Devlin, 44 Estate Ave Elizabeth Wallis, Hayes Engineering Michael Belous, 31 Audubon Road Audrey Belous, 31 Audubon Road Minutes Respectfully Submitted By: Kim Saunders Topics of Discussion: Approved 09/2512013 There being a quorum the meeting started at 7:05 pm Continued RDA 13 -19, 214 Main Street, Map 7 Lot 249, Anthony's Roast Beef The Commission talked about the site visit and the application. The existing grease container will be moved and a pan will be added. The grease container will have to be cleaned 2x a year or per the BOH. The cooler will be protected from damage by the bollards installed. After a discussion, the Commission stated the fence is not approved by the Commission, but the new fence is only allowed towards the east. Motion made by Mr. Maughan to issue a negative determination with conditions. Mr. Sells seconded. Vote was 6.0-0. RDA 13 -20, 44 Estate Lane Ms. Wallis represented the applicant. The owner would like to construct an 18'10° x 7'6° kitchen addition and a 20' x 14' deck. There will be a foundation for the addition. The deck will be supported by sonotubes; gravel or crushed stone will be under the deck. Ms. Wallis stated the applicant would like to add on to this RDA a request to be able to repair the basement stairwell. The Commission discussed the following Page I 1 Town of Reading - Meeting Minutes • Due to the location of the resource area, the Commission had concerns with the vehicle equipment entering on the north side of the house. They asked that the south side be used instead. • Would like a foundation plan showing the retaining wall • Depending on the location of a storm drain, a silt sack might have to be installed • The water runoff and how it will drain towards to the north side • Where the limits of natural vegetation is on the north side • If this application should be filed as a NOI. There was a concern if something goes wrong with the project the DEP will not back up the Commission. • To add a statement "no removal of healthy trees within the 35' setback ". This should be added to all RDA statements. Motion made by Mr. Hecht to issue a negative determination with conditions. Mr. Sullivan seconded. Vote was 6.0.0. The Commission will approve at the next meeting. NOI 270 -, 53 Arcadia Ave Ms. Scanlon opened the Public Hearing. Mr. Manuell represented the applicant. The applicant would like to construct additions off the side and rear of his home. In the front, there will be a garage with a new front porch. The addition in the rear will be a master bedroom, kitchen and deck off of that. There will be a full foundation for the additions. The deck will have sonotubes. There will be a removal of 3 trees. Two of those trees are dead, but one is a Black Locust tree that towers over the roof. Locust trees are on the Massachusetts prohibited plant list. Stockpiling will be on the eastern side of the area. They applicant would also like to install a picket fence. The Commission discussed the application: • The Commission asked if the fence could be put at an angle. They had concerns regarding the maintenance of vegetation in between the neighbors and applicants fence. • The Commission agreed all 3 trees should be taken down. They would like native planting replacements. • Infiltration was discussed. It was agreed a splash pad with crushed stone at the base of down spout. • If the project complies with the Rivertront Act • If the deck should be moved so it is further way from the resource area • How the Commission has historically approved projects similar to this addition on the same street. Mr. Tirone talked about a 2009 violation. He read over the requirements to see if the project meets "10581)". He wanted to make sure the 40" tree on the side would stay. Ms. Scanlon asked that if a gate is installed in the fence to make sure the applicant does not dump in the resource area. Motion made by Ms. Scanlon to continue the public hearing to September 25, 2013. Mr. Sullivan seconded. Vote was 6.0-0. Minor Project There are no minor projects. Bills approved There are no bills to approve. Conservation sign discussion Signs have been ordered Minutes for approval The Commission discussed if the minutes should be done in the order of the agenda or the order the subjects are brought up. It was decided the order on which the subjects are brought up. August 28, 2013 Motion made by Mr. Finch to accept the minutes as modified. Mr. Selle seconded. Vote was 5 -0 -1 (Mr Hecht abstained- he was absent at this meeting) Page 2 Town of Reading - Meeting Minutes Motion made by Ms. Scanlon to adjourn. Mr. Hecht seconded. Vote was 6 -0-0. It was asked that Mr. Finch let the Commission know his concerns what meadows need to be mowed at the next meeting. Page 1 3 �onaw
