RHC to attend a Bylaw Committee meeting regarding the proposed Bylaw revision 2. RHC amendment recommendations Agenda 3. Open Session for topics not reasonably anticipated 48 hours in advance of the meeting 4. Confirming next meeting Minutes No meeting notes were reviewed at this meeting All of the present members and associate members of the RHC attended the Bylaw Committee meeting held at the Reading Police Station in the Public Meeting room. See Bylaw Committee meeting minutes for a fuller description of the discussion points. A synopsis of the Bylaw Committee (BC)comments on the proposed Demolition Delay Bylaw and the proposed amendments being sponsored by the RHC is as follows: Bylaw • BC supported RHC Recommendation 1 regarding the Committee number of members required to vote for an Owners Appeal of addition of a structure to the List (was 5, RHC recommends 4) • BC did not support the RHC Recommendation 2 (the removal of the appeal to the 6 month delay) but they did support the "starting of the 6 month clock" if the Board of Selectman denies the owners' appeal. The BC felt this would limit the number of "frivolous" appeals. • The BC did not support the RHC Recommendation 3 (adding the words "following the demolition of the property" Date: Wednesday October 17, 2012 Page 1 of 2 Subject Discussion Action Follow Items Up By Meeting adjourned at 10:35pm Note Taker: Robyn Parker Signature: i Robyn Parker, Secretary Date: Wednesday October 17, 2012 Page 2 of 2 to the wording about updating the List. They felt that too many revision to the bylaw would increase the debate time. • Overall the meeting was a success and several members of the BC came away with a better understanding of when the demolition delay bylaw is enacted, that is only when the property is proposed to be totally demolished. The RHC adjoined to the Town Hall Meeting Room to review the RHC recommendation report It has been discovered that 2 members of the working bylaw Disclosures committee may have potential conflict of interest. During Town Meeting this may need to be stated prior to their participation in the public discussion. The draft recommendation report was reviewed and the following decisions were taken: RHC • Add definition of demolition Recommend. • Add back in the background information about how the Report report was revised Give an example of an inventory sheet • Add the letter that was written in response to a realtor • Explanations of the RHC amendment recommendations Town Warrant The final RHC recommendation report needs to be sent to the Dates Town Clerk by noon October 22, 2012.
