HomeMy WebLinkAbout1997-03-24 School Committee MinutesREADING PUBLIC SCHOOLS Reading, Massachusetts School Committee Meeting REGULAR SESSION MINUTES March 24, 1997 CALL TO ORDER Chair Susan Cavicchi called the regular session to order at 7:45 p.m. in the Superintendent's Conference Room. All members were present. Also present were Superintendent Dr. Harry K. Harutunian and Associate Superintendent Dennis Richards. A Reporter from the Chronicle was present. ROUTINE MATTERS MINUTES Mr. Spadafora moved to approve the minutes of March 11, 1996. Mr. Stohlman noted that people's names and how they voted were excluded on the bottom of page 8. The minutes were unanimously approved as amended, 6 -0. BILLS AND PAYROLLS The warrant for bills was as follows: February 18, 1997 - Bills - $ 33,715.72 February 24, 1997 - Bills - $ 70,526.68 March 3, 1997 - Bills - $433,938.87 March 10, 1997 - Bills - $ 32,818.73 March 17, 1997 - Bills - $252,706.85 March 24, 1997 - Bills - $160,128.45 The warrant for payroll was as follows: February 13, 1997 - Teachers - $522,666.67 February 27, 1997 - Teachers - $521,287.41 March 13, 1997 - Teachers - $522,666.67 February 21, 1997 - Biweekly - $132,061.71 March 7, 1997 - Biweekly - $132,218.67 March 21, 1997 - Biweekly - $142,323.10 LIAISON REPORTS Chair Susan Cavicchi said there were no reports from the committee. Regular Session Page 2 March 24, 1997 CITIZENS INPUT Ms. Kendra Cooper stated that she is being charged $31.14 by the Superintendent's office for requested copies. She asked if the School Committee was aware this was being done. She said that she was not aware of any others being charged. She asked if this was something the Committee voted on. Dr. Harutunian said the Committee did not take a vote on it. He added that this was due to the amount of office time required for her requests, and the School Committee was made aware of this. He explained that the rate was according to the Secretary of State's office. Ms. Cooper asked if the Superintendent got approval from Lauren Inker in the Secretary of State's office. The Superintendent said that Attorney Inker has a copy of the letter sent to Ms. Cooper. Ms. Cooper informed Dr. Harutunian that she filed a complaint with Attorney Inker's office because she felt this was an obstruction to her rights. Dr. Harutunian said that if his office had may any mistakes, he will correct it. Chair Susan Cavicchi said that Mr. Cummings asked for a few minutes to speak. Mr. Cummings said that this was his last evening on the School Committee and he wanted to say a few words. He thanked the Committee, administration and district. He said there was a question he was asked frequently that he wanted to answer this evening. It is, "Why do you want to serve on the School Committee ?" He said the number one reason is that he loves kids and second, he expressed how important he feels public education is. He thanked the Superintendent and Associate Superintendent, the central office, the principals and the School Committee. Most of all, he thanked his wife Mary and his two children Theresa and Cadie for their support. Each committee member and the Superintendent and Associate Superintendent, individually thanked Mr. Cummings for the being the fine person he was on the Committee and his legal and financial knowledge and expertise that he brought to the committee during his time served. REPORT OF THE SCHOOL COMMITTEE CHAIR AND SUPERINTENDENT Chair Susan Cavicchi attended a Metco conference which she discussed and recommended to the committee. Chair Susan Cavicchi read the following statement: The Reading School Committee supports the process in which the Superintendent handled the resignation of the Joshua Eaton principal. We also support the process he proposed for hiring a new principal. Dr. Harutunian said the School Committee will do a final vote on April 7, 1997 for the Kindergarten cutoff date. He noted the letter from Kate Murphy, President, Joshua PTO and Joshua Eaton PTO Board, dated March 20, 1997, regarding a meeting with Dr. Harutunian about the resignation of Bill McSheehy. He also noted the letter from Phil Vaccaro, Athletic Director, dated March 15, 1997, regarding an invitation to the Athletic Hall of Fame Committee meeting. Lastly, he noted two memos from John Doherty, Principal of Coolidge Middle School and Frank Orlando, Principal of Reading Memorial High School, both requesting students activities on Sundays, both which the Superintendent approved. CALENDAR AND MEETINGS Reaular Session Paae 3 March 24. 1997 Dr. Harutunian notified the Committee that on the April 7 meeting, they will be discussed the following: (a) Parker School renovation project (b) the second reading on the Kindergarten date (c) the Joshua Eaton and Barrows principalship search and (d) the request needed for several thousand dollars for an educational assistant for the remainder of the 1996 -1997 school year. The Superintendent discussed the educational assistant positions briefly with the committee. He said he would use the reserve fund. Mr. Cummings suggested contacting the Financial Committee to make the request. Dr. Harutunian notified the Committee that he has a recent request from the Reading Fire Department to hook up the fire alarm system at the portable classrooms at the Barrows to the main box. The cost may be $10,000 or more. He explained that he was currently getting prices. There are four portable classrooms currently that have a single -pull alarm system. OLD BUSINESS Superintendent's Performance Chair Susan Cavicchi read a statement prepared by the School Committee to explain their decision not to discuss the superintendent's evaluation on Saturday, March 22, 1997. Chair Susan Cavicchi also read the 1996 Evaluation Summary of Dr. Harry K. Harutunian. Chair Susan Cavicchi asked the committee if they had anything to add. Each member expressed in detail to the Superintendent the positive strengths he has brought to his position and the positive impact it has made on the Reading School system. The Superintendent returned by thanking each member for their comments. He also thanked Dennis Richards for being a main support and being willing to be part of the vision the Superintendent had when he was hired in August 1995. Additionally, he thanked his principals, the teaching and support staff, Michael Hickey, RTA and the School Committee. He said it has been a pleasure to work with them. He is ecstatic to be the Superintendent in Reading. He said the most important part of his days are the students. School Committee Self - Evaluation Mr. Stohlman reviewed the memo dated March 11, 1997 from Jim Hardy, Massachusetts Association of School Committees regarding the summary of Self- Evaluation and highlighted the issues. He reviewed the School Committee's strengths, discussion areas and areas to build on. Chair Susan Cavicchi added that the budget process was discussed. Dr. Harutunian made the suggestion that budget talks should begin this fall. He felt the more discussions everyone have, the more prepared they will be to understand the process. Mr. Cummings suggested having brainstorming sessions between the School Committee and principals. The overall consensus was to have answers earlier to budget questions and to have more working meetings. Dr. Harutunian suggested having the principals present when the questions are asked. Mr. Spadafora suggested having separate budget discussions; one to discuss the budget process and one to discuss educational policies. Dr. Harutunian commented that if the strategic plan dollars remain in the budget, the process will go more smoothly. Regular Session Page 4 March 24, 1997 The Committee took a break at 8:40 p.m. They resumed at 8:50 p.m. Budizet Cuts - Fiscal Year 1998 Chair Susan Cavicchi referred to the Budget Cuts memo dated March 21, 1997. Dr. Harutunian reviewed the recommended cuts with the Committee. He discussed the regular and special education cuts. He also explained that he and Mr. Twomey went to a Birch Meadow meeting to discuss the issue of hiring a new fifth grade teacher for the fall or two educational assistants. The parents agreed to two educational assistants for school year 1997 -1998. In fiscal year 1999, they wanted a fifth grade teacher. Mr. Twomey added that the parents made it clear that classroom size was the number one issue; they want five 5t" grade classes. He said the meeting was full and fair. Mr. Cummings asked if this would be an issue next year. The Superintendent said next year redistricting will be discussed with the possibility of a Kindergarten at Birch Meadow. Dr. Harutunian said the bottom line was a $300,000 decrease in the budget. Mr. Spadafora moved to accept the recommended $325,000 decrease by the Superintendent, adding two educational assistants. Mr. Twomey seconded the motion. The vote was unanimous, 6 -0. Harassment Policy Mr. Richards informed the Committee that the purpose this evening was to take the October 1996 document and make changes to it. He referenced the memo dated March 20, 1997, Harassment and Discrimination Policy. He said he will take all of the suggestions from this evening and fold them into a revised draft. He began with the March 5, 1997 memo. Mr. Richards explained that the students, staff and parents need to understand the statement. The process will begin tomorrow with Loel Greene. A draft brochure at the high school has been done, then a middle school brochure will be done. The Committee discussed Page 3, "use of negative sarcasm" wording. Pages 6 -8 were discussed and the question came up whether or not to add a section called Administrative Guidelines. The first sentence on Page 10 was discussed. Mr. Richards final comment was about Page 12. He said Mr. Greene suggested a second and third stage. The Associate Superintendent and Superintendent will discuss with Mr. Greene at the meeting on March 25, 1997. Ms. D'Antona reviewed her suggestions on the Harassment Policy memo dated October 4, 1996. She discussed physical abuse stressing that it is a serious policy and the non - participating person has a significant role. The Committee discussed the Employee section of Page 4 of the policy. They discussed how the policy should be enforced and who to communicate it to, such as volunteers. Mr. Richards said orientation programs for volunteers have been done in the past. Mr. Twomey said a definition of volunteers is needed. Dr. Harutunian suggested having a one -page sheet for all volunteers to read. Ms. D'Antona said anyone who has contact with the children should follow the policy. The Superintendent said in August or September of 1997, every employee should read and sign off on the policy, including substitutes and volunteers (anyone paid or unpaid). Regular Session Page 5 March 24 1997 Mr. Stohlman referred to Page 9 of the policy stating that it does not tell where a person is supposed to go to file a complaint. Mr. Twomey added that names, addresses and phone numbers are required as well. The Superintendent said Dr. Ardi's name will be added as well. The Committee discussed the policy for employees versus children and the "kid code." Dr. Harutunian said many good suggestions were brought up which will be brought up at the March 25, 1997 meeting. The need is to have a harassment -free environment for 4,200 people was the goal. Mr. Twomey reviewed the comments on his draft beginning on Page 1, Sexual Harassment, item B. He questioned why it was not included in the revised draft. Dr. Harutunian and Mr. Richards discussed the possibility of Ms. D'Antona's and Mr. Twomey's suggestions may have missed the revised draft given to the administrative council. Mr. Twomey questioned the Harassment section on Page 2 of his draft. He asked why is it limited to a repeated offense. He asked what was the council's view. Dr. Harutunian said he would check with them. Mr. Twomey referred to his Page 4. He suggested two changes to the Students section: (1) add students who believe they have been and notify any teacher instead of a teacher. (2) on the bottom of his Page 4, add a statement regarding progressive discipline not required before expulsion or termination of employment. Mr. Richards thanked the Committee for their input and said it was very helpful to make improvements. He will return with the revisions. Mr. Spadafora stated a concern about student training. Mr. Richards said it was a good point, they should start educating the faculty then the students. ADJOURN At 10:32 p.m., Mr. Spadafora moved to adjourn to Executive Session.
