HomeMy WebLinkAbout1983-01-10 School Committee MinutesREADING SCHOOL COMMITTEE MINUTES JANUARY 10, 1993 81 Call to Order A regular meeting of the Reading School Committee was called to order.by Chairman Garroway on January 10, 1983, at 7:06 p.m., in the Central Office Conference Room. All members were present (Mr. Landers arrived at 7:15 and Mr. Nigro at 7:29 p. m.). Also present were Superintendent Wells and Assistant Superintendents Munnelly and Winslow. There were five visitors, including representatives of the Finance Committee, the Citizens Advisory Council and the Daily Times and Chronicle. Approval of the Minutes of January, 3, 1983 Mr. Allen moved, seconded by Mrs. Philbrick, and it was unanimously voted to accept the minutes of the meeting of January 3, 1983, with the following correction: Page 8, paragraph 6, the last sentence should read: "The motion was defeated on a tie vote, with Mr. Allen, Mr. Nigro and Mrs. Philbrick voting in favor and Mr. Coco, Mr. Landers and Mr. Garroway voting against." Approval of Bills and Payrolls Warrants for bills and payrolls were authorized as follows: Bills January 7, 1983 - General Expense - Total - $12,552.66 Payrolls January 14, 1983 - Weekly - Total - $26,034.65 January 13, 1983 - Teachers - Total $294,177.63 Citizens Input There was no citizens input. FY84 Budget Preparation Mr. Winslow gave a recap of fuel oil consumption and cost figures for the past two fiscal years, as requested by the School Committee at the January third meeting, and distributed copies of a paper showing the history of oil deliveries to the various schools since the 1974 -75 year. Mr. Landers moved, seconded by Mrs. Philbrick, and it was voted unanimously to approve, for preliminary budgetary purposes, $329,248 for heating of buildings (4120 series) for FY84. Mr. Winslow said the budget figures for electricity had been revised from $181,030 to $191,646 to comply with recently received Finance Committee guidelines which state that projections for FY84 costs should be 15% more than those of FY83. Mr. Landers moved, seconded by Mr. Allen, and it was unanimously voted to amend the vote of the last meeting by approving, for preliminary budget purposes, $191,646 for elec- tricity (4130 series) for FY84. After consulting with a roofing firm Mr. Winslow recommended that $47,900 be allocated for reroofing the gir i' S gY«�rlasiu�I� at ttie iiigti S1:.11VU1• S-2 READING SCHOOL COMMITTEE MINUTES JANUARY 10, 1983 Mrs. Philbrick moved, seconded by Mr. Allen, and it was voted unanimously, to approve for preliminary budgetary purposes, $47,900 for reroofing the girls' gymnasium at Reading Memorial High School, This motion changed the total of the 7200 series to $172,900. There was a brief discussion of the agreement for maintenance and scheduling of fields with the Board of Public Works and the Recreation Committee which the School Committee has conditionally approved. Chairman Garroway felt that at the January 17th meeting the School Committee could vote final approval of the document. Mr. Coco moved, seconded by Mrs. Philbrick, and it was voted unanimously that a total of $9,650 be deleted from the expense portion of the FY84 budget - $9,300 for field maintenance and $350 for gas for mowing. Mr. Coco moved, seconded by Mr. Landers, and it was unanimously voted that $3,600 for summer help be deleted .from the salary portion of the FY84 budget. Mr. Coco, who has acted as liaison to the Board of Public Works and the Recreation Committee, said he was glad to see this come about, adding that it is first step in cooperation between boards in Town. Following a discussion of the budget as a whole and the expected surplus in the FY83 salary account of $75- 100,000, Mr. Landers moved, seconded by Mr. Coco, and it was unanimously voted to adopt as bottom line figures for the FY84 budget $1,886,348 for expenses and $8,921,157 for salaries, contingent upon application and availability of a surplus and to conform with Finance Committee guidelines - for a total of $10,807,505. Executive Session - Adjournment At 8:20 p. m. Mr. Allen moved, seconded by Mrs. Philbrick, that the Committee enter: into executive session to discuss matters pertaining to bargaining and negotiations and a personnel matter.
