Board - Committee - Commission - Council: Zoning Board of Appeals 1013 OCT 23 A *i t$ Date: 2013 -08 -01 Time: 7:00 PM Building: Reading Town Hall Address: 16 Lowell Street Purpose: General Business Attendees: Members - Present: Damase Caouette, Chair John Jarema Kathleen Hackett David Traniello John Miles Members - Not Present: Robert Redfern Others Present: Location: Board of Selectmen Room Glen Redmond, Commissioner of Bulldings Minutes Respectfully Submitted By: Maureen Knight Topics of Discussion: Major/Minor Modification — 30 New Crossing Road (ZBA Case R 07 -08) The Applicants want new signs because Hallmark Health is opening an Urgent Care Center at the building on the far right and they want the sign above that entrance to say Urgent Care Center so patients will know to go directly to that entrance and not the medical center. They also want to extend the monument sign and make it higher and add Urgent Care Center to it. The Building Inspector said he had no problems with the request and he thought they could just make a modification to the existing permit. The Board members asked a few questions that the Applicants answered and there was some discussion about the size of the existing signs and the size of the proposed signs. The changes were non - substantial. The Applicants reviewed how the clinic would operate and what type of services it would provide to the community. It will use the latest technology for diagnosis via images sent to the emergency room for review by the doctors there. Mr. Jarema pointed out that the two floors of doctors are not even using any signage at all on the building. The Hallmark Medical Center is separate from the Urgent Care Center even though Hallmark Health owns them both. It is one company with two separate service areas. Mr. Traniello said the two floors of doctors are not part of Hallmark Health and should be considered separate entities. Hallmark Health hopes to open the Urgent Care Center in late September. Page I 1 .11-1 Town of Reading - Meeting Minutes The Building Inspector said due to the size of the building they could have one huge giant sign when in reality they are looking for small ones. The Chairman said if it is deemed a major modification Hallmark Health needs to apply for a Variance to keep it clean. If it is deemed a minor modification they can just apply for a sign permit. On a motion by John Miles, seconded by John Jarema, the Zoning Board of Appeals moved to grant the Applicant a minor modification in order to apply for a building permit for the new signage. The vote was 4 -1 -0 (Hackett, Miles, Caouette, and Jim ma in favor, Traniello opposed). Adjournment On a motion by Kathleen Hackett, seconded by John Miles, the Zoning Board of Appeals moved to adjourn the meeting. The vote was 5 -0 -0 (Caouette, Miles, Jarema, Hackett, Traniello).
