To either of the constables of the Town of Reading, Greetings:
In the. name of the Commonwealth of Massachusetts you are hereby required to notify
and warn the inhabitants of the Town of Reading qualified to vote in elections and town
affairs to meet at the Reading Memorial High School, 62 Oakland Road in said Reading, on
Monday, June 16, 1986, at seven-thirty o'clock in the evening to act on the following
articles:
ARTICLE 1. To hear and act on the reports of the Board of Selectmen, Town
Accountant, Treasurer, Collector of Taxes, Board of Assessors, Board of Public Works, Town
Clerk, Tree Warden, Board of Health, School Committee, Contributory Retirement Board,
Library Trustees,, Municipal, Light-Board, Finance Committee, Cemetery Trustees, Planning
Board, and any other Board or Special Committees. `
Board of Selectmen
ARTICLE 2. To choose all other necessary Town Officers and Special Committees
and determine what instructions shall be given Town Officers and Special Committees.

ARTICLE 3. To see if the Town will vote to amend the Capital Outlay Plan as
provided for in Article III, Section 11, of the By-Laws of the Town as previously adopted at
the Annual Town Meeting of April, 1986, or take any other action with respect thereto.

ARTICLE 4. To see if the Town will vote to transfer the care, custody, management
and control of the following described land, or portions thereof, which land contains .8.32
acres more or less and constitutes a portion of what is commonly known as the Town of
Reading landfill, from the Board of Public Works and/or Board of Selectmen, which land:. had
previously been designated as the site for the Department. of Public Works garage and
related facilities, to the Board of Selectmen for any other municipal purpose including the
possible sale or lease thereof, or take any other action with respect thereto:
Beginning at a point on the northeasterly sideline of John Street;
Thence North 43 degrees 26' 00" West, a distance of 531.10 feet, along the
northeasterly sideline of John Streets to a pointy said point being a point of curvature;
Thence by-a -curved--line rto the right; having a radius of 1;000:00-feet; a-distance of
269.78-feet ta-a.pointy said point being a-point of tangency; - - -
Thence North 70 degrees 52' 40" East, a distance of 88.14 feet to a point;
Thence North 84 degrees 55' 30" East, a distance of 263.67 feet to a point;
Thence South 81 degrees 01' 00" East, a distance of 628.05 feet to a point;
Thence South 43 degrees 26' 00" East, a distance of. 100.00 feet to a point;
Thence South 46 degrees 34' 00" West, a distance of 706.31 feet to a point, said point
being the point of beginning of said description.
. Being the land shown on Town of Reading Board of Assessors' January 1, 1985, Plat 57,
as all of Lot 21, and portions of Lots 20, 22, 23 and 26.
Where applicable all, references herein to the Department of Public Works shall also
apply to and include whatever Board or Officer succeeds to the Department of Public Works
powers and duties under the new Town Charter.

ARTICLE 5. To see if the Town will vote to transfer the care,.custody, management
and control. of the following described land, or portions thereof, which constitutes a :portion
of what is commonly known as the Town of Reading landfill, from the Board of Selectmen,
the Board of Public Works, the Board. of Health and from any and.all_ other Officials and
Boards of the Town of Reading having any jurisdiction thereover, to the Board of Selectmen
of the Town of Reading for any other municipal purpose including the possible sale or lease
thereof, or take any other action with respect thereto:

The land shown on Town of Reading Board of Assessors' January 1, 1985, Plat 57, all of
Lots 24 and 25, and portions of Lots 20, 22, 23 and 26, and the land shown on Town of
Reading Board of Assessors' January 1, 1978, Plat 68, as all of Lots 7 and 8.
Where applicable all references herein to the Department of Public Works shall also
apply to and include whatever Board or Officer succeeds to the Department of Public Works
powers and duties under the new Town Charter.

ARTICLE 6. To see if the Town will vote to authorize the Board of Selectmen of the
Town of Reading to convey or lease all or any part of the following described property with
the buildings thereon, presently commonly known as the Town of Reading landfill, to one or
more purchaser(s) or lessee(s) as may be specified by Town Meeting; and to see what
minimum amount(s) shall be paid for the conveyance or lease of all or any part of said
property; and to authorize the Board of Selectmen to convey or lease all or any part, of said
property for such amount(s) or larger amount(s) and'upon such other terms and conditions as
the Board of-Selectmen shall consider proper, and to delive a deed or deeds and/or °a cease
or leases therefor to said purchaser(s)' or lessee(s); and to see what sum the Town will raise
by borrowing, or from the tax levy, or transfer from available funds, or otherwise, and
appropriate to the Board of Selectmen to carry out the purposes of this vote, or take any
other action with respect thereto:
The land shown on Town of Reading Board of Assessors' January 1, 1985, Plat 57, as
Lots 20, 21, 22, 23, 24, 25 and 26, and the land shown on Town of Reading Board of
Assessors' January 1, 1918, Plat 68, as Lots 7 and 8.
Where applicable all references herein to the Department of Public Works shall also
apply to and include whatever Board or Officer succeeds to the Department of Public Works
powers and duties under the new Town Charter.
Board of Selectmen
ARTICLE 7. To see if the Town will vote to authorize the Board of Selectmen to
acquire all or any part of: the land with the buildings thereon currently believed to be
owned by the H. J. Davis Company, and commonly known as the Transitron Electronic
Corporation property off of Ash Street, and shown on Town of Reading Board of Assessors'
January 1, 1977, Plat 28, as Lots 2, 3 and 8, the land with the buildings thereon currently
believed to be owned by Bette and John Biggio, located at 272 Ash Street and shown on
Town of Reading Board of Assessors' January 1, 1981, Plat 44, as Lot 16, and the land with
the buildings thereon currently believed to be owned by the Trustees of TASC Realty Trust,
located off John Street and shown on Town of Reading Board of Assessors' January 1, 1985,
Plat 46, as Lots 8 and 9, in fee or rights of easement therein by eminent domain under the
provisions of Chapter 79 of the General Laws of the Commonweath of Massachusetts, or to
acquire said land or any parts thereof in fee or rights of easement therein by gift, purchase,
or otherwise, for the site of a new Department-of Public Works garage and related facilities
and access thereto, and to see what sum the Town will raise by borrowing, or from the tax
levy, or transfer from available funds, or otherwise, and appropriate to the Board of
Selectmen to pay for appraisals of said properties, and to pay for the acquisition of said
lands or rights of easement therein, or to be used for payment of land damages or other
costs and expenses of such acquisitions, and to authorize the Board of Selectmen to enter
into agreements with private parties or state and federal agencies for financial and other
assistance in connection with such acquisitions, and to do all other acts and things necessary
and proper for carrying out the provisions of this vote, or take any other action with respect
thereto. Where applicable, all references herein to the Department of Public Works shall
also apply to and include whatever Board or Officer succeeds to the Department of Public
Works powers and duties under the new Town Charter.

ARTICLE 8. To see what sum the Town will raise by borrowing, or from the tax levy,
or transfer from available funds, or otherwise, and appropriate to the Board of Selectmen
for the planning, design, layout and construction and maintenance of a public way and
railroad grade crossing in compliance with Massachusetts General Laws Chapter 160, the
requirements of the County Commissioners of Middlesex County and the Department of
Public Utilities of the Commonwealth of Massachusets, from a point on John Street at the
Northerly property line, between land of the Trustees of the TASC Realty Trust and land
now or formerly of Earle B. Kaufman, et al; thence running approximately 987 feet
southwest over railroad tracks at a point identified as Station 602 + 70 by the Massachusetts
Bay Transportation - Authority and the Boston. and •Maine Railway, - and continuing
approximately 200 feet to and over land, now or formerly owned by H. J. Davis Company,

Transitron Electronic Corporation and the Trustees of TASC -Realty Trust, to, land to be
acquired-by the: Town.of -Reading, or-to be, usedunder lease or other agreement -by the -Town
of Reading for-a Department- of-Public Works garage and related facilities, including site
preparation, construction, original equipment and furnishing and all other costs incidental
thereto, including architectural, engineering and construction fees and services, inspection
fees, relocation costs, contingencies and costs of financing in connection therewith; and to
authorize the Board of Selectmen to proceed with the design and construction of said public
way and railroad grade crossing, and to authorize said Board of Selectmen to enter into any
and all contracts, -agreements and grant applications necessary therefore and incidental
thereto, including without limitation, contracts for architectural, engineering and
construction services and applications for a grant or grants to be used to defray all or any
part of the costs of said public way and railroad grade crossing; and to do all other acts and
things necessary and proper for carrying out the provisions for this vote, or take any other
action with respect thereto. Where applicable all references herein to the Department of
Public Works shall also apply to and include whatever Board or Officer succeeds to the
Department of Public Works powers and duties under the new Town Charter.

ARTICLE 9. To see what sum the Town will raise by borrowing, or from the tax levy,
or transfer from available funds, or otherwise, and appropriate for the. purpose of designing
and constructing a new Department of Public Works garage and related facilities, at a site
to be selected by Town Meeting, including site preparation, construction, originally
equipping and furnishing said garage and related facilities and all other costs incidental
thereto, including architectural, engineering and construction fees and services, inspection
fees, relocation costs, contingencies and costs of financing in connection therewith; and to
authorize the Board of Selectmen to proceed with the design and construction of said
Department of Public Works garage and related facilities; and- to authorize said Board of
Selectmen to enter- into any and. all contracts, agreements and grant applications necessary
therefore and incidental thereto, including without limitation, contracts for architectural,
engineering and construction services and applications for a grant or grants to be used to
defray all or any part of the costs of said Department of Public Works garage and related
facilities and to do all other acts and things necessary and proper for carrying out the
provisions for this vote, or take any other action with respect thereto. Where applicable all
references herein to the Department of Public Works. shall. also apply to and include
whatever Board or Officer succeeds to the Department of Public Works powers and duties
under the new Town Charter.

ARTICLE 10. To see what sum the Town will raise by borrowing, or from the tax levy,
or transfer from available funds, or otherwise, and appropriate for the purpose of
construction, a drop-in center for the elderly and an office for the Council on Aging,
including the cost of engineering and architectural fees, inspection fees, contingencies and
constructing and originally equipping said facilities, said sum to be spent by and under the
direction of the Board of Selectmen; and to see if the Town will vote to authorize the Board
of Selectmen to enter into all contracts and agreements as may be necessary to. carry out
the purposes of the vote under this Article, or take any other action with respect thereto.

ARTICLE 11. To see. if the Town will vote to accept the provisions of General Laws
Chapter 32, Section 20 (4) (h) relating to the Town Treasurer being compensated for services
rendered as custodian of funds of the Contributory Retirement System, or take any other
action with. respect thereto. ;

ARTICLE 12. To see if the Town will vote to accept the provisions of General Laws
Chapter 32, Section 20 (4) (d%z) relating to the Town Accountant being compensated for
services . rendered to the Contributory Retirement Board, or take any other action with
respect thereto.

ARTICLE 13. To see if the Town will vote to accept the provisions of General Laws
Chapter., 32B, Section .17, . relating, to continuation of certain insurance and other benefits
for certain terminated employees, or take any other action with respect thereto.

ARTICLE 14. To see if . the Town will vote to authorize the following
personnel /position changes ,in the Reading Public Library: that the position of Circulation
Clerk, currently a permanent position, part-time with benefits, (under guidelines for hours in
a regular work week in the Town of Reading Personnel By-Laws Article XXIV, Section 7)' be
changed to a part-time permanent position without benefits, and concurrently that the
position of Reference/Young Adult Librarian, currently a part-time permanent position
without benefits, be changed to part-time permanent position with benefits under the same
guidelines, or take any other action with respect thereto.

ARTICLE 15. To see if the Town will vote to amend Section 7, "Benefits and Working
Conditions," Subsection "(I) Longevity" of Article XXIV of the By-Laws of the Town, to be
effective July 1, 1986, by deleting paragraphs one and two which read as follows:
"Effective July 1, 1985, all permanent employees shall, in addition to other
compensation, be entitled to a payment for continuous length of service to the Town
as follows:"
$100 annually upon completion of five years of service.
$200 annually upon completion of ten years of service.
$300 annually upon completion of fifteen years of service.
$400 annually upon completion of twenty years of service.
$500 annually upon completion of twenty-five years. of service.
and substituting therefor the following; ~"Effective July 1, 1986, all permanent employees shall, in addition to other'
compensation, be entitled to a payment for continuous length of service to the`Town
as follows:"
$150 annually upon completion of five years of service.
$250 annually upon completion of ten years of service.
$350 annually upon completion of fifteen years of service.
$450 annually upon completion of twenty years of service.
$550 annually upon completion of twenty-five years of service.
or take any other action with respect thereto.
Personnel Board
ARTICLE 16. To see what sum the Town will raise by borrowing, or from the tax
levy, or transfer from available funds, or otherwise, and appropriate for the purpose:, of
completion of construction of a private way known as Criterion Street Extension in
accordance with the terms of certain agreements executed by C&C Associates to the
benefit of the Town of Reading on February 8, 1984, pursuant to the Massachusetts General
Laws, Chapter 41, such funds to be spent by and under the direction of the Board of Public
Works, or take any other action with respect thereto. All references herein to the Board of
Public Works shall also refer to the Board or Officer succeeding to the Board of Public
Works powers and duties under the new Town Charter.

ARTICLE 17. To see if the Town will vote to amend the Reading Zoning By-Laws by
amending Section 2.0. Definitions by adding to said definitions: "GRAPHIC
COMMUNICATIONS: the process of communicating through computers and
telecommunication devices, including typesetting, illustrating, photography, offset printing,
binding and fulfillment."
To see if the Town will vote to amend the Reading Zoning By-Laws by amending
Section 4.2.2. Table of Uses, to include as an allowed use in Business B Zones, Graphic
Communications.

ARTICLE 18. To see what sum the Town will raise from the tax levy, or by borrowing,
or transfer from available funds, or otherwise, and appropriate to the various boards' and
departments of the Town in order to fund additional salaries for Fiscal Year 1987, or take
any other action with respect thereto.

ARTICLE 19. To see what sum the Town will raise from the tax levy, or by borrowing,
or transfer from available funds, or otherwise, and appropriate to the various Boards and
Departments of the Town in order to fund additional expenses for the Fiscal Year 1987, or
take any other action with respect thereto.

ARTICLE 20. To see what sum the Town will raise by borrowing, or from the tax levy,
or transfer from available funds, or otherwise, and appropriate into the stabilization fund as
authorized under G.L. Chapter 40, Section 5B, or take any other action with respect thereto.

And you are directed to serve this Warrant by posting an attested copy thereof in at
least three (3) public places in each precinct of the Town not less than (14) days prior to
June 16, 1986, the date set for the meeting in said Warrant, and to publish this Warrant in a
newspaper published in the Town or by mailing an attested copy of said Warrant to each
Town Meeting Member at least fourteen (14) days prior to the time of holding said meeting.
Hereof fail not and make due return of this Warrant with your doings thereon to the
Town Clerk at or before the time appointed for said meeting.
