lc) Move that the Board of Selectmen move the 2014 Local Election to
April 1, 2014.
4a) Move that the Board of Selectmen and Library Board of Trustees place
the following name into nomination for one position on the Library
Board of Trustees with a term expiring April 1, 2014:

4b) Move that the Board of Selectmen confirm the Volunteer Appointment
Subcommittee's recommendations to the Board of Selectmen for the
appointment of the following members to various Boards, Committees
and Commissions for terms beginning December 17, 2013 as listed
below:
• Madeline Hodgdon to the Housing Authority with a - term
expiring June 30, 2017;
• DonaAin Bentley to the Council on Aging with a term expiring
June 30,2016;
• John Bernie Winne to the Recreation Committee as an Associate
with a term expiring June 30, 2014.
5a) Move that the Board of Selectmen close the hearing on the Washington
Park Final Design.
Move that the Board of Selectmen approve the Washington Park Final
Design as shown on the plan entitled "Washington Park Improvements"
dated July 20, 2013.
5c) Move that the Board of Selectmen close the hearing establishing the tax
rate for fiscal year 2014.
Move that the Board of Selectmen not grant an open space discount for.

public necessity or convenience will be served by permitting such
operation; and
• There is no detrimental effect of such operation on the Town or
the immediately abutting neighbors.
Move that the Board of Selectmen approve the application by:

to open at 5:45 a.m., Monday through Friday, effective January 1, 2014,
and excluding State designated holidays. This approval will expire

December 31, 2014. The Board of Selectmen finds that in accordance
with Section 5.10.4 of the General Bylaws:

public necessity or convenience will be served by permitting such
operation; and
• All conditions of Site Plan approval, all other bylaws, licenses and
requirements of Town agencies and the requirements of Section
3.9 of the Board of Selectmen Policies shall be met. Where there
is a conflict among these_ bylaws, permits, approvals and licenses,
the most restrictive shall be met; and
• There is no detrimental effect of such operation on the Town or
the immediately abutting neighbors.
Move that the Board of Selectmen approve the application for 24 hour
sales by 87 Walkers Brook Drive, LLC and Leigh Enterprises, Ltd.
d/b /a Reading Shell Station and Dunkin Donuts at 87 Walkers Brook
Drive. The' Board finds that in accordance with Section 5.10.4 of the
General Bylaws:
• It is in the interest of the public health, safety and welfare, or that
public necessity or convenience will be served by permitting such
operation; and
• There is no detrimental effect of such operation on the Town or the
immediately abutting neighbors.
• The Board determined that in accordance with Section 5.10.5 that no
public hearing will be required for this application.
The approval of this application is subject to the following conditions:
1. This approval expires at midnight, - December. 31, 2014;
2. All signs shall conform to the Zoning By -Laws of the Town of
Reading;
3. The gasoline service station shall, in fact, be open 24 hours a day,
seven days a week;
4. The operator will ensure that there is a supply of gasoline
available at the station during all hours that the station is open;
5. The operator will provide gas cans for motorists who run out of
gasoline on the road;
6. The operator will prepare and post a list of local towing and
repair shops that are open 24 hours a day for those who need it;

7. Restroom facilities shall be open 24 hours a day, seven days a
week.
6a) Move that the Board of Selectmen approve the minutes of November 26,
2013 as amended.
8a) Move that the Board of Selectmen go into Executive Session to consider
the purchase, exchange, lease or value of real property, and that the
chair declares that an open meeting may have a detrimental effect on
the negotiating position of the body and not to reconvene in Open
Session.

In light of the full agenda and the weather, I will not make a report to the Board. However, following
are some updates prior to your meeting, the agenda reproduced below for your convenience:
Friday the State announced an election schedule to replace former State Senator Katherine Clark.
Please see a memo and attachment in this packet with my suggestion to combine the local election
(April 8th) with -the State election on April 1St. A decision by the Board is needed tonight since election
papers will be available on Wednesday.
John Feudo will be in to answer any outstanding questions about the Washington Park redesign. He
will bring the previous slide show to provide illustrations.
Library Trustee, RHA member, and CAB comments — material in your weekend packet.
Tax Classification — material will be updated and presented to the Board on Tuesday. We have full
approval from the DOR, and after this Hearing will be able to begin the tax bill issuance process. Bills
should be in the mail the last week of the year. Residents that make payments directly (ie not through
a bank escrow account) may pay the Town before receiving a bill if they need to. Please call us at
781 - 942 -9023 starting on December 23rd to find out the correct balance to pay.
Goals — please see the updated attachment in today's packet. We can discuss any item in as much
depth as the Board desires — on balance we are in excellent shape for the halfway mark.

of these licenses, however only three BOS members were present at the November 26th meeting

discussion to February 2014 and instead act only on the license renewals as part of this Hearing. As
mentioned previously, further actions such as requiring fingerprinting (at a fee) may be easily done by
the Police department after such renewals this week, and if any issues are found they will be brought
forward to the Board for further consideration. In your packet this weekend was a repeat of the 11/26
material. Note that there is no action needed on CTC Gold Refinery for a junk license, as they have
ceased operations in Reading.
In this packet is a draft of an ad hoc Dog Park Committee, to be discussed in 2014.

With the election of State Senator Katherine Clark to US Congress, we will now have both a special
primary and general election:
_Primary Tuesday March 4
General Tuesday April 1
Previously we had scheduled our local elections to be held on Tuesday April 8. Given the above dates, I
suggest moving our local elections to April 1 and combining them with the State general election.
Stoneham's local election was already April 1' so they will be combining; Winchester is going to change
from March to April 1" to also combine.
If we combine elections on April 1st, here are some important dates:
➢ Nomination papers available at Town Hall at 7:30am on Wednesday December 181h (this has
already been advertised and is- unchanged);
➢ Nomination papers due at Town Hall to be certified by 7:00pm on Tuesday February 11'h
(candidates should plan ahead in case of snow, however);
➢ Candidates may withdraw by Thursday February 27th (and not appear on the ballot);
➢ The Warrant for Annual Town Meeting needs to be closed by Tuesday February 25th.
This schedule above should not impose an undue hardship on anyone. By law nomination papers need
to be available for a minimum of 30 days,.and with the above schedule they are available for 56 days.
The Board was scheduled to meet in February on the 11th and 25th; in March on the 4th and 18th; and in
April on the 1n and 151h. We will need to close the Warrant a week earlier than planned on 2/25 and
reschedule the March 4th and April 1" meetings.
We do not know at this time if the state will be providing any reimbursements for these two special
elections. I'll review the FY14 budget and ask FINCOM for a transfer if we need funding before Annual
Town Meeting. Combining elections will provide some $5,000 to $10,000 in savings (see attachment) to
the Town, but the convenience for the voters is the driving reason behind this suggestion.

Phase 1 Complete 4 Articles passed November Town Meeting; Phase 11 (Consultant Hired)
on budget and on schedule for November'14 Town Meeting. Zoning Advisory Committee
formed by SOS, five meetings and one public forum. Became aware of a permitting issue
from a homeowner who commented at the 11120113 public forum. A demolition permit was
filed over the summer and the building inspector requested more information from the
contractor. This was an incomplete application that needed further action by the contractor.
Planning staff and the Town Manager assisted with problem solving to get this back on track
after the homeowner expressed some frustration. Solution was to circle back with the busy
contractor and arrange a site visit with the Building Inspector and a representative from the
Historical Commission (the structure was on the historic inventory). After the site visit it was
determined that the structure should be demolished and the Building Inspector exercised his
authority to by -pass the Historical requirements per local arid state regulations. Structure

Held .July 30th Fall Street Faire Business Community meeting - about a dozen folks
attended. Some new businesses appreciated the insight, but the business community
awareness fbr the FSF is quite high. Met several times with EDC to discuss options, then
joint meeting with BOS to discuss future plans was held. Subsequent suggestion to EDC to
take a step back and develop a planning process that could be fit into the Town's master
planning process, in a way that tied in to the Zoning Advisory Committee's work and
timetable. Met a few times with the RNR Chamber of Commerce to discuss longer -term
joint strategy under their new Director, and specific events such as their Holiday Tree
Lighting event, which had some nice new features this year. The event was very well

Mission

park, and the feasibility and neighborhood fit of a dog park at each of the possible locations;

➢ To determine a proposed initial capital budget and projected five -year operating budget which
includes capital and maintenance;
➢ To seek community partners to share in any costs;
➢ To make dog park recommendations to the Town's Park Commissioners (Board of Selectmen).
Vision
➢ To develop a beautiful and well- maintained space, open to dog lovers and friends who are
willing to uphold the parks rules and regulations;
➢ To provide a safe and secure environment where owners may exercise and train their dogs off
leash, thus providing effective socialization opportunities for people and their dogs as well as
enhancing positive interaction between dog owners and the community;
➢ To provide additional off -leash opportunities to those available in the Town Forest;
➢ To provide a place to encourage responsible pet ownership and to build community awareness
of animal welfare issues through classes and special events.
Membership
There will be a committee with seven representatives, with support staff from the Community Services
department. Members are suggested from the following areas of interest and expertise:
➢ Two members appointed by the Recreation Committee;
➢ One member appointed by the Town Forest Committee;
➢ Three dog owners from the public appointed by the Selectmen;
➢ One non dog -owner from the public appointed by the Selectmen.
Notes about the Stanton Foundation Grant:
• The grant offers preliminary design grants;
• Grants will cover up to 90% of anticipated construction costs;
• Post construction grants of 5% of the project will be offered during the initial years of operation;
• The grant process is not competitive; the foundation has resources to full all qualifying
municipalities!

Elementary School and lives at 35 Duck Road in Reading was crowned on December 14, 2013 as the 2013 USATF Junior
Olympic National Champion Bantam Boys.
I did not know if the Town of Reading would be interested in, or if they do such things like this, would the Town help in
celebrating this great accomplishment. I believe this would be a great story since James, who is only 10 years old only
starting running in late July of 2013 and now has emerged as a National Champion in the field of Cross Country in the
short time of 4 months — he is the #110 year old in the USA.

My name is Dorothy Algiers, I went to the town hall yesterday 12/12/13 to address my problem and was told
by the Town Manager Bob to attend the Town Meeting this Tuesday evening or to email the Board of
Selectman. I am not able to attend this meeting so thought I should address this via email. On 10/15/131
dropped my water and sewer payment into the town mailbox in front of the town hall, my check #4058 in the
discounted payment of $466.47. 1 received my current invoice on 12/11/13 and it states that I was not given
the discounted amount and that I owed an additional $51.83. The Collector stated that my payment was
received on 10/17/13 not 10/15/13. 1 did drop it into the payment box on 10/15/13 which was the due date
to receive the discount, I am not sure what happened to this after that point.
In the 30+ years 1 have lived in Reading, I have never been late on any municipal payments and would
appreciate your consideration to this.

to fill the*remaining term of Mary E. Connors, my present Tenant Representative on the Reading
Housing Authority's Board of Commissioners, who is resigning effective December 31, 2013.
Ms. Hodgdon has been a resident at our elderly development since September 25, 2007 and is an
active senior who participates in many of the events that we plan for our residents. Lynn will
quietly assist other neighbors, maintain our library or extend a helping hand when asked. She has

The proposed realignment of the baseball field is nothing new the 1935 Town Report
notes the baseball diamond will be relocated with home base near the south — west comer
of the park . Home base of the original field was at the north east corner ( Parker Tavern )
Early records indicate that baseball games at many levels High School , semi pro have
been played art the park since the early 1900's Records also indicate that various levels
of football games where also played in the same time period including the first night
games under lights in 1931 The park also was the site of 4t/h of July carnivals . Reading
High School baseball continued to be played there until the present Morton field was
built in Birch Meadow, football until a new field was built at the Parker in the late
1930's .
From personal recollection many foul ball whet over the fence to Warren St and to the
westerly side the site of greenhouses .
If people do not want to have foul balls in their yard do not buy a home next to a ball
park .

Good afternoon:
In the absence of a six year'strategic financial plan, and upon further analysis of past, current and projected revenue and
expenses, 'a full Cost of Service (COS) Study was deemed necessary and contracted immediately. The COS, including a
Cost Allocation and Rate Design, is aimed at a 6 year plan to meet forecasted RMLD and industry assumptions (including
the impending transmission and capacity increases). While these studies take several months, the preliminary results
released last week confirmed the deficit trend, most likely due to an erosion of load growth over the last several
years. These preliminary results justified a 9% base rate request (less than $3 impact to average residential customer),
of which RMLD is requesting approval for a February 2014 implementation date, to ensure a continued strong financial
position. The increase would become a place holder for the full Cost of Service /Cost Allocation outcome, which is due
this spring and will follow-the typical approval process for any adjustment (increase or decrease) that will be put into
effect on July 1, 2014.

On behalf of Leigh Enterprises, Ltd d/b /a Reading Shell Station, operating at 87
Walkers Brook Drive (the "Premises "), please accept this letter as application to renew-its
annual license for 24 -hour operations pursuant to Reading General Bylaws § 7.7.4, and §
3.9 of the Selectmen's Policies.
Specifically the applicant seeks to continue the current 24 -hour operation of a gas
service station, coffee shop (counter- service and drive -thru restaurant), and convenience
store at the Premises upon the existing license terms and conditions.
Kindly advise whether the Selectmen determine to hold a public hearing upon this
annual renewal, or if any additional information is required for their consideration.
