Adams questioned if the legal ad
that the residents need to send out should be a standard letter. Mr. Blodgett stated
he changes each one to fit the application.
Motion made by Ms. Poehler to adjourn at 8:30 p.m. Ms. Adams seconded.
