PUBLIC HEARING MINUTES
CALL TO ORDER
FEBRUARY 8, 1988
Chairman George Shannon called the regular meeting of the Reading
School Committee's Public Hearing on the 1989 Budget to order at
7:30 p.m. on February 8, 1988 in the library of the J. W. Killam
School. All members were present with the exception of Cliff
Allen. Also present were Superintendent Robert J. Munnelly;
Assistant Superintendents Lynn M. Bak and Ronald A. Winslow;
teachers; Town members;and a reporter from the Chronicle.
PRESENTATION AND OVERVIEW OF BUDGET
Dr. Munnelly presented the audience with the FY 1989 School
Budget. The presentation included an explanation of the function
percentages and the salary /expenses percentages of expenditures
of the school budget. Dr. Munnelly provided justification for
the 4.1% increases being sought, and highlighted the educational
needs and priorities of Reading's educational programs.
Questions and discussions followed.
ADJOURNMENT
At 8:37 p.m., there being no further business, Mr. Coco moved to
adjourn, seconded by Mr. Nissen. The vote was unanimous.

CALL TO ORDER
FEBRUARY 8, 1989
Chairman George Shannon called the regular meeting of the Reading
School Committee to order at 8:45 p.m. on February 8, 1988 in the
library of the J. W. Killam School. All members except Cliff
Allen were present. Also present were Superintendent Robert J.
Munnelly; Assistant Superintendents Lynn M. Bak and Ronald A.
Winslow;and a reporter from the Chronicle.
APPROVAL OF MINUTES
A_ motion was made by Mrs. Philbrick, seconded by Ms Lyons to
approve the Minutes.of the meeting of February 1, 1988. Mr.
Nissen noted a change of date under the Superintendent's
Evaluation. The date should read February 8, 1988 rather than
February 22, 1988. The vote was unanimous.

Warrants for bills and payrolls were approved as follows:

OLD BUSINESS
Discussion of Issues
'Dr. Munnelly shared with the Committee an information sheet
showing the cost per pupil expended in Reading as compared to
surrounding districts.
'Chairman Shannon shared a letter of support that was received on
behalf of the creation of a Girls Swim Team at Reading Memorial
High School in the fall of 1988.

NEW BUSINESS
Annual Reports
Dr. Munnelly prepared and distributed copies of the Superintendent's
Annual Report for 1987 that is to be included in the Town Report.
He reiterated the issues-concerning the need to continue the high
standard of education presently in the Town of Reading; the need for
teachers, parents, students, and taxpayers to a collaborative effort
to maintain and keep that standard; and the issue of the continual
need for the increase of options and curriculum for the special needs
children of Reading. Discussion followed. The School Committee's
Annual Report will be completed within the week and submitted to the
town office for inclusion in the Town Report.
Evaluation of the Superintendent
Chairman Shannon discussed the Superintendent's Evaluation that
Mr. Nissen had collated from each member. Overall, the
evaluation was very positive and informative.
Assistant Superintendent Search
Dr. Munnelly shared with the Committee the progress he has made
to date with interviewing and screening the finalists for the
Assistant Superintendent position. Dr. Munnelly's process will
be completed by February 22, 1988, at which time the School
Committee will appoint the Assistant Superintendent at the
February 29, 1988 meeting.
INFORMATION
Financial Statements
Mr. Winslow shared with the School Committee the Account Balances
and the Expense Accounts as of January 29, 1988, and shared the
Cafeteria Statement year -to -date.
RESIGNATION
Mr. Nissen moved to accept the Resignation of Kim Amoroso,
Foreign Language teacher at Reading Memorial High School,
effective February 12, 1988. Seconded by Ms. Lyons. The vote
was unanimous.
LEAVES
Mr. Nissen moved to accept the Second Request for Child- Rearing
Leave for Noreen O'Brien Scarpitto, for the 19.88 -89 school year.
Seconded by Ms. Lyons. The vote was unanimous.

Maternity leave for Diane E. Bowers was entered into the record.
Her leave would begin February 13, 1988 through April 25, 1988.
OTHER BUSINESS
The School Committee will plan to meet with Attorney Alan
Drachman at the February 29, 1988 meeting.

At 9:15 p.m., there being no further business, Mrs. Philbrick
moved to adjourn, seconded by Mr. Coco. The vote was unanimous.
