The meeting was called to order at 7 o'clock
MACC Annual Conference
First Item: MACC conference was discussed and Commission members filled out registration forms and
passed them in.

Second Item: 88 -98 Walkers Brook Drive, Gallery Automotive Group, LLC request to modify the quarterly
inspections of the drainage structures. The applicant and representatives discussed the site, the
stormceptors and oil /water separator. The oil /water separator on site needed to be cleaned out twice a
year on average and the reasons behind that was discussed. It was agreed that the quarterly inspections
would continue but by Honda Gallery staff. Once a year a professional inspection by TATA & Howard, or
a qualified professional, will be conducted. The results will be sent to the Commission for all inspections
throughout the year.
Motion made to approve by Mr. Hecht, seconded Mr. Fitch. Vote was unanimous

Item Three: John Lorusso, Reading Rifle and Revolver Club brought the Commission up to date on the
enforcement work and upcoming projects. The Club would like to get started in the spring. The R -A -P
stockpile material is still on site but erosion control is in place around it. John talked about using the fill
material in areas outside or just inside the Buffer Zone. One project is an access road between the 300
and 500 yard firing point. The second is the repair of the 500 yard firing point. The Commission stated a
sign off on the final enforcement work and O &M plan will be needed from Ann Marton at LEC.
Enforcement Order 29 Gavin Circle
Item four: The Commission discussed work that was completed on the project to date; and the work that
would be completed in the future. There was no time frame due to the weather. The owner of 29 Gavin
Circle showed pictures of the project after the trees were cut but before the fill was dumped. The pictures
showed many exposed stumps of the cut. John Rockwood said there was an area over excavated that
were ponding now; and any delay to the project would allow the soil to decompress. The next steps are to
install a second row of erosion control with one animal passageway in it. Mr. Hecht asked everyone to
look at aerial of deciduous trees on the site. This showed how many trees there were before the
violation. The next steps were discussed: second line of erosion control, soil stock pile to be removed,
when snow melts throw out a layer of leaf litter and salt marsh hay. It was agreed to meet in May on the
14th or 28th to discuss what a re- vegetation plan may look like. This date will be determined later. It was
discussed that the fill was unclean and contained cement and brick, possibly a solid waste violation, it
was also discussed how this violation happened. The owner stated he felt the Engineering Department
authorized the project. It was stated, engineering needs to understand that they have to make sure that
the Conservation office is a part of all decisions in the future. The wildlife was discussed and how quickly
the area would be restored. The contractor should have known what a wetland is. The abutters were very
disappointed that the contractor didn't know better. The commission discussed the Town Manager's
memo outlining a sign off process for site visits by Town employees.

Motion made to approve by Mr. Hecht, seconded by Mr. Fitch. Vote was unanimous.
Future work on the track at Austin Prep School was discussed, the track is 320 meters and the proposed
track will be a 400 meter track.
The Conservation Administrator's monthly meeting with Ms. Delios, Ms. Wilson, Ms. Scanlon and Mr.
Sullivan was discussed.
The Commission discussed if a rain garden should be planted in the middle of the cul -de -sac at 92
Sanborn Lane.
Motion made by Mr. Hecht to adjourn. Mr. Selle seconded.
