notify and warn the inhabitants of the Town of Reading, qualified to vote in elections
and Town affairs, to meet in the following places designated for the eight precincts in
said Town, namely:

ARTICLE 1. To elect by ballot the following Town Officers: a Moderator for
one year; one member of the Board of Selectmen for three years; one member of the
Board of Assessors for three years; two members of the Planning Board for three
years; one member of the Board of Health for three years; one member of the Board
of Public Works for three years; one member of the Board of Public Works for one
year; two members of the School Committee for three years; two members of the
Board of Library Trustees for three years; one member of the Municipal Light Board
for three years; two members of the Board of Cemetery Trustees for three years; one
member of the Board of Cemetery Trustees for one year; one member of the Housing
Authority for five years; one Constable for one year; Tree Warden for three years;
Also, in accordance with the provisions of Chapter 7, Acts of 1943, as amended
by Chapter 317, Acts of 1975, in each of the eight precincts, the number of Town
Meeting members, as hereinafter specified:

For these purposes the polls will be opened at each of the eight precincts at
seven o'clock A.M. and will close at eight o'clock P.M.
and to meet at the Memorial High School Auditorium, 62 Oakland Road, in said
Reading on
MONDAY, the FOURTEENTH DAY OF APRIL A.D. 1980
at eight o'clock in the evening, at which time and place the following articles are to be
acted upon and determined exclusively by Town Meeting Members in accordance with
the provisions of Chapter 7 of the acts of 1943 as amended by Chapter 317, Acts of
1975.
ARTICLE 2. To hear and act on the reports of the Board of Selectmen, Town
Accountant, Treasurer, Collector of Taxes, Board of Assessors, Board of Public Works,
Town Clerk, Tree Warden, Board of Health, School Committee, Contributory Retire-
ment Board, Library Trustees, Municipal Light Board, Finance Committee, Cemetery
Trustees, Planning Board, and any other Boards or Special Committees.
ARTICLE 3. To choose all other necessary Town Officers and Special
Committees and determine what instructions shall be given Town Officers and Special
Committees.
ARTICLE 4. To see what sum the Town will raise by borrowing, or from the tax
levy, or transfer from available funds, or otherwise, and appropriate for the care and
lighting of the Old South Clock, or take any other action with respect thereto.

ARTICLE 5. To see if the Town will vote to authorize the Town Treasurer, with
the approval of the Selectmen, to borrow money from time to time in anticipation of
the revenue of the financial year beginning July 1, 1980, in accordance with the
provisions of the General Laws, Chapter 44, Section 4, and to issue a note or notes
therefor, payable within one year, and to renew any note or notes as may be given for
a period of less than one year in accordance with the General Laws, Chapter 44,
Section 17, or take any other action with respect thereto.

ARTICLE 6. To see if the Town will vote to amend the Capital Outlay Plan, as
provided for in Article III, Section 11, of the By -Laws of the Town, as adopted at
subsequent Town Meeting of November 1979, or take any other action with respect
thereto.

To see if the Town will vote to amend Article XXIV of the By -Laws of the
Town, Section 4 (B) under Administration of Compensation Plan, sub - section 3,
Starting Pay Rates, paragraph B, by deleting the first sentence which reads as follows:
"A manager may approve a starting salary up to the quarter point of the
applicable salary range ", or take any other action with respect thereto.

To see if the Town will vote to amend Article XXIV of the By -Laws of the
Town, Section 4 (B) under Administration of Compensation Plan, sub section 4,
Mandatory Reviews - Non - Exempt Employees, Paragraph B, by deleting the last
sentence which reads as follows:
"The same procedure shall be repeated on an employee's first anniversary ", or
take any action with respect thereto.

ARTICLE 9.
Article C
To see if the Town will vote to amend Article XXIV of the By -Laws of the
Town, Section 4 (B) under Administration of Compensation Plan, sub - section 6, Merit
Salary Reviews, Paragraph C, by deleting the sentence which reads as follows:
"All merit salary increases shall be apart from adjustments which may be
recommended by the Personnel Board and approved by Town Meeting ", and substituting
in its place the following:
"Merit increases, (as governed by 6 -B above), subsequent to the initial six month
for non - exempt and twelve month for exempt employees shall be awarded at the start
of each fiscal year, concurrently with any adjustment which may be recommended by
the Personnel Board and approved by Town Meeting.
"Personnel with twelve months or more seniority should receive increases, if
granted, at the beginning of the Fiscal Year.
"Personnel with less than six months seniority should receive increases, if
granted, on their six month service date, if retained.
"Personnel with more than six months, but less than one year seniority, should
receive increases, if granted, on their one year service date.
"No employee shall be granted a further merit increase in any fiscal year ", or
take any other action with respect thereto.

of the By -Laws of the Town by establishing the position of "Computer Operator" Grade
4 under "Non - Emempt Position, Section H, Clerical Class ", or take any other action

ARTICLE 14. To see if the Town will vote to amend the Classification Plan of
Article 24 of the General By -Laws of the Town, by establishing the position of
Maintenance Person Grade 6 under non - exempt persons, Section G, Custodial Class or
take any other action with respect thereto.

ARTICLE 15. To determine how much money the Town will raise by borrowing,
or from the tax levy, or transfer from available funds, or otherwise, and appropriate
for the operation of the Town and its government, or take any other action with
respect thereto.

ARTICLE 16. To see if the Town will vote to authorize the Board of Selectmen
to petition and /or approve the filing of a petition to the General Court for a special
act authorizing the Town, by by -law or otherwise, to insert in the warrant for all
future November Subsequent Town Meetings all subjects the insertion of which shall be
requested of the Selectmen in writing by ten or more registered voters of the Town, or
take any other action with respect thereto.

ARTICLE 17. To see if the Town will vote to amend the By -Laws of the Town by
adding as a new Article thereto the following, relating to solicitors and canvassers, or
take any other action with respect thereto.
Section 1. PERMIT REQUIRED. It shall be unlawful for any person or
organization to engage in business or act as a canvasser or solicitor, whether
individually or through authorized representatives, calling at residences and /or busi-
nesses in the Town of Reading without the previous consent of the occupant or owner
for the purpose of soliciting orders, sales, subscriptions, or business of any kind, or
seeking information or donations without first having applied for and obtained a permit
from the Permit Granting Authority (the "Authority "). The applicant shall provide the
following information to the Authority upon application for a permit:
(1) the name, address or headquarters of the applicant;
(2) if the applicant is not an individual, the names and addresses of the
applicant's principal officers and managers or principal place of business;
(3) the purpose of the solicitation activity;
(4) the period of time for which the permit is desired;
(5) a description of the proposed geographical area where the solicitation is to
occur;
(6) the names and addresses of the persons who will be in direct charge of
conducting the solicitation and the names of all canvassers and solicitors
connected, or to be connected with the proposed solicitation;
(7) a statement to the effect that if a permit is granted, it will not be used or
represented in any way as an endorsement of the activity by the Town or by any
department or officer thereof; and
(8) such other information as may be reasonably required by the Authority in
order for the Authority to determine the kind and character of the proposed
solicitation.
Section 2. THE AUTHORITY. The Authority is to be the Board of Selectmen.
In the event that the Board of Selectmen are unavailable or cannot meet within seven
(7) days to act upon an application for a permit pursuant to Section (3) below, the
Chief of Police or his designee shall act as the Authority.
Section 3. TIME OF APPLICATION. Application for a permit to solicit shall be
made to the Authority at least seven (7) days prior to the time of the proposed
effective date of the permit; provided, however, that the Authority for good cause
shown, may allow the filing of an application less than seven (7) days before such date.
Section 4. FEE. Each applicant shall pay to the Authority a registration fee of
$3.00 to cover the costs of processing the application.
Section 5. STANDARDS FOR GRANTING PERMIT. The Authority shall issue a
permit to each applicant who fulfills the requirements of Sections 3 and 4 and whose
proposed solicitation is not detrimental to the public health, safety or welfare as
determined by the Authority. If the applicant is a charitable organization, the

Authority shall grant a permit unless there exist reasonable grounds to believe such
organization will engage in fraudulent solicitation.
Section 6. TIME OF SOLICITATION. In order to avoid congestion, the Authority
may grant a permit upon condition that the applicant who has obtained a permit
(hereinafter " permitee") solicit only during a specified period of time to be reasonably
designated by the Authority.
Section 7. IDENTIFICATION OF CANVASSER OR SOLICITOR. Each permitee
must have on his person at all times during the permitted activity the permit itself or,
if the permitee is an organization, an identification card to be issued in sufficient
number by the Authority to the organization, identifying each of its solicitors as valid
members of that organization and stating that the organization has a valid permit to
solicit for a specified period of time. The permitee must exhibit the permit or
identification card upon request to any person solicited or to any police officer.
Section 8. EXEMPTIONS. The provisions of this By -Law Sections 1 through 11
shall not apply to officers or employees of the Town, county, state or federal
government, or any subdivision thereof, when on official business, or to any religious
organization. For the purposes of this Article, a "religious organization" is any
religious group which has Intern alR even ueService tax - exempt status.
Section 9. REVOCATION. Any permit may be revoked by the Authority for any
violation by the permitee of this By -Law or any other By -Law of the Town or of any
state or federal law or whenever the permitee engages in solicitation detrimental to
the public health, safety or welfare as determined by the Authority.
Section 10. EXPIRATION OF PERMIT. Unless revoked pursuant to Section 9, a
permit to solicit in the town will expire automatically at the end of the period
specified in the application for a permit. A solicitor whose permit has expired may
apply for a new permit.
Section 11. PUNISHMENT. Violation of this By -Law is punishable as a
misdemeanor.
SOLICITATION BY RELIGIOUS ORGANIZATIONS
Section 12. REGISTRATION REQUIRED. It shall be unlawful for any person to
call at residences and /or businesses without the previous consent of the owner or
occupant for the purpose of soliciting on behalf of a religious organization donations or
sales without first having registered with the Chief of Police or his designee. The
registrant shall provide his name and address and the name and address of the
headquarters of the religious group for whom he is soliciting. Such registration shall
be effective for a period of six (6) months and may be renewed.
Section 13. IDENTIFICATION. Upon registration by any person pursuant to
Section 12, the Chief of Police or his designee shall issue an identification badge which
contains the Registrant's name and the name of the religious group for whom he is
soliciting. Each registrant must have reasonably visible on his person at all times
during solicitation such identification badge.
Section 14. AVAILABILITY OF REGISTRATION. The Chief of Police or his
designee shall provide a reasonable means for registration and issuance of identifica-
tion badges.
Section 15. TIME OF SOLICITATION. Registrants may solicit only between the
hours of 9:00 a.m. and sunset.
Section 16. EFFECT OF INVALIDITY. The invalidity of any section or provision
of this By -Law shall not invalidate any other section or provision thereof.

ARTICLE 18. Move that Article XIX, of the By -Laws be ammended by adding
the words, public auction to section 1, so that the last sentence shall read; It may be
disposed of by sale, public auction, trade or otherwise upon the approval of the
Finance Committee.
By adding new sections as follows.
Section 2; All tangable personel property exceeding a market value of five hundred
and one dollars ($501.00) within the control of a town officer or a town board or
committee, but excluding the Municipal Light Board, shall be determined by that

officer, Board or Committee to be surplus, obsolete, salvage or beyond repair -It shall
be disposed of by public auction, trade or otherwise upon the approval of the Finance
Committee or Town Meeting.
Section 3; There may be one or more auctions annually to dispose of all items covered
under sections 1 and 2, it shall be the duty of the Board of Selectmen to carry out said
auction. All items covered under sections 1 and 2 shall be and here by are transferred
to the Board of Selectmen to carry out the purpose of this section.
Section 4; All real property owned by the Town however acquired that is declared
surplus having a market value of Five Thousand Dollars ($5000.00) or more, shall be
sold at public auction on approval of Town Meeting.
Section 5; All real property owned by the Town however acquired that is declared
surplus having a market value of under Five Thousand ($5000.00) or less, may be
disposed of upon the approval of the Finance Committee.

ARTICLE 19. To see if the Town will vote to authorize the Board of Selectmen
on behalf of the Town to sell or convey upon such terms and conditions as they may
determine, a certain strip or parcel of land located on the Southerly side of Federal
Street shown as Lot #3 on Reading Assessors Plot # 103 and described as follows:
Beginning at a pont on the Southerly side of Federal Street sixty -seven and
forty -five one hundredth feet (67.451) Westerly from the common property line of Lot
#4 owned by Joseph W. Martin, and Lot #5 owned or formerly owned jointly by Carroll
E. and Esther L. McMillan;
Then the line runs Southerly one hundred and twelve and thirty -one hundredth
feet (112.30') along the Westerly side of Lot #4;
Thence turning 90 degrees the line runs Westerly along the Northerly line of
Laurel Hill Cemetery for a distance of five feet (51);
Thence turning 90 degrees the line runs Northerly along the property line of Lot
#2 owned or formerly owned by Stephen L. Dodge for a distance of one hundred and
twelve and forty -one hundredth feet (112.401).
Thence turning Easterly along the Southern line of Federal Street for a distance
of five feet (59 to the point of beginning.
The described area contains five hundred sixty -one and seventy -five one hund-
redth square feet (561.75) more or less, and is recorded on Page #323, Book #2468, at
the Registry of Deeds, Middlesex County, or take any other action with respect
thereto.

of additional street lights on the public streets during the year 1980, or what it will do
in relation thereto.

levy or transfer from available funds or otherwise and appropriate for the Board of
Assessors to publish for general circulation its valuation lists for real estate for the
1981 fiscal year, as voted at Town Meeting on March 20, 1972 to be published every
second year, or take any other action with respect thereto.

ARTICLE 22. To see what sum the Town will raise by borrowing or from the tax
levy or transfer from available funds or otherwise and appropriate for the Board of
Assessors to contract with a private outside firm to conduct a town -wide revaluation
of all real estate, personal property and utilities as mandated by the Courts and being
enforced by the Department of Revenue, or take any other action with respect
thereto.

truck for the Fire Department or take any other action with respect thereto.

exchange or dispose of, upon such terms and conditions as they may determine, three
cars in the use of the Police Department, and to see what sum the Town will raise by
borrowing or from the tax levy or transfer from available funds, or otherwise and
appropriate for the purchase of three new cars for the Police Department, or take any
other action with respect thereto.

ARTICLE 30. To see what sum the Town will raise by borrowing, or from the tax
levy or transfer from available funds, or otherwise and appropriate for the purpose of
hiring an energy consultant to determine what energy conservation methods and
procedures can be implemented for the buildings under the supervision of the Building
Maintenance Department or take any other action with respect thereto.

levy or transfer from available funds, or otherwise and appropriate for the purpose of
making improvements to increase the energy efficiency of those Town Buildings under
the supervision of the Building Maintenance Department or take any other action with

constructing a building to house radio equipment at the Auburn St. water tower or take

ARTICLE 37. A Special Article that it be moved that the Selectmen be
instructed to form an advisory committee on or before July 1, 1980 to advise the
Selectmen of actions regarding all aspects of the continuing development and
hazardous waste removal at the Industri -Plex 128 site in NorthWoburn.
This advisory committee should be constituted from the following: at least one
Town Meeting member from each precinct; at least one member from the Board of
Health, the Conservation Commission, and the Board of Public Works; at least one
member from Citizens Against Pollution (CAP) and at least one member from any
other interested, duly constituted Town Board or organization.

consultants and other experts for the purpose of combating pollution and chemical
problems emanating from the City of Woburn, such consultants' or experts' services to
include participation, if necessary, in Court proceedings relating to this matter, or
take any other action with respect thereto.

following described property and to see what sum the Town will establish as the
minimum amount to be paid for such sale, or take any other action with respect
thereto;
Beginning at a point on the northerly sideline of John Street which is northwes-
terly from the town line dividing Reading and Wakefield one hundred forty -nine and
twenty -eight hundredths feet (149.281) more or less;

ARTICLE 49. To see what sum the Town will raise by borrowing, or from the tax
levy, or transfer from available funds, or otherwise, and appropriate for the purpose of
improving, constructing and reconstructing Town Public Ways in accordance with
Chapter 480 of the Acts of 1979 such sums to be spent by and under the direction of
the Board of Public Works and in such locations as the Board of Public Works may
deem advisable, or take any other action with respect thereto.

ARTICLE 50. To see what sum the Town will raise by borrowing, or from the tax
levy, or transfer from available funds or otherwise, and appropriate for the purpose of
completion of the construction of private ways known as Chapel Hill Drive and
Terrace Park, in accordance with the terms of certain performance bonds executed by
Terrace Trust to the benefit of the Town of Reading on August 12, 1977 and December
19, 1977 pursuant to the Massachusetts General Laws Chapter 41, such funds to be
spent by and under the direction of the Board of Public Works or take any other action

ARTICLE 51. To see if the Town will amend the present zoning By -laws to
establish a new category of property called a Buffer Zone abutting residence A and
contained within Business C to apply to and be considered part of all new construction
(any and all new buildings, parking lots or other structures). The zone is to be 15 feet
(minimum) wide containing a 3 foot high berm with a 6 foot high closed picket fence
on top of the berm and a closed row of mature evergreen trees behind the fence in the
zone. The zone is to be well maintained to assure abutting residents of visual privacy
and noise abatement.

copy of said Warrant to each Town Meeting Member at least fourteen (14) days prior
to the time of holding said meeting.
