All of the present members and associate members of the RHC
attended the Bylaw Committee meeting held at the Reading Police
Station in the Public Meeting room.
See Bylaw Committee meeting minutes for a fuller description of
the discussion points.
A synopsis of the Bylaw Committee (BC)comments on the
proposed Demolition Delay Bylaw and the proposed amendments
being sponsored by the RHC is as follows:
Bylaw
• BC supported RHC Recommendation 1 regarding the
Committee
number of members required to vote for an Owners Appeal
of addition of a structure to the List (was 5, RHC
recommends 4)
• BC did not support the RHC Recommendation 2 (the
removal of the appeal to the 6 month delay) but they did
support the "starting of the 6 month clock" if the Board of
Selectman denies the owners' appeal. The BC felt this
would limit the number of "frivolous" appeals.
• The BC did not support the RHC Recommendation 3
(adding the words "following the demolition of the property"

to the wording about updating the List. They felt that too
many revision to the bylaw would increase the debate time.
• Overall the meeting was a success and several members
of the BC came away with a better understanding of when
the demolition delay bylaw is enacted, that is only when the
property is proposed to be totally demolished.
