Members present: Ed Murphy, George Theophanis,
Nils Nordberg and Dolores Carroll.
7:38 Chairman Murphy called the meeting to order in Room 16,
Town Hall.
Review of minutes dated November 10 postponed due to Phil
Pacino' s absence.
Bill Brown, a town meeting member, was present to discuss
Article XIX, "Disposal of Surplus Property."
Would like the value amount raised from $500 to $5,000.
Below $500 Town Manager can get rid of surpl -us with the
approval of the Finance Committee. He suggdsted an annual
auction for surplus. Town Manager should haV-e authority
without approval of the FinCom. Does it conflict with
state law as to the limit?
Prior to leaving Bill agreed to draw up an amendment and
submit to the Committee before Fall.

Discussed layout of bylaws from Andover, Lexington,
Winchester, and North Reading, with regaVd to our final
printing.
Discussed possibility of using decimal gy-stem for bylaws
which would then be the same as Zoning Bylaws. Also,
should both bylaws be combined into one 'book, with the
ability to be separated into two books? Agreed that they
should have that capability.
How many substantive changes should be made? Grammatical
changes will be made; rewording of articles; restructure.
Review process will be open to the public - everyone will
know well in advance of Town Meeting. Legal notices to be
published.
