To either of the Constables of the Town of Reading, Greetings: In tine name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Reading qualified to vote in elections and town affairs to meet at the Walter S. Parker Junior High School, 45 Temple Street in said Reading, on Thursday, April 17, 1980, at eight o'clock in the evening to act on the following articles: ARTICLE 1. To hear and act on the reports of the Board of Selectmen, Town Accountant, Treasurer, Collector of Taxes, Board of Assessors, Board of Public Works, Town Clerk, Tree Warden, Board of Health, School Committee, Contributory Retire- ment Board, Library Trustees, Municipal Light Board, Finance Committee, Cemetery Trustees, Planning Board, and any other Boards or Special Committees. Board of Selectmen ARTICLE 2. To choose all other necessary Town Officers and Special Committtees and determine what instructions shall be given Town Officers and Special Committees. Board of Selectmen ARTICLE 3. To see what sum the Town will raise by borrowing, or from the tax levy or transfer from available funds, or otherwise and appropriate for the purpose of hiring an energy consultant to determine what energy conservation methods and procedures can be implemented for buildings under the Building Maintenance Depart- ment, Board of Public Works and Library Trustees, said sum to be spent under the direction of the Board of Selectmen or take any other action with respect thereto. Board of Selectmen ARTICLE 4. To see what sum the Town will raise by borrowing, or from the tax levy, or transfer from available funds, or otherwise, and appropriate for energy expenses in the Building Maintenance Department or take any other action with respect thereto. Board of Selectmen ARTICLE 5. To see what sum the Town will raise by borrowing, or from the tax levy, or by transfer from available funds, or otherwise, and appropriate for gasoline for the Police Department, or take any other action with respect thereto. Board of Selectmen ARTICLE 6. To see what sum the Town will vote to raise by borrowing, or from the tax levy, or transfer from available funds or otherwise, and appropriate for the purpose of purchasing oil for heating of school buildings or take any other action with respect thereto. School Committee ARTICLE 7. To see what sum the Town will vote to raise by borrowing or from the tax levy, or transfer from available funds or otherwise, and appropriate for the purchase of electricity for the school buildings or take any other action with respect �- thereto. School Committee ARTICLE 8. To see what sum the Town will vote to raise by borrowing, or from the tax levy, or transfer from available funds, or otherwise, for transportation of Reading school pupils, or take any other action with respect thereto. School Committee Special Town Meeting Warrant April 17, 1980 ARTICLE 9. To see what sum the Town will vote to raise by borrowing, or from the tax levy, or transfer from available funds or otherwise, and appropriate for the repair of damage to a classroom at the Reading Memorial High School or take any other action with respect thereto. School Committee ARTICLE 10. To see what sum the Town will raise by borrowing, or from the tax levy, or transfer from available funds, or otherwise, and appropriate for Police and Fire Indemnification or take any other action with respect thereto. Board of Selectmen ARTICLE 11. To see what sum the Town will raise by borrowing or from the tax levy, or transfer from available funds or otherwise and appropriate for paying an increase in the Group Insurance or take any other action with respect thereto. Board of Selectmen ARTICLE 12. To see if the Town will vote to raise and appropriate, or transfer from available funds, the sum of Fourteen Hundred Dollars ($1,400.00) for the purpose of repairing monuments in Laurel Hill Cemetery, or take any other action relevant thereto. Board of Cemetery Trustees ARTICLE 13. To see if the Town will vote to transfer Twelve Thousand Dollars ($12,000.00) from the Cemetery sale of lots fund into the Cemetery development fund for the purpose of meeting wall construction costs. Board of Cemetery Trustees ARTICLE 14. To see if the Town will vote to establish the position of Secretary, as listed under Article 24, Schedule A, Clerical Class Grade 5, under the Council of Aging or take any other action with respect thereto. Council on Aging ARTICLE 15. To see if the Town will vote to amend Article XXIV of the By- Laws of the Town, Section 4(B) under Administration of Compensation Plan, sub- section 3, Starting Pay Rates, paragraph B, by deleting the first sentence which reads as follows: "A manager may approve a starting salary up to the mid -point of the applicable salary range." and substituting the following: "A manager may approve a starting salary up to the quarter point of the applicable salary range." or take any action with respect thereto. Personnel Board ARTICLE 16. To see if the Town will vote to amend the Zoning By -laws by adding the following as paragraph 4.3.2.4. b; and paragraph 4.3.2.4. c: 4.3.2.4. b) Garaging and /or regularly parking of commercial vehicles in excess of ten thousand (10,000) pounds registered gross vehicle weight shall not be allowed on or adjacent to a residential lot in any S -10, S -20 or S -40 District. c) In any S -10, S -20 or S -40 District, garaging and /or regularly parking of not more than one (1) commercial vehicle of up to ten thousand (10,000) pounds registered gross vehicle weight shall be allowed on or adjacent to any residential lot. or take any other action with respect thereto. Planning Board Special Town Meeting Warrant April 17, 1980 ARTICLE 17. To see what sum the Town will raise by borrowing, or from the tax levy, or transfer from available funds, or otherwise, and appropriate for Xerox and Telephone Expenses in the Selectmen's Budget, or take any other action with respect thereto. Board of Selectmen ARTICLE 18. To see if the Town will vote to exceed by a specified amount the school budget limit established under Chapter 151 of the Acts of 1979 or take any other action with respect thereto. School Committee ARTICLE 19. To see if the Town will vote to exceed by a specified amount the appropriations limit established under Chapter 151 of the Acts of 1979, or take any other action with respect thereto. Finance Committee And you are directed to serve this Warrant by posting an attested copy thereof in at least three public places in each precinct of the Town not less than fourteen (14) days prior to April 17, 1980, the date set for the meeting in said Warrant, and to publish this Warrant in the Reading Chronicle at least fourteen days prior to said date. Hereof fail not and make due return of this Warrant with your doings thereon to the Town Clerk at or before the time appointed for said meeting. Given under our hands this 20th day of March, 1980.
