SUBSEQUENT TOWN MEETING
Reading Memorial High School
November 9, 1981
The meeting was called to order by the Moderator, John W. Faria, at 8:00 P.M., there
being a quorum present.
The Warrant was partially read by the Town Clerk, when on motion of John W. Price it
was voted to dispense with further reading of the Warrant except the Officer's Return which
was then read by the Town Clerk.
The invocation was given by the Rev. Willard C. Arnold, followed by the Pledge of
Allegiance to the Flag.
ARTICLE 1. On motion of John W. Price it was voted to lay Article 1 on the table.
ARTICLE 2. On motion of John W. Price it was voted to lay Article 2 on the table.
ARTICLE 3. On motion of John W. Price it was voted that the Town amend Schedule
A - Classification Plan of Article XXIV of the By -Laws of the Town under Non - Exempt
Positions, G. Custodial Class, by deleting "Janitor, pay grade 4" and inserting "Custodian,
pay grade 5 ".
ARTICLE 4. On motion of John W. Price it was voted that the Town vote to amend
Schedule A - Classification Plan of Article XXIV of the By -Laws of the Town under Exempt
Positions, D. General Government Class, by deleting "Executive Secretary, Pay Grade 11"
and inserting "Executive Secretary, Pay Grade 12"
ARTICLE 5. On motion of John W. Price it was voted that the sum of One Thousand
Eight Hundred and Three Dollars ($1,803) be transferred from free cash and appropriated for
the Town's membership in the Mass. Municipal Association, said funds to be expended under
the direction of the Board of Selectmen.
Article 32. On motion of Walter J. Palmunen it was voted to take up Article 32. out
of order.
ARTICLE 32. On motion of Walter J. Palmunen, as amended by Paul E. Landers and
Michael M. Guenther, it was voted to amend the current Capital Outlay Plan, as provided
for in Article III, Section 11 of the By -laws of the Town, as adopted at the subsequent Town
Meeting of November, 1980, and amended at the Annual Town Meeting of April, 1981, so as
to provide for appropriations and expenditure for the following Capital items during fiscal
year 1982:

** This item is recommended to be bonded, term and interest rate to be determined
ARTICLE 6. On motion of Carl H. Amon, Jr. it was voted that the Board of Cemetery
Trustees be and they hereby are authorized to sell or exchange, or otherwise dispose of,
upon such terms and conditions that they may determine, one 1965 Dodge Truck Chassis,
used by the Board of Cemetery Trustees, and that the sum of $2,500.00 be transferred from
the Cemetery Sale of Lots Fund and that the sum of $6,771.71 be transferred from the
Backhoe and Front -end Loader Account (Article 21 of 1981 Annual Town Meeting) and that
the sum of $4,728.29 be raised from free cash and said total sum of $14,000.00 be
appropriated together with receipts, if any, from the sale, exchange or disposal of said 1965
Dodge Truck Chassis for the purpose of purchasing a new 2 Ton Truck Chassis to be used by
the Board of Cemetery Trustees.
ARTICLE 7. On motion of John W. Price it was voted that the Town adopt Chapter
90, Section 20A'/2 of the Massachusetts General Laws.
ARTICLE 8. On motion of John W. Price as amended by Walter J. Palmunen it was
voted that the Town transfer the sum of Two Thousand Seven Hundred and Fifty Dollars
($2,750) from free cash and appropriate for the purpose of implementing Chapter 90, Section
20A'/2 of the Massachusetts General Laws.
ARTICLE 9. Motion under Article 9 was presented by John W. Price. On motion of
Maureen T. O'Brien it was voted to lay Article 9 on the table.
ARTICLE 32. John W. Price moved to request reconsideration of Article 32.
ARTICLE 32. On motion of Carl H. Amon, Jr. it was voted to lay Mr. Price's motion
for reconsideration on the table.
ARTICLE 10. On motion of Maureen T. O'Brien it was voted to postpone Article 10
until after Article 12.
ARTICLE 11. On motion of Carl H. Amon, Jr. it was voted that the sum of Fourteen
Thousand Dollars ($14,000) be raised from free cash and appropriated for the purpose of
purchasing electronic vote tallying equipment for the Town of Reading and that said sum be
expended by and under the jurisdiction of the Town Clerk.
ARTICLE 12. On motion of Margaret W. Russell it was voted that the membership of
the Board of Selectmen of the Town of Reading be increased from three to five members,
and that the increase be accomplished as follows:
At the first Town Election one mernber be elected for a term of three years, one
member be elected for a term of two years, and one member be elected for a term of one -
year. Thereafter, as the term of each Selectmen ends, his or her successor will be elected
for a term of three years.
On motion of John W. Price it was voted that this meeting stand adjourned to meet at
8:00 P. M. on Thursday, November 12th, 1981, in the Memorial High School auditorium.
Meeting adjourned at 10:53 P. M.
