Call to Order
APRIL 11, 1983 135
A special meeting of the Reading School Committee convened at 7 :35 p.m.
on April 11, 1983, in the conference room of the Pupil Services Department
at Reading Memorial High School. Present were all members except Mr. Allen
who was in a negotiations session with cafeteria employees. Also present
were Assistant Superintendents Winslow and Munnelly and a representative of
the Daily Times and Chronicle.
Bids
The Committee discussed the bids for painting contracts. On a MOTION by
Mr. Nissen, SECONDED BY Mrs. Philbrick, the committee voted to award con-
tracts as follows:

FinCom Meeting
Chairman Garroway reported the results of the meeting with the Reading
FinCom. At that session, the FinCom agreed to have its proposal to Town
Meeting match the voted budget of the Reading School Committee. Mr. Garro-
way expressed his pleasure that "for the first time in years, we will go to
Town Meeting with our differences ironed out." Mr. Winslow estimated the
overall budget increase to be 5.20.
The School Committee discussed the "base" which this budget represents so
that it could be clear if the FinCom decided to make recommendations for
later budgets on the base amount of 1983 -84 budget. Mr. Nigro was assured
that the recent decision to return unexpended funds to the Town did not
lower the School Committee's "base" for the future.
Mr. Nigro asked if the School Committee could learn what educational budget
items usually included in the per pupil amount were not accepted for 1983-
84 due to lack of funds. Mr. Nigro's question grew out of his reading of
the High School Evaluation report prepared by the high school teaching staff
in anticipation of the accreditation visit. Mrs. Philbrick reiterated her
view that some part of unexpended funds should have been diverted to educa-
tional materials.
Dr. Munnelly reminded the School Committee that the staff report was a
piece of business still in the discussion stage and that no formal response
to the misconceptions in the staff report had yet been offered to the staff
or visiting educators.
On a MOTION by Mr. Coco, SECONDED by Mr. Nigro, the Reading School Committee
voted unanimously by roll call to go into executive session to discuss issues
of bargaining and negotiating. It was 8 :15 p.m. when, on a MOTION by
Mr. Nissen, SECONDED By Mrs. Philbrick, the committee voted to adjourn.
