SCHOOL COMMITTEE MINUTES
STRATEGIC PLANNING SESSION MINUTES 12 NOVEMBER 1994
CALL TO ORDER
Chair Timothy Twomey called the Strategic Planning Session Meeting to order at 8:10 a.m. in
the Superintendent's Conference Room. All members were present with the exception of George
Shannon. Also present were Superintendent Dr. Robert J. Munnelly and Assistant Superintend-
ent Dennis Richards.
OLD BUSINESS
SCHOOL CONSTRUCTION CHANGE ORDER DISCUSSION
The following change orders were the topics for discussion:
Birch Meadow Change Order request 41: The Superintendent reported that the Fire Alarm
Master Box at Birch Meadow needs to be replaced because the Fire Chief felt it was necessary.
Update on Birch Meadow punch list: Dr. Munnelly indicated that he anticipates that the building
will be turned over to the town on or about the beginning of December 1994.
Mr. Cummings asked if we will receive building drawings? The Superintendent said that he be-
lieves we will but he will check on it.
Mr. Twomey asked questions regarding liability insurance for Castagna and what percentage he
is entitled to? The letter from Castagna dated August 19, 1994 clarified some of the questions.
The School Committee wants decisions on the impact on schedule at the time of the change order
request.
A committee member asked if we will have a liquidated damages clause in our contract? The
superintendent indicated that we have an actual damage clause.
Joshua Eaton Change Order #7: Request for a change to eliminate a red fire alarm box and re-
place it with a blue fire alarm box.
Joshua Eaton Change Order #11: The Superintendent reported that it proved to be cheaper to
have the work done in the evening or on Saturdays.

Joshua Eaton Change Order #12: Cathy Cook's request did not get into the specifications. Mr.
Cummings stated that the extra cost should be borne by the architect. Mr. Twomey stated that
there is a need for a design contingency in the future and that on this particular change order we
should approve it and then question the architect about the cost differential between a bid price
and the cost of the proposed change order.
The Committee wanted to know if questions arose regarding the roof at Joshua Eaton. The
superintendent reported that a representative from the Department of Education School Facilities
Service Bureau has informed him that they will expect the roof to be done before the project is
completed and that the portables be moved from Eaton.
Joshua Eaton Change Order #3: The superintendent explained the change order request. After
questions from the committee members, Matthew Cummings moved to approve change order Jo-
shua Eaton #3 in the amount of $16,722. Thomas Stohlman seconded the motion The vote car-
ried 5 -0.
Mr. Cummings pointed out that he does not agree with Change Order # 12 numbers.
The superintendent will investigate the Committee's questions and be sure to remove any state-
ment approving a potential impact on the critical time path.
TOWN AUDIT COMMITTEE REPRESENTATIVE
The Committee agreed to invite Barbara Luddy to be the School Committee liaison to the Town
Audit Committee.
PAINTING BID
The Superintendent reported that the low bid for painting is $8,250 but that he still needs to in-
vestigate the bids. The committee decided to postpone a decision until later in the year.
GOAL SETTING DISCUSSION
Mr. Twomey, Mrs. D'Antona and the Assistant Superintendent will draft a statement of goals for
the consideration of the School Committee.
The Committee reviewed their goals for the 1993 -1994 year. Mrs. D'Antona commented that the
School Committee should actively educate and incorporate the School Councils in the budget
process.

ADJOURNMENT
Thomas Stohlman moved to adjourn to executive session at 10.00 a.m. Matthew Cummings
seconded the motion. The motion carried on a vote of 5 -0
