Members Present: Ed Murphy, Chairman, George Theophanis, Phil Pacino,
Dolores Carroll and Nils Nordberg
7:30 p.m. Chairman Murphy called the meeting to order and opened
a Public Hearing on the subject of the Committee's proposed
revisions of the General By -Laws of the Town, appropriate
to bringing the By -Laws into conformity with the Town of
Reading Home Rule Charter. Members of the public present
were Mollie Ziegler and Virginia Adams. Chairman Murphy
outlined the work of the Committee to date and made available
to the public copies of the most recent working draft of the
revised by -laws. Chairman Murphy then opened the floor to
questions and comments from the public.
Mollie Ziegler raised questions concerning the capital
improvement program and expressed her concern regarding
the Charter requirement for a program to be prepared preparatory
to the operating budget whereas the by -laws would require a
capital improvement program be submitted to the Fall Town
Meeting. Following some discussion among the members of the
Committee and Mrs. Ziegl::.,, Nils Nordberg moved, and Phil
Pacino seconded,that Article 4 be amended by inserting at
the beginning of the first sentence the words: AFTER SUBMISSION
OF THE CAPITAL IMPROVEMENT PROGRAM TO THE SELECTMEN AND THE
FINANCE COMMITTEE and by deleting from the first sentence the
words A FIVE YEAR IMPROVEMENT and the fifth sentence to be
SECTION 1, the first four sentences to be SECTION 2 and the
second and third sentences to be SECTION 3.
VOTE: 5 -0 -0 APPROVED
Mrs. Ziegler also had a question regarding the repeal of.
Article 30. After some discussion it was agreed that the
amendments to the Charter at November '86 Town Meeting resolved
the issues with which she was concerned.
Virginia Adams expressed some concerns regarding Article 2.
There being no apparent conflict between by -laws and the
Charter in this regard the Committee assured Mrs. Adams
that the subject of her concerns would be considered when
the Committee undertakes to recodify the by -laws. Mrs. Adams
j also had some questions regarding Section 4 of Article XIV.
Again, there being no conflict between Charter and By -Laws,
it was agreed that this subject would be taken up when the
Committee addresses the recodification of the by -laws.
There being no other comments or questions from the public
Chairman Murphy thanked Mrs. Ziegler and Mrs. Adams for their
interest and time in attending and closed the Public Hearing.
The Committee then convened to review the newest revisied
draft, made several punctuation corrections and requested

Phil Pacino to submit the draft to the Town Clerk's office
to be updated.
Chairman Murphy then took up the Minutes of the meeting of
May 14th. With some minor corrections the Minutes were approved.
VOTE: 5 -0 -0 APPROVED
The Committee then set Wednesday, July 1 at 7:30 for the next
meeting and agreed that the Chairman should request Town
Counsel Cohen to be present at the time to discuss three as
yet unresolved details and to develop appropriate language
for insertion of Articles on the Town Warrant for the Fall
Town Meeting. We then voted to adjourn.
