Pacino) Sale of Real Estate Fund in the amount of $41,000, with the remainder from property taxes, State aid, and non - property tax local receipts. Line 60, and 62 - 71 Property taxes, State aid, and non - property tax local recipts. ARTICLE 26. On motion of Philip B. Pacino, it was voted to table line item 61 and the amendment made by John W. Price to add $19,500 to line item 61. 62 voted in the affirmative 57 voted in the negative ARTICLE 26. John W. Price moved Reconsideration of Article 26, Line items 29 - 71. On motion of John W. Price, it was voted that the Annual Town Meeting stand adjourned to meet at 7:30 P.M. on Monday, May 8, 1989 in the Reading Memorial High School Auditorium. Fantasia Town Clerk ADJOURNED ANNUAL TOWN MEETING Reading Memorial High School May 8, 1989 The meeting was called to order by the Moderator, Paul C. Dustin, there being a quorum present. The Invocation was given by Leslie H. York, followed by the Pledge of Allegiance to the Flag. On a point of personal privilege, Carl H. Amon, Jr., Town Meeting Member, Precinct 4, asked that his comments be made part of the permanent record and stated that at 7:30 p.m. tonight, there were 23 people in this room. There were no Selectmen. There was no Town Manager. At 7:37 p.m., there were 41 people in this room. At 7:45 p.m., there were 90 people in the room, and this meeting opened at 7:55 p.m. I think it's a disgrace for people to come to this meeting and to be late for this meeting. On a point of personal privilege, Henry A. Higgott, Town Meeting member, Precinct 5, Chairman of the Rules Committee, an- nounced that the Rules Committee was organized May 1, 1989. Anyone with suggestions and /or comments can contact their Precinct Chairman or attend our next meeting which will be held May 30th, Room 16, Town Hall at 7:30 p.m. Thank you. ARTICLE 26. On motion of Russell T. Graham, it was voted to table reconsideration of Article 26, line items 29 - 71. ARTICLE 26. On motion of Brian J. McMenamin, it was voted that the Town approve and appropriate the Proposed FY 1990 Budget as presented for line items 98, 99, 101 - 103; with Out -of -State Travel as stated. Funds are to be provided as follows: C,. Adjourned Annual Town Meeting Lines 98, 99, and 101 May 8, 1989 Property taxes, State aid, and non - property tax local receipts. Line 102 Cemetery Bequest Income in the amount of $61,000, with the remainder from property taxes, State aid, and non - property tax local receipts. Line 103 Cemetery Bequest Income in the amount of $3,000, Sale of Cemetery Lots in the amount of $10,000, with the remainder from property taxes, State aid, and non - property tax local receipts. ARTICLE 26. On motion of Brian J. McMenamin, it was voted that the Town approve and appropriate the Proposed FY 1990 Budget as presented for line item 100. Funds are to be provided as follows: Line 100 .Sale of Real Estate Fund in the amount of $114,000 Street Construction - appropriate and raise by borrowing as provided under Chapter 44, Section 7(5) of the General Laws or any other enabling authority, the sum of $150,000 for the purpose of street construction including the widening of public ways; said sum to be expended under the direction of the Department of Public Works .Drainage - appropriate and raise by borrowing as provided under Chapter 44, Section 7(1) of the General Laws or any other enabling authority, the sum of $210,000 for the pur- pose of reconstruction of surface drains; said sum to be ex- pended under the direction of the Department of Public Works. 101 voted in the affirmative 11 voted in the negative 2/3 vote required ARTICLE 26. On motion of Donald C. Allen, it was voted that the Town approve and appropriate the Proposed FY 1990 Budget as presented for line items 109 - 110. Funds are to be provided as follows: Line 109 Sale of Real Estate Fund in the amount of $37,200, with the remainder from property taxes, State aid, and non - property tax local receipts. Line 110 Property taxes, State aid, and non - property tax local receipts. ARTICLE 26. On motion of Russell T. Graham, it was voted to reconsider Article 26, line items 72 - 110. ARTICLE 26. On motion of Mary S. Ziegler, it was voted to table reconsideration of Article 26, line items 72 - 110. On motion of John W. Price, it was voted that the Annual Town Meeting stand adjourned until after Special Town Meeting at 7:30 P.M. on Thursday, May 11, 1989 in the Reading Memorial High School Auditorium. Fantasia Town Clerk SPECIAL TOWN MEETING Reading Memorial High School May 11, 1989 The meeting was called to order by the Moderator, Paul C. Dustin, there being a quorum present. The Invocation was given by Leslie H. York, followed by the Pledge of Allegiance to the Flag. ARTICLE 14. On motion of Maria E. Silvaggi, it was voted to take Article 14 out of order. ARTICLE 2. On motion of Russell T. Graham, it was voted to take Article 2 from the table. ARTICLE 2. The attached report of Thomas J. Stohlman, Chairman of the Community Planning and Development Commission, was accepted as a Report of Progress. ARTICLE 2. On motion of Russell T. Graham, it was voted to table Article 2. ARTICLE 14. Daniel A. Ensminger moved that the Town authorize the Board of Selectmen to acquire all or any part of the following described land with the buildings thereon currently believed to be owned by Summit Towers Company, located at 168 Hopkins Street and shown on Town of Reading Board of Assessors' Rev. Jan. 1, 1986, Plat 13 as Lot 50, together with such right, title and interest as said Lot 50 has in Fourth Street, in fee or rights of easement therein by eminent domain under the provisions of Chapter 79 of the General Laws of the Commonwealth of Mas- sachusetts and any other enabling authority, and to acquire said land or any part thereof in fee or rights of easement therein by gift, purchase, or otherwise, for the purpose of providing access to the land currently owned by the Town of Reading commonly known as the Reading Bear Hill property (which access will also facilitate the development of part of said Reading Bear Hill property into needed housing), and that the Town appropriate the sum of Three Hundred Thousand Dollars ($300,000) from the Sale of Real Estate Funds to the Board of Selectmen to pay for appraisals of said property and to pay for the acquisition of said land or rights of easement therein, or to be used for payment of land damages or other costs and expenses of such acquisitions, and to authorize the Board of Selectmen to enter into agreements with private parties or state and federal agencies for financial and other assistance in connection with such acquisition, and to do all other acts and things necessary and proper for carrying out the provisions of this vote; and move that the Town vote to authorize the Board of Selectmen to grant, from time to time and to one or more parties, easements or other rights in the land ac- quired hereby to use said land for all purposes for which streets, roads and ways are commonly used in the Town of Reading in common with all others legally entitled thereto and to estab- lish that the minimum amount of One Dollar ($1.00) be paid for any such grant of easement or other right in such land, and to authorize the Board of Selectmen to grant in each instance such easement or other right for such amount or larger amount and upon such other terms and conditions as the Board of Selectmen shall consider proper and to deliver all documents and take such other actions as may be necessary to carry out the purposes of this vote.
