Sullivan, Jr. it was voted that this meeting stand adjourned to meet in the Reading Memorial High School Auditorium at 8:00 P. M. on Tuesday, May 29, 1979. Meeting adjourned at 11:01 P. M. 150 Town Meeting members were present. A true copy. Attest: Lawrence Drew Town Clerk ADJOURNED ANNUAL TOWN MEETING Reading Memorial High School Auditorium May 29, 1979 The meeting was called to order by the Moderator, John W. Faria, at 8:00 P. M. The invocation was given by the Moderator, Mr. Faria, followed by the Pledge of Allegiance to the Flag. ARTICLE 9. On motion of Douglas A. Cowell it was voted that the sum of Two Hundred Seventy -One Thousand Dollars ($271,000) be raised from the tax levy and appropriated for the Board of Public Works as follows, each item being considered as a separate appropriation: Salaries for Rubbish Collection and Disposal $ 2,100 Expenses for Rubbish Collection and Disposal 208,900 Salaries for Sanitary Landfill and Recycling 30,000 Expenses for Sanitary Landfill and Recycling 30,000 Total $271,000 ARTICLE 9. On motion of Gail F. Wood, as amended by John W. Price, it was voted �w. that the sum of Eighty Thousand Dollars ($80,000.00) be raised from the tax levy and appropriated for the purchase or lease by the Board of Public Works of the following: One (1) sedan One (1) van Two (2) pickup trucks Two (2) trucks G.V.W. 34,000 lbs. and that the Board of Public Works be, and it hereby is authorized and empowered to sell, or transfer, or exchange upon such terms and conditions as it may determine, One (1) 1970 Chevrolet sedan Three (3) 1971 Chevrolet pickup trucks Two (2) 1970 Diamond Reo trucks G.V.W. 30,000 lbs. and the proceeds from such sales, exchanges or transfers are to be appropriated in addition to aforementioned Eighty Thousand Dollars ($80,000.00) for the purchase or lease of the aforesaid equipment such sum to be expended by and under the direction of the Board of Public Works. ARTICLE 9. On motion of Gail F. Wood it was voted that the sum of Nine Thousand Dollars ($9,000.00) be raised from the tax levy and appropriated for the purpose of maintaining, improving and constructing Traffic Control Signs and Street Line Painting, such sum to be expended by and under the direction of the Board of Public Works. ARTICLE 9. On motion of James J. Sullivan, Jr. it was voted that the sum of Ninety - Eight Thousand Dollars ($98,000) be transferred from the Municipal Light Operating and Maintenance Account, and that the sum of Three Hundred Ten Thousand Two Hundred Dollars ($310,200) be raised from the tax levy and that such sums totalling Four Hundred Eighteen Thousand Two Hundred Dollars ($418,200) be appropriated for all insurance except Group Insurance for Town employees, and that said sum be expended by and under the direction of the Board of Selectmen. Sullivan, Jr. it was voted that the sum of Fifty - Three Thousand Seven Hundred Twenty -One Dollars ($53,721) be transferred from the Municipal Light Department Operating and Maintenance Account and that the sum of Three Thousand Dollars ($3,000) be transferred from the Group Insurance Dividend Account and that the sum of Three Hundred Sixty -Nine Thousand Thirteen Dollars ($369,013) be raised from the tax levy and that said sums totalling Four Hundred Twenty -Five Thousand, Seven Hundred Thirty -Four Dollars ($425,734) be appropriated for group life insurance, group accidental health and dismemberment insurance for Town employees in accordance with the provisions of Chapter 32B of the Massachusetts General Laws, and that said sum be expended under the direction of the Board of Selectmen. ARTICLE 9. On motion of Marvin M. Rosenthal it was voted that the sum of Two Hundred Twenty -One Thousand, Two Hundred Fifteen Dollars ($221,215) be transferred from the Municipal Light Department Operating and Maintenance Account, and that the sum of Five Hundred Eighty -One Thousand Seven Hundred Eighty -Five Dollars ($581,785) be transferred from free cash, and that said sums totalling Eight Hundred Three Thousand Dollars ($803,000) be appropriated for Contributory Retirement System as itemized, in accordance with the provisions of Section 22, 7 of Chapter 32 of the Massachusetts General L aws: Pension Fund Expense Fund $786,682 16,318 803,000 ARTICLE 9. On motion of Marvin M. Rosenthal it was voted that the sum of Thirty - Nine Thousand Eighty -Eight Dollars ($39,088) be transferred from the Municipal Light Department Operation and Maintenance Account and that the sum of Forty -Four Thousand One Hundred Forty -Five Dollars ($44,145) be transferred from free cash and that the sum of Thirty -Three Thousand Nine Hundred Thirty -Nine Dollars ($33,939) be raised from the tax levy and that said sums totalling One Hundred Seventeen Thousand One Hundred Seventy - Two Dollars ($117,172) be appropriated for non - contributory pensions and annuities. ARTICLE 9. On motion of Maureen T. O'Brien it was voted that the sum of Thirty Thousand Dollars ($30,000) be raised from the tax levy and appropriated for unemployment benefits. ARTICLE 9. On motion of Maureen T. O'Brien it was voted that the sum of Forty -Six Thousand Dollars ($46,000) be transferred from Sewer Construction (Receipts reserved for appropriation) and that the sum of Two Hundred Thirty -Eight Dollars ($238.00) be trans- ferred from Water Construction Available Funds and that the sum of One Million Four Hundred Ninety -Seven Thousand Four Hundred Forty -Four Dollars ($1,497,444) be raised from the tax levy and that said sums totalling One 'Million Five Hundred Forty -Three Thousand Six Hundred Eighty -Two Dollars ($1,543,682) be appropriated for maturing debt and interest as follows: ARTICLE 9. On motion of Donald E. Trudeau, as amended by Carl H. Amon, Jr., it was voted that the sum of One Hundred Fifty Thousand Dollars ($150,000) be transferred from the Overlay Surplus Revenue and that said sum of One Hundred Fifty Thousand Dollars ($150,000) be appropriated to the Reserve Fund for expenditures under the direction of the Finance Committee. On motion of James J. Sullivan, Jr. it was voted to lay Article 9 on the table. ARTICLE 10. On motion of Maureen T. O'Brien it was voted that the sum of Eight Thousand Four Hundred Dollars ($8,400) be raised from the tax levy and appropriated for the purchase of uniforms for the Police Department. O'Brien it was voted that the sum of Four Thousand Four Hundred Ten Dollars ($4,410) be raised from the tax levy and appropriated for the purchase of uniforms for members of the Fire Department. ARTICLE 12. Maureen T. O'Brien moved that the sum of One Hundred Five Dollars ($105.00) be raised from the tax levy and appropriated to pay unpaid bills of prior year. On motion of Donald E. Trudeau it was voted to lay Article 12 on the table. On motion of James J. Sullivan, Jr. it was voted that this meeting stand adjourned to meet at 8:00 P. M. on Thursday, May 31st, 1979, in the Reading Memorial High School auditorium. Meeting adjourned at 11:00 P. M. 145 Town Meeting members were present. A true copy. The invocation was given by the Rev. Lewis MacLean of the Church of the Nazarene, followed by the Pledge of Allegiance to the Flag. low On motion of Maureen T. O'Brien it was voted to take Article 12 from the table. ARTICLE 12. On motion of Maureen T. O'Brien it was voted that the sum of One Hundred Five Dollars ($105.00) be raised from the tax levy and appropriated to pay unpaid bills of prior year. ARTICLE 13. On motion of Virginia M. Adams it was voted that the Town of Reading transfer the sum of $968.00 from the General Fund to the Historical Commission. That sum being the surplus from the Bicentennial Commission as stated in its Final Report of November 1978. ARTICLE 14. On motion of James J. Sullivan, Jr. it was voted that the sum of Five Thousand Dollars ($5,000) be raised from the tax levy and appropriated for the purpose of hiring consultants and other experts for the purpose of combating and eliminating air pollution in the form of an odor emanating from the City of Woburn, such consultants' or experts' services to include participation, if necessary, in court proceedings relating to this matter. Said sum to be expended under the direction of the Board of Selectmen. On motion of Barry J. Mitchel it was voted to lay Article 15 on the table. On motion of Barry J. Mitchel it was voted to take Article 2 from the table. ARTICLE 2. The following report was read by Barry J. Mitchel for the Police Station Building Committee: POLICE STATION BUILDING COMMITTEE Progress Report, May 21, 1979 The Police Station Addition and Renovation Project, begun on April 17, 1978, is now complete except for a few minor finish items. The work has been approved by the Building Inspector, and the detention facilities have been approved by the Commonwealth of Massachusetts. The Building Committee is awaiting formal approval by the Architect, Goodwin -Gallagher Associates, before accepting the building.
