REGULAR SESSION MINUTES FEBRUARY 5, 1990
CALL TO ORDER
Chairman Stan Nissen called the regular meeting of the Reading
School Committee to order at 7:08 p.m. in the Superintendent's
Conference Room, at 82 Oakland Road. All members were present
with the exception of Margaret Cowell and Mary Williams. Also
present were Superintendent Dr. Robert J. Munnelly, Assistant
Superintendent Lynn M. Bak and Business Manager Warren Hopkins,
and a reporter from the Chronicle.
APPROVAL OF MINUTES
There were no minutes to be approved.

Kendra Cooper raised questions regarding the P.T.O. safety report
and about what procedure for health and nursing services have been
done at Kiilam and Birch Meadow Elementary Schools. Dr. Munnelly
responded that a handbook has been developed and will changes be
shared with School Committee next week.
SUPERINTENDENT'S REPORT
Dr. Munnelly complimented Sue Wheltle who was named Director of
the Year by the Massachusetts Director of Art Association. She
was cited for the quality of art in Reading, and for her contri-
bution to such statewide endeavors as Art All State, serving on
the Massachusetts Council for the Arts, and for numerous efforts
to enhance the arts statewide.

OLD BUSINESS
BUDGET FY91
2 FEBRUARY 5, 1990
Chairman Nissen shared the override figure of $1,553,000 that the
Selectmen voted which would give the schools $1,153,000 if the
override passes. Two tasks for School Committee in the event of
an override would be to identify the $218,000 of cuts needed for
Town to take from our budget and to put back $56,000 into the Put
Back II Budget.
Carol Lyons moved to delete $10,000 from Professional Development
Funds FY91. Barbara Philbrick seconded the motion. The vote was
unanimniiG_
Carol Lyons moved to retain $28,000 in the Deep Cut Budget for an
Elementary Teacher (Barrows Combination Class), $32,000 for one
_Middle School Reading Teacher, $20,000 for a nurse, $12,000 for
the Swim Team, $12,000 for.. Extracurricular, $6,832 for Team
Cheerleader Advisors. Barbara Philbrick seconded the motion.
Discussion followed. The vote was unanimous.
Carol Lyons moved to cut the remaining estimated amounts as iden-
tified in enclosure B -2 -a. George Shannon seconded the motion.
The vote was unanimous.
( George Shannon motioned that the School Committee move half of the
remaining Elementary and Secondary Supplies, $10,000; One Middle
Imo" School Aide, $7,000; and one Custodian, $22,000. Carol Lyons
seconded the motion. The vote was unanimous.
Carol Lyons moved to restore back $8,000 for the Data Entry Clerk,
$4,000 for Negotiation Council, and additional supplies. Barbara
Philbrick seconded the motion. Discussion followed.
Both Carol Lyons and Barbara Philbrick withdrew their motions.
George Shannon moved to restore a second school Aide for $7,000,
$10,500 for supplies, and 55,000 for Professional Development.
Barbara Philbrick seconded the motion. The vote was unanimous.
Barbara Philbrick moved to restore $2,000 of Negotiation Council
monies and $2,500 for the Data Processing Clerk. Carol Lyons
seconded the motion. Discussion followed with Barbara Philbrick
and Carol Lyons withdrawing their motion.
Carol Lyons moved $4,500 be moved back to Elementary per pupil
supplies. Barbara Philbrick seconded the motion. The vote was
unanimous.
Chairman Nissen encouraged the public to support the overrride for
Proposition 2 1/2

NEW BUSINESS'
ANNUAL REPORTS
Dr. Munnelly shared that the annual Town Book reports that he,
Mary Williams and Lynn had prepared were enclosed (3 -a) for School
Committee perusal and comments.
INFORMATION AND PROPOSALS
RECENT STATE LAWS AFFECTING SCHOOLS
Dr. Munnelly commented on the education state laws the legislature
enacted on at the end of the 1989 session. One of the bills that
was passed (Chapter 603) requires each high school to form a Hand-
book Review Committee including students, parents, teachers and
administrators beginning this spring.
OTHER INTERESTS
Chairman Nissen announced that the next School Committee meeting
would be February 26, 1990.
ADJOURNMENT
George Shannon moved to adjourn at 8:10 p.m. Barbara Philbrick
seconded the motion. The vote was unanimous.
