Board - Committee - Commission - Council: 21' Historical Commission September 24, 2013 Set to $1,000 for FY 2014. Date: 2013 -09 -24 Time: 7:30 PM Building: Reading Town Hall Location: Town Hall Conference Room Address: 16 Lowell Street All Purpose: Regularly scheduled meeting 15 -17 Village St. — No change. Attendees: Members - Present: All Chair: Sharlene Reynolds Santo (SRS) 65 Wakefield St. — The new owners are working on the house. Treasurer: Roberta Sullivan (RS) Secretary: Carl Mittnight (CM) 91 Prospect St. — The builder emailed the Commission to find Robyn Parker (RP) Nancy Kohl (NK) out if the house is on the historic list and what are the building Virginia Adams (VA) Sally Hilgendorff (SH) guidelines for structures on the historic list. Members - Not Present: none Others Present: none Minutes Respectfully Submitted By: Carl Mittnight Topics of Discussion: Subject Discussion Action Items R Meeting August 27, 20 -13 meeting minutes reviewed and approved Update and CM Minutes unanimously, as amended. submit Budget Set to $1,000 for FY 2014. RS Archives Resuming Tuesday morning working sessions on 10/1/2013. All Properties 15 -17 Village St. — No change. All 65 Wakefield St. — The new owners are working on the house. 91 Prospect St. — The builder emailed the Commission to find out if the house is on the historic list and what are the building guidelines for structures on the historic list. 86 West St. — House in West Street Historic District was sold. Post Office — The building is back on the market. Membership Sally Hilgendorff, previous Commission associate member, has All taken a seat on the Commission as a voting member. Carriage Jesse Wilson keeping the Commission up to date on CPDC All House By- work to loosen up the by -law to enable it to be used. This will law be discussed at the next CPDC meeting. The Commission reviewed the by -law to identify points where requirements might be relaxed. Commission The list of historic homes needs to be put up on the website. Demolition The Commission reviewed the emails related to how the by -law All Delay By -law supports mitigation measures when a historic home owners requests a demolition permit. The Commission members agreed to review the emails and be prepared to discuss at the next meeting. SH agreed to have her father, an attorney, review the email, written by an attorney, and translate it for a lay audience. The Commission also discussed the how, or if, the demolition All permit expires and whether or not another demolition delay hearing would need to be held and a new decision rendered. The Commission reviewed and amended the Town Staff and VA Owner cover letter and checklists for moving through the demolition process. VA will update and redistribute prior to the next meeting. Mass. VA will present and appear on a panel at the Massachusetts VA Historical Historical Preservation Conference in Lexington, MA on Conference October 18, 2013. Memoir NK mentioned a memoir writing class to be held at 6:00 pm on NK Writing October 15 and 22. People may sign up for one or both sessions.
