HomeMy WebLinkAbout1987-11-09 Bylaw Committee MinutesIM BY -LAW COMMITTEE MINUTES #118 November 9, 1987 Members present: Ed Murphy, George Theophanis, Nils Nordberg, Philip Pacino and Dolores Carroll Meeting held prior to Subsequent Town Meeting. Continuation of Philip Pacino's Minutes. 7:25 After discussion of Articles 6, 7 and 8, members adjourned to meet with the Selectmen to discuss Plan of Organization for Town Government. Nils questioned the Board of Library Trustees placement on the Plan and was told by Peter that the Library has odd status in the Charter per Town Counsel. Has to go through Personnel system for purchases; approval of bills. Library Trustees act like the Board of Selectmen. Library has had ongoing discussions over the past several months. They are not a policy making authority, others are. Board of Assessors are policy making body; their staff come under Finance. Peter was asked if Code Enforcement included the Building Inspector and he said that it did. I pointed out to Peter that the Board of Registrars is not a policy making body. That elections do not come under them - Town Clerk has full responsibility. All they do is certify signatures and sign voter Registration Forms. There is a Statute that states that they should not work an election, because if they do and there is a recount, they have to excuse themselves. Mollie Ziegler mentioned that a Registrar works in the Clerk's office on election nights, but was told that it was for phone coverage only. Peter made a motion that the Plan of Organization be accepted as changed (with the circle surrounding the Board of Registrars removed). All Selectmen voted in favor.
