HomeMy WebLinkAbout1987-11-10 Bylaw Committee MinutesBylaw Committee Minutes November 10, 1987 (W Members present: Ed Murphy, George Theophanis, Phil Pacino and Dolores Carroll A 7:32 Meeting called to order in Room 16 of the Town Hall Minutes of meeting #117 approved by a vote of 4 -0 Minutes of meeting 4118 approved by a vote of 4 -0 The committee reviewed the articles dealing with the establishment and designation of the Planned Urban Developemant. The committee reviewed the purpose and reasons for the articles. On a motion of Phil Pacino and seconded by George Theophanis the committee agreed to recommend article 5 by a vote of 4 -0 The committee then had a general discussion on its relationship to the zoning bylaws. The committee discussed the role it should have in formulating, correcting and changing the zoning bylaws. After discussion it was agreed the CPDC would primarily responsible for the structure of the zoning bylaws. All changes in the bylaws would be initiated by the CPDC. The Bylaw committee role would be that of an overseer of what the CPDC is proposing. On a motion of Phil Pacino and seconded by Dolly Carroll the committee voted to recommend Article 6 by a vote of 4 -0 On a motion of Phil Pacino and seconded by George Theophanis the committee agreed to recommend Article 7 by a vote of 4 -0. On a motion of Phil Pacino and seconded by George Theophanis the committee agreed to recommend Article 8 by a vote of 4 -0. On a motion of Phil Pacino and seconded by George Theophanis the committee agreed not to recommend Article 9 by a vote of 1 -3. The majoity felt that the smeller sized parking spaces that will be part of the PUD requirements should not be included for all industrial zones within the Town; The committee then discussed Article 8 of the November Town Meeting, the Administrative Code. The committee felt that the ZBA should not be under the executive branch of the Town government and was eliminated by the committee from the Code. The committee agreed that some parts of the Code should be subareas of others and should be designated as such. The committee agreed to make these changes. On a motion of Phil Pacino and seconded by George Theophanis the committee agreed to recommend Article 8 with the changes made by the committee by a vote of 4 -0. Respectfully submitted, Philip B.
