Old /New Business There being a quorum the meeting was opened at 7:00 p.m. RDA 13 -22, Reading DPW, George Zamboums, Roadway improvements Mr. Zambouras represented the Town. He stated they are doing yearly annual paving. There are 22 or 23 streets to be paved. They are mostly reclamation projects; no micro seal right now. There are 2 streets in proximately within 100'. There are 5 in the resource area. There will be fabric in every basin. If within 200' sift sacks and sift fence will be installed. It is the same contractor as last year; and will review with Mr. Tirane before starting the work. The contractor will try to start in the fall, but probably spring. The Commission discussed Strout Avenue. Due to it being breeding season they asked that this road be done in the fall or after May 151". Engineering needs to file with Natural Heritage and submit to the Commission before they can approve. Motion made by Mr. Hecht to continue to next meeting. Ms. Scanlon seconded. Vote was 4-0-0. Mr. Finch stated he has not heard back from Mr. Leo Kennedy, a vernal pool expert, any comments about the paving on Strout Avenue. Mr. Zambouras asked that the Commission throw away the old draft river study. He will distribute a new version next week. Page 1 1 xava.m Town of Reading - Meeting Minutes Continued NOI 270 -0618, 53 Amodio Ave, Map 19, Lot 6, Hagstrom Mr. Sullivan reopened the public hearing. The owner reviewed the changes he made at the request of the Commission. The Commission wanted to make sure granite bounds were installed. Mr. Tirone told the owner he could pick up Conservation plaques for the project. The Surety bond was discussed and agreed to strike it from the Order of Conditions. Motion made by Mr. Hecht to approve the Order of Conditions for 53 Arcadia Avenue, while striking out the A3 section. Mr. Finch seconded. Vote was 4-0-0. Minor Project Not discussed by the Commission. Bills Approved Water and Sewer (2) Mr. Tirane stated there are 2 bills. One bill is for $18.35 for Pearl Street; and the other one for $28.34 for 1481a Main Street. Motion made by Mr. Hecht to approve 2 water and sewer bills. Ms. Scanlon seconded. Vote was 4- 0-0. CDC 272 -0598, 211 Washington Street, Map 17, Lot 89, McBrine Ms. Scanlon went over the site visit. She stated the plan submitted was accurate. She had concerns the 4 small blueberry bushes might not thrive in the location. The homeowner agreed, she stated they are not doing well. It was suggested to give them time. The Commission will go back out in a year for a site visit. The Commission stated if the plants do die they would have to be replaced. The owner can follow up with Mr. Tirone for other suggestions. Motion made by Mr. Hecht to issue a Certificate of Compliance. Mr. Finch seconded. Vote was 4- 0-0. CDC 272 -0604, 28 Catherine Avenue, map 25, Lot 11, Walsh The Commission stated they thought the site was in good shape. Motion made by Mr. Hecht to approve the Certificate of Compliance. Ms. Scanlon seconded. Vote was 4.0-0. DOA 13-20,44 Estate Lane, Map 33 Lot 86, McHugh The Commission reviewed the principle conditions. Mr. Tirone passed out a revised plan with the schematic on the wall. Motion made to issue a negative determination with conditions. Ms. Scanlon seconded. Vote was 4-0-0. The Commission agreed they are not approving the boundaries; that is from a prior project. Conservation Sign discussion — Mr. Sullivan showed the new "no mowing' signs. Mr. Zager has agreed to provide pole and bolts to install them. The Commission needs to Bag the area for him. Minutes for Approval: September 11, 2013 Motion made by Mr. Sullivan to approve the minutes as amended. Ms. Scanlon seconded. Vote was 4 -0- 0-0 Site visit report Perfecto's — Mr. Tirone let the Commission know they contractor did a great job removing the building. The people are professional and are keeping Walker's Brook debris free. The owner is looking for an architect to move on with this project. Reading Rifle and Revolver Club — Mr. Tirone stated he received a call from DEP Enforcement Division regarding dumping at the Reading Rifle and Revolver Club on Thursday. He went to the site, but didn't gain access; but did see tire ruts. On Monday, he did walk the site with Mr. Redmond and Mr. Ward. Mr. Ward reviewed with them what he wanted to do with the site. Mr. Tirone discussed with the Commission what he saw. There were 50 dump truck loads or roadway material. Mr. LaRusso read a letter from the President of RRR Club. He said they received the material for free from a member. It was for a project in the spring. They have never received a Conservation permit in the Page 1 2 Town of Reading - Meeting Minutes past. He would like to correct the problem without fines. He presented evidence of a land swap with Conservation in 1992; with approval from the State. After a discussion, the Commission stated the DEP will have to let them know who has jurisdiction what they want to do. Mr. Tirone is viewing the site tomorrow and will evaluate what is going to happen, if anything. Mr. Tirane will follow up when a site visit is going to be for the Commission. The Commission talked about restoration areas that were done, They suggested the Benjamin Lane restoration was a good example for Mr. Tirone to discuss with the DEP. The Commission talked about where the weed wench disappeared to. They thought the owner of 194 Van Norden might have it. The Commission talked about the bridge repair. They suggested maybe a mat with a seed mix be placed to help with the seeds on the bank not sprouting. Motion made by Ms. Scanlon to adjourn at 8:05 p.m. Mr. Hecht seconded. Vote was 40-0.
