Discussion of Article 24 - November 1984 Town Meeting Warrant:
W. Childress explained that the article was placed on the warrant because
the Conservation Commission's power to write rules and regulations to
administor the wetlands protection by -law had been challenged in other
towns since this power was not specifically spelled out in the by -law.
The members felt that the Reading Commission already hasc this power since
it is included in Chapt. 40 Sect. 8C, which we accepted in 1960. Childress
will check with Town Counsel. Members suggested new wording and structure
of the proposed amendment which tM Commission will take under advisement.
Discussion of Article 25 - Town Warrant: P. Dustin gave lengthy reasons
for placing the article on the warrant - mainly the need for restructuring
town government because of the lack of coordination between boards, especially
in meeting of new responsibilities placed on us by the state, including
"Proposition 2 112 ". He stressed the need for professionalism in the
government. G. Theophanis urged that the Charter Commission question be
preceeded by a study committee made up largely of town government rep-
resentatives to obtain a br W ce us of the basis of the proposed re�-
strufturing. N. Nordberg the a priori need for professionalism
to solve our problems. All members felt no.action can be taken until we
see the motion. P. Dustin will obtain copies of the motion - hopefully - by
our next meeting.
