Quinn, Jr Members - Not Present: Frank Golden Others Present: Victor Santaniello Minutes Respectfully Submitted Topics of Discussion: CALL to ORDER: is Robert J. Quinn, Ir. The Vice Chairman called the meeting to order at 7 PM. The Board last met on June 11, 2013. 1. APPOINTMENTS: None. A copy of the draft minutes for the Board's September 25, 2012 meeting was circulated on June 11, 2013. No changes were proposed. A motion by Mr. McGrane seconded by Mr. Quinn to approve these minutes as written was approved by a vote of 2 -0 -0. A copy of the draft minutes for the Board's September 25, 2012 Executive Session was also circulated on June 11, 2013. No changes were proposed. TOWN APPRAISER'S REPORT: Mr. Santaniello presented the following report: • Patriot Properties is expected to complete data entry by the end of this week. • Preliminary land values are averaging $327,200. • Santaniello plans to visit Patriot Properties next week • Department is obtaining exterior measurements for all new Townhouses — MADOR will allow existing units to be "back filled" over a period of three years. • MADOR wants interior descriptions to be expanded. • Department has had some difficulty in getting Certificate of Occupancy, possibly due to the recent adoption of a new permitting system. • Santaniello expects to have preliminary values in early October. • The debt exclusion number is expected to be available in mid - October. • There are presently eight (8) Reading cases on the Appellate Tax Board's docket, evenly divided between real & personal property tax matters. 4. OTHER SIGNINGS: The Board signed routine Motor Vehicle Excise Tax abatements totaling $6,989.94 ($2,065.13 + 4,924.81) and three Veteran Exemptions totaling $1,200. The Board had previously deferred action on a tax abatement requested by Johnson Woods Realty Corp. pending the clarification of certain language which the Board found to be ambiguous. The requested clarification was obtained on June 12u. Accordingly, the Board signed a Tax Abatement Certificate in the amount of $12,334.84, the smaller of the two possible amounts. 5. NEW BUSINESS 17 Sanborn Lane This 4 family residence was assessed at $495,000 for FY 2013. The current owners purchased the property on July 26, 2012 for $380,000. Mr. Santaniello recommended that the assessed value be reduced to $428,000. A discussion then ensued. A motion by Mr. McGrane seconded by Mr. Quinn to approve the $67,000 abatement recommended by Mr. Santaniello was approved by a vote of 2 -0- 0. 6. OTHER BUSINESS: None. 7. CORRESPONDENCE: June 12, 2013 a -mails from Pat Sullivan and Victor Santaniello to BOA Chairman Frank Golden et al, confirming the amount of FY 2013 tax abatement due Johnson Woods Realty Corporation. June 13, 2013 e-mail from Joanne Fitzpatrick to BOA Chairman Frank Golden et al, transmitting the draft minutes for the September 25, 2012 meeting and Executive Session. 8. NEXT MEETING The next meeting is tentatively scheduled for August 13, 2013. Mr. Santanlello said that he will try to arrange a joint meeting with the Wakefield Board of Assessors. A primary purpose of such a meeting would be to review the Cost Sharing Agreement between the two Towns.
