SCHOOL COMMITTEE MEETING
MINUTES
CALL TO ORDER
NOVEMBER 30, 1987
Chairman George Shannon called the regular meeting of the Reading School
Committee to order at 7:30 p.m. on November 30, 1987, in the Superintend-
ent's Conference room at 34 Gould Street. All members were present.
Also present were the Superintendent, Robert J. Munnelly, Assistant
Superintendents Ronald A. Winslow and Lynn M. Bak, Dr. Mark Piechota,
Mr. Paul Guerrette Principal of Killam School, parents,and a reporter
from the Chronicle.
APPROVAL OF MINUTES OF NOVEMBER 17, 1987
Dr. Munnelly requested the Committee postpone approval of minutes until
next meeting on December 7.
BILLS AND PAYROLLS
No bills or payrolls submitted.
OLD BUSINESS
Attorney Fabbri, Assistant District Attorney from the Commonwealth of
Massachusetts, conducted a workshop regarding the issue of the Massachu-
setts Open Meeting Law and Public Records Law for the members of the
School Committee and the audience.
The various issues Attorney Fabbri presented were in regards to the
processes of:
• open meeting
• executive session
o minutes, their release, timing and accuracy, and
• hiring procedures.
Much dialogue and discussion took place throughout the two hour session,
including clarification of questions and concerns.
The workshop was well received by the members of the School Committee
and was deemed a beneficial and productive session.
SCHOOL IMPROVEMENT COUNCIL'S PROPOSALS
As a result of the School Committee's request from the November 17 meeting,
additional information regarding certain items of expenditure from the
Reading Memorial High School and Killam School Improvement Councils was
provided.

On a motion made by Mr. Nissen, seconded by Ms. Lyons, the committee
endorsed the remaining recommendations of expenditures from Reading
Memorial High School. The vote was unanimous.
Principal Paul Guerrette and School Improvement Council representative
William Griset spoke on behalf of the Killam School proposal regarding
an after school computer course being offered for children.
On a motion by Mr. Nissen, seconded by Mrs. Philbrick, the committee
endorsed the remaining recommendations of expenditures from Killam School.
The vote was unanimous.
EVALUATION OF SUPERINTENDENT
The School Committee presented its first quarterly evaluation of
Dr. Robert J. Munnelly. Overall, committee members felt that Dr. Munnelly
has done a very adequate job since taking over the position in early
September. The Committee recognized that it was too early in the year to
accurately evaluate Dr. Munnelly on the several areas identified.
Committee members completed an evaluation which identified twenty areas
of performance, ranging on a one to five scale. The general areas as-
sessed included:
Relationships.with Committee,
Business and Finances
• Educational Leadership
• Personnel, and
e Performs other related duties
Staff, Students and Community
as assigned by the Committee.
Another evaluation is expected to be conducted in the spring of 1988.
APPOINTMENTS
On a motion by Barbara Philbrick, seconded by Carol Lyons, Mrs. Claudia
A. Corcoran was appointed as a long term sub replacement for Mrs. Chappell,
who is taking a maternity leave followed by a child - rearing leave to the
end of the school year. Mrs. Corcoran will be assigned to Grade 2,
Joshua Eaton School, at rate M -1 - $22,829 pro- rated, effective
November 30, 1987, retroactive to November 25, 1987. The vote was
unanimous.
There being no further business a motion was made by Carol Lyons,
seconded by Barbara Philbrick, to adjourn the meeting at 10:50 p.m.
Vote was unanimous.
