Reading Memorial High School June 4, 1981
The meeting was called to order by the Moderator, John W. Faria, at 8:00 P.M., there
being a quorum present.
The invocation was given by the Rev. Willard C. Arnold, followed by the Pledge of
Allegiance to the Flag.
ARTICLE 30. On motion of William C. Brown it was voted to lay Article 30 on the
table.
ARTICLE 47. On motion of William C. Brown it was voted to take up Article 47 out of
order.
ARTICLE 47. Motion by William C. Brown that the sum of Seventy -five Thousand
Dollars ($75,000.00) be transferred from the sale of Real Estate and the sum of Five
Thousand Dollars ($5,000.00) be transferred from surplus revenue, said sums totalling Eighty
Thousand Dollars ($80,000.00) be expended by and under direction of the Board of Selectmen
for architectural fees, renovations, necessary to convert the Highland School to use as a
Town Hall, was voted in the negative.
ARTICLE 3. On motion of Carl H. Amon, Jr. it was voted to take Article 3 from the
table.
ARTICLE 3. On motion of Carl H. Amon, Jr. it was voted that the Board of
Selectmen be and they hereby are instructed to appoint a Committee consisting of five
citizens of the Town, one of whom shall be a member of the Historical Commission, to
consider the use, sale or other disposition of the Highland School.
ARTICLE 3. On motion of John W. Price it was voted to lay Article 3 on the table.
ARTICLE 30. On motion of John W. Price it was voted to take Article 30 from the
table.
ARTICLE 30. On motion of Maureen T. O'Brien it was voted that the sum of Sixteen
Thousand Eight Hundred Twenty -five Dollars ($16,825.00) be raised from the tax levy and
appropriated for the maintenance of the Highland School, said sum to be spent under the
direction of the Building Maintenance Department.
ARTICLE 30. On motion of John W. Price as amended by Mary S. Ziegler it was voted
that the sum of Two Hundred Seventy -eight Thousand Two Hundred Forty -six Dollars
($278,246) be transferred from Federal Revenue Sharing (P.L. 92 -512) to Police Department
Salaries and that the sum of Eight Hundred Fifty -eight Thousand Three Hundred Fifty -two
Dollars ($858,352) be raised from the tax levy and that said sums totaling One Million One
Hundred Thirty -six Thousand, Five Hundred Ninety -eight Dollars ($1,136,598) be
appropriated to the Police Department as follows, each item being considered a separate
appropriation.

ARTICLE 30. On motion of Maureen T. O'Brien as amended by Mary S. Ziegler it was
voted that the sum of Two Hundred Seventy -two Thousand Nine Hundred Seventy -six Dollars
and sixty -three cents ($272,976.63) be transferred from Federal Revenue Sharing (P.L. 92-
512) and the sum of Five Thousand Five Hundred Thirty -three Dollars and sixteen cents
($5,533.16) be transferred from Federal Anti - Recession Funds (P.L. 512) and said sums
totalling Two Hundred Seventy -eight Thousand Five Hundred and Nine Dollars and seventy -
nine cents ($278,509.79) be transferred to Fire Department Salaries and that the sum of
Eight Hundred Thirty -six Thousand Six Hundred and Six Dollars and twenty -one cents

($836,606.21) be raised from the tax levy and that said sums totaling One Million One
Hundred Fifteen Thousand, One Hundred Sixteen Dollars ($1,115,116) be appropriated to the
Fire Department as follows each item being considered a separate appropriation:

ARTICLE 30.On motion of Maureen T. O'Brien it was voted that the sum of Eleven
Thousand Five Hundred Dollars ($11,500) be raised from the tax levy and appropriated to
Fire Alarm as follows, each item being considered a separate appropriation:

ARTICLE 30. On motion of Maureen T. O'Brien it was voted that the sum of Fifty -four
Thousand Six Hundred Forty Dollars ($54,640) be raised from the tax levy and appropriated
for Hydrant Rental.
ARTICLE 30. On motion of Allan E. Ames it was voted that there be included in the
tax levy for electricity used for street lights the sum of One Hundred Eighteen Thousand,
Three Hundred Ninety Dollars ($118,390.00) and that said sum and the income from sales of
electricity to private consumers and for electricity supplied to municipal buildings and for
municipal power and jobbing during the current fiscal year to be appropriated for the
Municipal Light Plant, said appropriation to be expended by the Manager of the Municipal
Light Plant under the direction and control of the Municipal Light Board for the expense of
plant, including payment of Bonds and Notes, as defined in Chapter 164, Section 57 of the
General Laws, or any amendments thereof or additions thereto, and that if said sum of One
Hundred Eighteen Thousand, Three Hundred Ninety Dollars ($118,390.00) and said income
shall exceed said expense for said fiscal year, such excess up to the amount of 50% of the
net profit from operations as of December 31 of the preceding year as defined in Chapter
164, such amount shall be paid 50% in June and 50% in December of the current year into
the Town Treasury and the balance, if any, shall be transferred to the Construction Fund of
said Plant and appropriated and used for such additions thereto as may thereafter be
authorized by the municipal Light Board.
ARTICLE 30. On motion of John W. Price as amended by Mary S. Ziegler it was voted
that the sum of Forty -four Thousand Seven Hundred Fifty -six Dollars ($44,756) be raised
from the tax levy and appropriated to the Building Inspector as follows, each item being
considered a separate appropriation:

ARTICLE 30. On motion of Maureen T. O'Brien it was voted that the sum of Three
Thousand Five Dollars ($3,005) be raised from the tax levy and appropriated to the Sealer of
Weights and Measures as follows each item being considered a separate appropriation:

ARTICLE 30.On motion of Maureen T. O'Brien it was voted that the sum of Two
Hundred Sixty Dollars ($260) dollars be transferred from Enforcement of the Leash Law and
the sum of Two Thousand Two Hundred Forty Dollars ($2,240) be raised from the tax levy
and that said sums totaling Two Thousand Five Hundred Dollars ($2,500) be appropriated to
Animal Control for salary and expense to be spent under the control of the Board of
Selectmen.
ARTICLE 30.On motion of John W. Price it was voted that the sum of One Thousand
Dollars ($1,000) be transferred from the Civil Defense revolving fund and the sum of Six
Hundred Dollars ($600) be raised from the tax levy and said sums totaling One Thousand Six
Hundred Dollars ($1,600) be appropriated for Civil Defense salary and expense.
ARTICLE 30.On motion of Sally M. Hoyt as amended by Mary S. Ziegler it was voted
that the sum of Thirty Thousand Forty -eight Dollars ($30,048) be raised from the tax levy
and appropriated to the Conservation as follows, each item being considered a separate
appropriation:

ARTICLE 30.On motion of Sandra J.Trainor as amended by Mary S. Ziegler it was
voted that the sum of Ninety -seven Thousand Nine Hundred Thirty Dollars ($97,930) be
raised from the tax levy and appropriated for Health and Sanitation as follows, each item
being considered a separate appropriation:

ARTICLE 30 On motion of Maureen T. O'Brien it was voted that the sum of Ninety
Thousand Five Hundred Eighty -seven Dollars ($90,587) be raised from the tax levy and
appropriated to Veterans Benefits as follows each item being considered a separate
appropriation:

Aid $ 65,000
On motion of Carl H.Amon, Jr. it was voted that this meeting stand adjourned to meet
at 8:00 P.M. on June 8, 1981, in the Reading Memorial High School auditorium.
